Question Section Question Answer
1 1 & 2 This solicitation has conflict between Request for Quote (RFQ ‐
21‐Q‐XXXX) and Request for
Proposal (RFP ‐ 21‐R‐XXXX). FAR
Parts 12 & 13.5 requests Quotes, not proposals. FAR Part 15 requests "proposal". Please clarify whether the Government is requesting a Quote or Proposal
(using 12, & 13.5 or 12, 13.5 and
15) and correct synopsis/solicitation accordingly.
Our company understanding is that
“Offer” means a response to a solicitation that, if accepted, would bind the offeror to perform the resultant contract. Responses to requests for proposals
(negotiation) are offers called
“proposals”; however, responses to requests for quotations (simplified acquisition) are “quotations,” not offers.
This solicitation is a Request for Proposal, see section 2 of the Combined Synopsis
Solicitation.
2 4 verbiage "proposal" This solicitation is a Request for Proposal, see section 2 of the Combined Synopsis
Solicitation.
3 4 This solicitation is being issued as a
Services type solicitation, rather than product (supply). Please confirm that this is not a supply contract to "Recondition" or
Remanufacture" (Please see FAR
52.211‐5) the valves, but to simply repair the valves. The PWS, para
6.1.1 states that "the contractor shall provide ... overhaul...", which our company understanding is another word for recondition or remanufacture.
This is not a supply requirement. This is a services acquisition to perform services as required in the PWS.
