DESCRIPTION:
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED
IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED
PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING
REQUESTED AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE
ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION
PROCEDURES
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC-89)
1352.215-72 INQUIRIES (APR 2010)
Offerors must submit all questions concerning this solicitation in writing to the contracting officer within three (3) business days of the posting. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a small business size standard of 750 employees. This requirement is being competed a total small business set-aside. Any small business may submit a quote.
The National Institute of Standards and Technology (NIST) has a requirement for Absorber Upgrades for Anechoic Chamber and Robotic Range.
Attached are the Specifications for solicitation NB672020-19-02883. Please submit a quote for the required Absorber Upgrades for Anechoic Chamber and Robotic Range that meet the requirements.
This RFQ is conducted under the authority of FAR 13 Simplified Acquisitions with NAICS code 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a small business size standard of 750 employees.

• The period of performance is a total of 240 days after receipt of the order (ARO). FOB Destination for delivery to NIST, 325 Broadway, Boulder, CO 80305. Delivery point of contact will be provided upon award.
• Company DUNS No. To be eligible for this award, the quoter must be registered with the System for Award Management at www.sam.gov., and have completed the Representations and Certifications therein for the specified NAICS code, or submit separate Representations and Certifications if the specified NAICS code is not listed in their SAM registration.
If required, a site will be conducted on 6 August 2019 at 10:00 AM (MST). Site Visit instructions are included as a separate attachment.
The provision at FAR 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition. Quoter shall clearly demonstrate their ability to meet the technical requirements and deliverable schedule as outlined in this solicitation. Quote shall include shipping costs.
NIST reserves the right to ship under NIST provided account.
BASIS OF AWARD:
Award shall be made to the Lowest Price Technically Acceptable (LPTA) quote, based upon the technical specifications as detailed within the attached Specifications. This will be a firm fixed price purchase order.
The Government intends to evaluate quotations and issue a purchase order based on the initial quotations received. Therefore, the quoter’s initial quotation should contain the quoter’s best terms from a price and technical standpoint. The Government reserves the right to request revised quotations from, or negotiate final purchase order terms with, one or more, but not all, quoters if later determined by the Contracting Officer to be necessary. However, the Contracting Officer will not establish a competitive range, conduct discussions, or otherwise use the procedures described at FAR 15.306. The Government may reject any or all quotations if such action is in the public interest; and issue a purchase order to other than the quoter with the lowest priced quotation.
TECHNICAL CAPABILITY:
Evaluation of Technical Capability will be based on the information provided in the quotation.
Documentation submitted in the quotation shall be evaluated to determine that the proposed equipment meets or exceeds the Governments minimum required specifications. Failure to clearly and unambiguously demonstrate this will result in an “unacceptable“ technical rating.
PRICE:
Price shall be evaluated for reasonableness.
FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a fixed price contract to the Lowest Price Technically Acceptable (LPTA) quote, based upon the technical specifications as detailed within the attached statement of work.

(1) If the total contract/order includes multiple quantities of the same or like item(s), segregated as separate CLIN/Item numbers, deliverables shall be packed accordingly. Each individual Package / container in the shipment shall include deliverables on a per-CLIN or Item basis.
(2) For each shipment made under this contract/order, the Contractor shall furnish itemized packing list(s), enumerating the specific contents of each shipping container and what specific individual Components constitute a full and complete "unit" for each bid item. The packing list shall include the brief description of each item found in the Schedule. If more than one container is Required for each unit, each container should be marked accordingly, e.g., "Box 1 of 2," "Box 2 of 2," and the boxes, where feasible, should be taped or shrink-wrapped together as an Issuable unit.

NIST LOCAL-53 Contract Performance During Changes in NIST Operating Status Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. However, throughout the contract period of performance, there may be circumstances beyond the control of the U.S. Department of Commerce, National Institute of

During a lapse in appropriation, access to Government facilities and resources, including equipment and systems, will be limited to excepted personnel for both Federal employees and Contractor personnel. If performance of the contract is onsite and/or requires Government interaction, unless you have been, or are notified that you are to work under an excepted status, you will automatically enter a temporary work stoppage. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines. Additionally, Contractors are encouraged to monitor public broadcasts or the Office of Personnel Management’s website at www.opm.gov for the Federal Government operating status.
NIST will provide notification to all contractors that are determined to have excepted status. All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer’s Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed.
Contractors with supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would cause the government to incur additional obligations during the lapse in appropriation may continue performance.

STATEMENT OF WORK
Absorber Upgrade for Anechoic Chamber and Robotic Range
NB672020-19-02883
1. Background NIST currently has two facilities for radio frequency (RF) testing that have had major recent upgrades. NIST requires new absorber for two existing anechoic chambers. RF performance of both ranges needs to be brought to a usable state for accurate measurements.
(1) The Wing 6 Chamber had an extensive rail system upgrade and much of the RF absorbing material is damaged or decayed to an unusable state. The facility requires:
a. New RF absorber on the floor.
b. New RF absorber on portions of the south and east walls.
c. Removable absorber and mounting scheme on the front of the positioning gantry.
d. Flat RF Absorber on the support structure of the gantry.
e. New absorber on the main chamber door.
f. Target frequency range of operation - 500 MHz to 40 GHz.
(2) The contractor shall cover the Robotic Ranges and NIST in Building 24-1500 in anechoic material to reduce errors caused by metal surface reflections.
• Cover Rail system in flat RF absorber.
• Cover the stationary Robot mounting pedestal
• RF Obscure the moving robot pedestal and cart
• Cover the two MH50-35 robots in 24-1500
• Cover the MH50-20 robot in 24-1500.
• Target frequency range of operation - 1 GHz to 40 GHz.
Absorber is used to cover the major reflecting surfaces. Absorber shall have meet the following specifications:

2. Scope of Work The Contractor shall provide RF reflectivity data on proposed anechoic materials used.
The following services fore each major section (i.e., 1.1 Floor Absorber, 1.3 Gantry Absorber, 2.1 Rail absorber, …) shall be quoted as a separate line item that may be purchased so NIST can manage project costs and remove any line item if necessary.
Note: Both facilities are located at the Boulder NIST campus at 325 Broadway, Boulder, CO and are in separate locations. The Wing 6 anechoic chamber is in Building 1, Room 1-4611. The Robot range is in Building 24, Room 1500.
1. Wing 6 Anechoic Chamber Retrofit:
Contractor shall provide the best matching blue color to the existing absorber. Contractor shall provide NIST a color sample for approval. All dimensions are approximate, see figures and attachments for actual.
1.1. Floor Absorber -
1.1.1. There are four sections on the floor. A1, A2 (x2) and A3. As these absorber pieces are moveable, the contractor shall paint all sides (including base) with a rubberized or flexible paint. – See attachment 1a, 1b.

1.2. South Wall:
1.2.1. This wall has numerous cables and protrusions. Much of the absorber is damaged or missing. The contractor shall remove and dispose of all remaining absorber in the affected areas. Rubberized/flexible absorber paint is required. The below figure 4 shows the four areas of the south wall that require replacing.

1.2.3. Section A2 – Central area – 24”/60 cm class cones – 32 inches x 64 inches (currently 4x8 cones)
1.2.4. Section A3 – south wall east access area – 24”/60 cm class cones – (currently 4x13 cones) - note that there is a large amount of electrical and chamber access in this area that needs to be accommodated and all electrical outlets must be accessible.
1.2.5. Section A4 – Floor area – 8 pieces of 8 in x 24 in x 24 in flat absorber.
1.3. Moveable Gantry
1.3.1. The gantry shall be RF obscured with absorber from antennas protruding from the south wall.

1.3.2. Section – Gantry Front – 24”/60 cm class absorber – 24 inches x 10 ft. one (or preferably two) plate(s) holding the absorber shall be fabricated to attach to the gantry (multiple mounting locations) so absorber can be removed.
1.3.3. Section – gantry supports – 1” flat absorber – absorber to cover the leading edge of the gantry supports and interior surface shall be affixed with magnets for gantry servicing.
1.4. East Wall –
1.4.1. The absorber on the east wall has numerous broken tips – the contractor shall remove and replace this section. The robot laser scanner will be inside a cone, the contractor shall cut out a section of a cone to fit around the scanner mount.

1.5. Chamber Door
1.5.1. While the chamber door has many broken tips, it is also not in a direct radiation path. The contractor shall replace the absorber on the door with a more durable product (i.e., rubberized / durable absorber coating)

1.5.3. The contractor shall cutout custom absorber to accommodate the emergency release handle behind the absorber.
1.6. North Wall
1.6.1. Install absorber around the safety scanner for the areas where the 36/24” class absorber has been removed.

Best effort to match the grey color of the current absorber – vendor to provide color sample. Color match is of minimal concern. Blue is acceptable.
The robot covers in sections 2.4 and 2.5 are meant to be absorber wrapped with removable coverings that go around individual robot arm sections. Attachment with ties, magnets, buckles are acceptable as long as they face away from the area between and under the robots. Most complete coverage of the robot is desired. If other size absorber is better suited for the 1-40 GHz range, changes to sizing in these sections will be considered.
2.1. Rail Covering
2.1.1. The contractor shall cover the sides and exposed cross bars of the rail system. NIST is specifying flat absorber. If another product will provide better RF performance, it will be considered.
2.1.2. NOTE: NIST has implemented a non-contact, retractable absorber for the top surface of the rail that does NOT require covering.
2.1.3. ALL PIECES WILL BE GLUED TO A MAGENTIC BACKING WITH A HOLDING
STRENGTH OF AT LEAST 150 LBS/SQFT. This will allow for rapid removal.

2.1.4. Section – Outside Cover – (quantity 2) – 2”/50mm class flat absorber – 1ft x 29 ft.
2.1.5. Section – Inside Cover - (quantity 20) – 2”/50mm class flat absorber – 12in x 28 in.
2.1.6. Section – top cover - (quantity 10) – 3”/75mm class flat absorber – 7 in x 30.
2.1.6.1. Note that there is approximately 5.5 inches (vertically) from the top cover surface to the bottom of the robot cart. If the vendor has a better alternative for wrapping the top (cones) and sides (flat), it will be considered.
2.1.7. All exposed sides of absorber shall be painted with rubberized/durable coating.
2.2. Stationary Robot Mount (SRM)
2.2.1. The stationary mount will be covered with a rubberized coated absorber. The absorber must be removable (no glue for direct mount). Three suggestions for mounting are:
2.2.1.1. On the same magnetic material (150 LBS/SQFT) as the rail. (preferred)
2.2.1.2. A structural support system (acceptable)
2.2.1.3. Velcro – (LEAST preferred option).

2.2.4. In cases of overlap, the SRM front shall extend over the SRM side material.

2.3. Moving Robot Mount (MRM)
2.3.1. The moving robot has numerous equipment apparatus surrounding it. The cart holding the MR mount also has a cable support on the west side which requires obscuring.
2.3.2. The MRM shall be covered with a rubberized coated absorber. The absorber must be removable (no glue for direct mount). The following are three suggestions for mounting:
2.3.2.1. On the same magnetic material (150 LBS/SQFT) as the rail. (preferred)
2.3.2.2. A structural support system (acceptable)
2.3.2.3. Velcro – (LEAST preferred option).

2.4. MH50-20 Robot Covering
2.4.1. Purpose to minimize RF reflections from the robot. The covering must move with the robot. These will cover a YASKAWA MH50(II)-20 robot –see manufacturer’s website for dimensions (www.motoman.com). Ability to remove the covering is essential for robot servicing and tool mounting.

Provide drawings (editable electronic (Autodesk, Solidworks, ProE,…) and physical) of absorber holding systems for moving robot mount, and both robots. NIST requests retention of the rights to manufacture additional holding systems, for NIST use only, for different absorber types.
At 2.1 installation
6. Inspection/Acceptance NIST will review the installation of absorber in both the wing 6 and robotic range. Acceptance shall be done on a per deliverable basis.
Acceptance is subject to removal of all old absorber and all waste generated.
7. Warranty - A one-year warranty on the absorber and on the glue between the absorber and magnets.
