About this file
This is Amendment 0009 to solicitation NAVMWR-26-R-0044, issued by CNIC Facilities & Construction Contracting on August 13, 2026, for the repair and renovation of Community Recreation Center Building 45 at Navy Base San Diego, California. The amendment incorporates responses to seven Requests for Information (RFIs) previously submitted by contractors regarding clarification of scope, equipment specifications, and technical requirements outlined in the original Statement of Work (SOW). The contracting officer is A'Keesha Stark, NAF Construction Contracting Officer, located at 5720 Integrity Drive, Lassen Building 457, Millington, Tennessee 38055.
The amendment addresses critical scope clarifications including: confirmation that work is limited to Building 45 only with no extension to a separate Building D warehouse; specification that no specific brand is required for the GC-provided IDF (Intermediate Distribution Frame) switch equipment; clarification that the A/V controller system for the Dining bar area must be integrated with television systems; confirmation that minimum TV size for the library VR/meditation stations is 55 inches based on industry standards, with the contractor required to provide two projectors and two 98-inch TVs total; specification that the green screen requirement applies only to the VR/meditation space; and clarification that "VR" refers to Virtual Reality gaming with goggles rather than videoconferencing/telepresence equipment. All other terms and conditions of the original solicitation remain unchanged. Offerors must acknowledge receipt of this amendment prior to the deadline specified in the original solicitation or face rejection of their offer.

BLOCK 14 CONTINED:
A. ADD
This amendment is issued to incorporate responses to Requests for Information received in support of the subject project. RFIs and responses are as follows:
Q.80. Amendment 0006 (A.39) confirms the Government will provide the service into the building while the Contractor is responsible for in-building distribution but does not identify a switch make/model or confirm compatibility requirements for the GC-provided IDF equipment.
A.80. No specific brand required.
Q.81. If work extends beyond Building 45 into a separate Building D warehouse (e.g., a new IDF/computer room), this materially changes scope, DFOW breakdown, permitting, and site logistics, which are currently scoped and priced around Building 45 only.
A.81. Building 45 only.
Q.82. SOW C-2.39 requires protecting/upgrading the Brewhouse AV system (18 TVs, 9 speakers, 2 subwoofers, mixer, amplifiers) for TV audio, background music, and paging, but does not specify whether a centralized AV control platform is required versus a simpler mixer/amp-based system - affects equipment and integration/programming cost.
A.82. The A/V controller system for the Dining bar area is to be integrated with the TV see above.
Q.83. SOW C-2.17 converts the existing library into an 8-person virtual reality/meditation flex space, and C-2.19 requires 98” TVs, but Amendment 0006 (A.47) limits the 98” TV requirement to the main recreation area and Blue & Gold room only - leaving TV size for the library VR/meditation stations undefined.
A.83. Minimum 55'. Based on industry standards.
Q.84 SOW C-2.18 requires a green screen or other streaming background as part of the VR/Meditation flex space finishes; its applicability to the separate LAN E-Gaming room (C- 2.22) or other program spaces is unclear, which affects finish and equipment quantities.
A.84. Green screen is only for the VR/mediation space.
Q.85. AV equipment is referenced throughout the SOW (main seating area, VR/Meditation room, LAN E-Gaming room, Dining/Bar area) without a consolidated equipment schedule or count. A confirmed total quantity is needed to finalize a supportable AV subcontractor quote and estimate.
A.85. Contractor shall provide two (2) projectors and two (2) 98” TVs.
Q.86. SOW C-2.17 references an 8-person 'virtual reality area,' and C-2.23 references '1GB data drops to each of the VR systems,' but does not clarify whether 'VR' means videoconferencing/telepresence equipment or actual VR headset/goggle and gaming console setups - a major cost and scope swing.
A.86. Intended for Virtual Reality gaming with goggles.
