5000-0-a. Intent
This section contains non-technical requirements and procedures, the intent of the General Overhaul Specifications (DDGOS), definitions of administrative terms, specification requirements, schedule and correspondence requirements, and similar requirements.
The Availability Work Package (AWP) is the sole work authorizing document. The DDGOS shall not be used as a work authorizing document. The DDGOS establishes a compendium of NAVSEA requirements for the administration and conduct of submarine depot availabilities. The work authorizing activity shall ensure that the applicable technical requirements are invoked for all authorized work assigned to the availability activity. It is the responsibility of the availability activity to accomplish all work authorized and comply with corresponding applicable technical requirements. Non-conformance with technical requirements (including NAVSEAINST C9210.4) shall be processed in accordance with Section 9020-1.
In general, requirements for new and modified systems and requirements for overhaul of existing systems are identified within each section. Where no distinction is made, the requirements for overhaul and new installations or modified systems are identical.
Where technical guidance is not considered adequate for new installations or modified systems the contractor shall request appropriate guidance from NAVSEA.
5000-0-b. Definitions
As used throughout the DDGOS, the following terms having meanings as indicated:
Availability - A specific period of time in a submarine life-cycle, designated by the CNO to perform maintenance and modernization requirements necessary to maintain the ship in a safe material condition, adequate to allow accomplishment of assigned missions. A Major Industrial Availability is a scheduled availability of 6 months duration or longer.
Contractor - A firm holding a prime contract with the Government for the ship design, or for the ship work, or both. Where the work is being done by a naval shipyard, the term “contractor” shall refer to the Shipyard Commander.
Design Data Sheet (DDS) - A document that contains material for information and guidance of personnel engaged in design work applicable to availability of ships. It illustrates typical design and calculation methods and procedures which are acceptable to NAVSEA.
Drawings - For definition, see 9020-1 Maintenance Standard - A document that specifies NAVSEA minimum requirements for acceptable Intermediate/Depot level refurbishment of submarine components, including testing/inspection criteria and parts replacement. Environmental conditions, including climatic and ship motion conditions, shall be as required by the original ship specifications unless otherwise approved.
Standardization and Interchangeability - All ships of the same design class under a single availability Contract shall have identical machinery and equipment arranged and located identically in new areas common to one or more ships to the maximum extent practicable; exceptions to be approved by the Supervisor.
For individual ships, machinery and equipment, installed during the availability, which are functionally interchangeable shall also be identical in form, fit, and function. As used herein, the term “machinery and equipment” refers to hull, mechanical, electrical, and electronic items that can be maintained by the replacement of parts; the term “functionally interchangeable” means that two or more items are sufficiently alike in all essential respects to permit replacement of one such item by the other in all applications where the item is used without modification of either the item or the system in which the item is used. New or modified portions of systems shall be designed to minimize configuration variation of systems, systems architectures, sub-systems and components (such as valves, motors, and controllers). NAVSEA has established a Virtual Shelf which supports the requirements for standardization, minimization of configuration variation (Commonality), and interchangeability. The Virtual Shelf provides proven standard architectures, design guidelines, specifications, certified systems, components, and parts which support cross platform requirements (to minimize configuration variation) and provides the lowest Total Ownership Cost (TOC).
Unless otherwise specifically approved by NAVSEA, “part common” materials (such as piping, tubing, electrical cable, and electrical fittings) shall be standard material in the Federal Supply System (FSS), or where non-standard equipment is used, an acceptable FSS substitute shall be indicated on the appropriate working drawings or material lists.
It is Navy policy to make every effort to achieve and maintain standardization throughout the life cycle of its ships.
Intra-Navy Standardization - This is achieved by selecting and acquiring equipment or components for new ships or requirements which are already in the Navy inventory and fully supported. The NAVSEA Virtual Shelf, in accordance with NAVSEAINST 4120.8 series, provides a list of hull, mechanical, and electrical, warfare systems;
subsystems; proven standard architectures, design guidelines, specifications, components; and related software which are available for procurement, and are supported by spare parts available from the original equipment manufacturer. This list should be used in the design selection process for assistance in identifying standard equipment. The Supervisor shall be notified of exceptions from the Virtual Shelf. The Supervisor shall submit a Feedback Report (available on the Virtual Shelf website) to NAVSEA 06 when exceptions are utilized to improve the value of the Virtual Shelf. The order of precedence of sources for machinery, equipment, parts, and material after use of the Virtual Shelf shall be items already used on the ship class, items already used in the fleet, the National Shipbuilding Research Plan (NSRP) Common Parts Catalog (CPC), or Naval Shipyards Standard Parts Catalog (SPC).
Note that some equipment must have cognizant Project approval and may not be contained in Virtual Shelf. This includes, but is not limited to, some Foodservice, Laundry, Security, and Pollution Prevention equipment.
In addition to requirements for equipment standardization in new design and equipment changes or replacements, consideration should be given to eliminating unsupported equipment when economically feasible. The NAVSEA Diminishing Manufacturing Sources and Material Shortages (DMSMS) program provides lists of equipment installed in the fleet which are no longer supported with spare parts by the original equipment manufacturer. This list should be used to identify such equipment for consideration for replacement. The NAVSEA Virtual Shelf should be applied in support of DMSMS, if applicable.
Human Engineering Design - Direction of movement, arrangement, and grouping of controls as well as other standardization efforts shall be in accordance with MIL-STD-1472 whenever applicable.
