Amended NB672050-18-02900R 13 Aug 2018
STATEMENT OF WORK
TITLE: High Speed Spectrometer
Requisition Number: NB672050-18-XXXX
LAB REQUESTING SERVICE: Communications Technology Laboratory, RF Technology Division
I. BACKGROUND INFORMATION
The mission of the RF Technology Division (Division 672) is to provide industry, and its suppliers and customers, with comprehensive and technically advanced measurement capabilities and standards, as well as traceability to those standards. Division 672 has been charged with maintaining the microwave noise standards for the US. The project uses radiometers to perform traceable noise measurements. Although they have successfully served as national noise measurement standards for several decades, these legacy radiometers are ill equipped to address the incumbent communication needs to detect the interferers very close to the signal of interest.
As a result, it behooves us to develop new system architectures to achieve faster detection, finer resolution, and better dynamic range.
Our existing noise metrology capability can distinguish weak signals in a bandwidth of several megahertzs. Modern communication signals have much finer spectrum signatures and radical temporal variation. As a consequence, a fundamental overhaul of the existing instrumentation is required. We’re in the process of developing new traceable spectrometers with digital radiometry.
Different from the conventional analog approach, the new system incorporates a fast-digital sampler and a real-time digital signal processing (DSP) unit. Such a new configuration will allow traceable noise and interference measurements to reach unprecedented spectral and temporal resolution.
II. SCOPE OF WORK
We envision a high-speed wideband spectrometer consisting of a fast-digital sampler and a real-time digital signal processing unit that is able to support traceable interference measurements. This is described in detail in Section III.
In addition to the hardware, software shall be provided that enables control over the instrument via Python, Visual C, VB, Matlab, or LabView. This is described in detail in Section III.
III. SPECIFICATIONS
The Contractor shall provide one (1) wideband fft spectrometer that meets the following minimum technical requirements. The Contractor shall deliver the system and warranty it, as described below.
1. The spectrometer shall meet the following requirements:
1.1. Capable of operating within a minimum frequency range of DC to 400 MHz
1.2. Dynamic range no less than 56 dB at 100 MHz
1.3. Sampling rate of 500 MHz or greater.
1.4. Meet a analog to digital converter sampling resolution of 12-bit real
1.5. Data acquisition record length of no less than 64 mega-samples per channel.
1.6. Customizable polyphase filter bank coefficients.
1.7. Dual RF input ports with a nominal 50 Ohm impedance
1.7.1. User accessible standard SMA coaxial input connector.
1.8. PCIe x8 standard interface
2. The spectrometer shall be capable of being controlled by a PC for the purpose of test scenario configuration, data acquisition and test automation. Licensing shall be such that test automation and test scenario development can be parallelized amongst multiple users or is directly addressable through standard SCPI command architecture.
2.1. The LTE software functionalities and capabilities shall be commercial off the shelf and readily available to other interested parties, not custom implementations or a pre-release for the purpose of this procurement.
2.2. Contractor is responsible for providing documentation outlining how computer controlled data acquisition can be accomplished (e.g., a command reference).
2.3. instrument control by Python, Visual C, VB, Matlab, or LabView.
2.4. streaming of raw data onto a host PC
2.5. adjustable FFT with at least two different FFT sizes and adjustable data-acquisition time
2.6. compatibility with Windows 7/10 64-but systems
3. The spectrometer shall be shipped with auxiliary components to allow for powering from conventional U.S. power outlets (120VAC) or being compatible with high-speed computer expansion interfaces, such as PCI-express. Each piece of equipment shall not draw more than 10 amps at any time.
3.1. The Contractor shall include any necessary cables for connecting the system to conventional
U.S. power outlets.
4. The Contractor shall use only new equipment. The use of refurbished or used equipment is not permissible.
5. The Contractor shall include the cost of shipping the completed system to the NIST site in Boulder, CO.
Warranty:
The Contractor shall provide, at a minimum, a three year warranty for the system. The warranty shall cover all parts, labor, and return (from the manufacturer to NIST) shipping expenses. The warranty shall commence upon delivery of the system. A certificate of compliance from the factory should be included in the delivery document.
IV. PERIOD OF PERFORMANCE
The period of performance shall be 100 days from award of this requirement.
V. PLACE OF PERFORMANCE
The system will be delivered to the NIST facility in Boulder, CO.
VI. DELIVERABLES
Description Quantity Due Date High Speed Spectrometer One (1) system 100 days after award of this requirement.
Computer controlled data acquisition (e.g., command reference) documentation
