About this file

This is Amendment 0008 to solicitation NAVMWR-26-R-0044 for repair and renovation services to Community Recreation Center Building 45 at Navy Base San Diego, California. The amendment was issued on 7 August 2026 by CNIC Facilities and Construction Contracting, with Contracting Officer A'keesha Stark. The amendment is not extended, meaning the receipt deadline for offers remains unchanged from the original solicitation date of 16 June 2026.

Amendment 0008 consists primarily of a Questions and Answers section (Q.64 through Q.79) that clarifies various aspects of the project scope, design requirements, and submission procedures. Key clarifications include: no page limitations for Volume 1 proposals; wall panels are not required in the VR/Meditation Flex Space and Gaming Room; 30-day electrical load data will be provided within 30 days of Notice to Proceed; government-furnished kitchen equipment details will be provided post-award; no additional marked-up boundary drawings will be provided for cost allocation purposes; boiler information is available in Attachment A; structural site visits will remain self-guided; file submission can utilize DoD safe links for large files; liquidated damages apply only if the negotiated contract schedule is exceeded; asbestos survey reports are included in Section J-14; and space reconfiguration will occur in the ITT area, managers' spaces, recreational center pony wall, and library areas, with kitchen renovation limited to the existing footprint. Attachment A contains NAVFAC inspection reports for a LAARS heating boiler (HLW model, 160 MAWP, capacity 399,999 lbs/hr-cu/ft) dated December 2020, identifying deficiencies requiring corrective action including installation of emergency shutdown switches, gas valve handles, electrical disconnects, mixing valves, and proper foundation and tank securing.

BLOCK 14 CONTINED:

A. CHANGES:

1. ADD:

Q.64. Volume 1 – Part 1 narratives do not mention a page limitation. Can you please provide the page limitations for each section?

A.64. There are no page limitations, as the RFP does not state any.

Q.65. Amendment 0002 deletes the “wall panel” requirement in Sections C-2.B.18 and C-2.B.20 in its entirety. Please confirm whether this deletion applies to the acoustical wall panels specified for the VR/Meditation Flex Space and Gaming Room (required to achieve STC-55 partition performance), or refers to a different wall panel item.

A.65. Wall panels won’t be necessary in any of those spaces as well

Q.66. Amendment 0006 (A.5) indicates that 30-day electrical load data will be provided “prior to start of design.” Please confirm a specific date or milestone (e.g., number of days following NTP) for delivery of this data so it can be incorporated into the project schedule.

A.66. This will be provided within 30 days of NTP.

Q.67. For the Government-Furnished, Contractor-Installed (GFCI) kitchen equipment, please provide the equipment list, cut sheets, and anticipated delivery schedule, or confirm whether this information will be provided post-award and identify the applicable milestone.

A.67. This will be provided post-award.

Q.68. Amendment 0006 (A.4) describes the CLIN 0001/CLIN 0002 (kitchen) cost boundary as following “an imaginary line of demarcation.” Please provide a marked-up drawing or written description of this boundary to support accurate cost allocation during pricing and post-award billing.

A.68. No additional marked-up drawings will be provided. The contractor shall allocate costs to the applicable CLIN based on the location of the work relative to that boundary.

Q.69. Amendment 0006 (A.6) directs the Contractor to price replacement of the two remaining boilers. Can the Government provide the age, capacity, manufacturer/model, and any available condition or inspection records for these units to support accurate pricing?

A.69. Please see Attachment A.

Q.70. Amendment 0006 (A.30) confirms that no as-built or original structural drawings exist for Building 45. Given that the Structural Engineer of Record must field-verify existing conditions prior to demolition, will the Government authorize an additional, structural-focused site visit beyond the standard self-guided visits to support this verification?

A.70. Yes, there may be an additonal site visit. It will still be a self-guided tour though. Please make coordination with site POC.

Q.71. Amendment 0006 (A.10) requires submission of one electronic proposal and one hard copy.

Please confirm the maximum attachment size accepted at the Section L-23.F email address, or

Amendment 0008 2 of 9 whether a secure file-transfer alternative is authorized for large drawing and specification files.

A.71. There are no specific file size requirements. If it is too large to email, a DoD safe link will be provided for your submission.

Q.72. Please confirm whether a proposed construction schedule exceeding 120 calendar days results only in a reduced evaluation score under Factor II (Subfactor A), or whether Liquidated Damages would also apply beginning on day 121 regardless of the total schedule proposed.

A.72. In the proposal evaluation stage, schedule is considered. However, liquidated damages will only be assessed if the project timeline exceeds the schedule that is negotiated and agreed upon in the contract. The NAFI wishes to avoid this by communicating throughout the project. Please provide accurate timeline projections in your proposal.

Q.73. Is a hazardous materials (asbestos/lead paint) survey report available for Building 45? If not, please confirm the Contractor is responsible for commissioning a survey prior to demolition.

A.73. Yes, Section J-14 is the asbestos report.

Q.74. Please confirm whether prior correspondence and RFI submissions sent to the former Contract Specialist remain part of the official record, or whether any outstanding items should be re-submitted to the current Contract Specialist.

A.74. Submissions to the former contract specialist remain part of the record.

Q.75. Is there an approved-products or preferred-manufacturer list for LED lighting fixtures and occupancy/daylight sensor controls at Navy Base San Diego, or is any Energy Star / FEMP-qualified product acceptable?

A.75. Not preferred anyone that is authorized by Navy regulations.

Q.76. The scope of work references demolition of an abandoned boiler and chiller, while separately noting that existing VAV systems (including fan-powered VAVs) are to remain. Please confirm whether there is a separate, currently operating chiller, boiler, and air handling unit(s) serving the VAV systems throughout the building, distinct from the abandoned equipment identified for removal.

A.76. The abandoned boiler identified for removal is a distinct and completely separate boiler and is not connected/attached to any of the operating systems.

Q.77. Please confirm which rooms are intended to receive layout or wall reconfiguration as part of this project. Specifically, is the former ITT area the only space undergoing a layout change, and does the Kitchen renovation involve reconfiguration within the existing room footprint only (no wall/layout changes), consistent with Amendment 0002's kitchen design-only scope?

A.77. The following spaces will have a wall layout reconfiguration:

-ITT Space- will be converted in office spaces -Current Managers spaces on the East side of the building- will be converted in ITT counter

- Pony wall around the recreational center will be demo

- Current libraries open spaces will be reconfigured in VR/Mediation room closed space -Kitchen involve reconfiguration within the existing room footprint

Amendment 0008 3 of 9

Q.78. Please confirm the minimum required NICET certification level for the sprinkler and fire alarm system designer on this project.

A.78. It will be specified by the applicable UFC, NFPA, and contract requirements.

IF a specific NICET cert is required, it will be identified in the contract; otherwise no additional min level beyond the governing code requirements is needed.

Q.79. Amendments 0003 and 0004 provided an existing floor plan and As-Built Drawings for Building 45. Please confirm the gross square footage of the facility, and whether these drawings represent the complete and current as-built condition (architectural, structural, and MEP) sufficient to support detailed estimating.

A.79. Yes
