About this file

This is Amendment 0006 to a Navy design-build solicitation (NAVMWR-26-R-0044) for the repair and renovation of Community Recreation Center Building 45 at Navy Base San Diego, California. The amendment extends the proposal deadline to August 10, 2026 at 3:00 PM Central Time and changes the Contract Specialist from Debbie Little to Kylie De la Bruyere. The amendment comprises 63 questions and answers addressing offeror inquiries regarding project scope, technical specifications, design requirements, and contract administration.

Key project requirements include repair and renovation of the recreation center with two separate Design/Build Contract Line Items (CLINs): CLIN 0001 for the main facility and CLIN 0002 for kitchen upgrades, each subdivided into 50%, 95%, and 100% design and construction phases. Major scope items include restroom renovations with below-grade piping replacement, kitchen equipment specification (10 gaming stations with specified hardware components), bar design and equipment, mechanical system assessments and replacements as needed, electrical system evaluation with transformer assessment, fire separation compliance solutions, structural evaluation, seismic anchoring of MEP systems, and furniture/fixture/equipment (FF&E) procurement. The contractor must submit a phasing plan for an actively operating facility, assume responsibility for field verification due to unavailable CAD files, and provide third-party inspections. Site work may commence after 95% design acceptance and Limited Notice to Proceed issuance. Performance and Payment Bonds are required within 10 days of contract award notification. Ten percent retainage applies to design and construction invoices. The Designer of Record determines scope ambiguities regarding piping assessment, boiler replacement necessity, and fire safety solutions. Proposals must be submitted electronically and in one hard copy to the specified eBuilder email address.

Amendment 0006 Page 2 of 11

BLOCK 14 CONTINED:

A. CHANGES:

1. This amendment is hereby extended to 10 August 2026 at 3:00 PM CT.

2. This amendment changes the Contract Specialist from Debbie Little to Kylie De la Bruyere. Section G-2. Invoices and Payment (MAR 2025) and L-13. Pre-Proposal Conference (AUG 2025) is replaced with the following:

Kylie de La Bruyere kylie.m.delabruyere.naf@us.navy.mil

3. ADD:

Q.1. It doesn’t appear that the 15% Conceptual drawings referenced in Section L-19-1. B.

have been provided as part of the solicitation. Please provide these plans.

A.1. Per the last two amendments 0002 and 0003, the 15% conceptual design attachments were removed.

Q.2. Although not included in the meeting minutes, we believe there was mention during the pre-proposal that offerors could deviate from the 15% conceptual plans. If this is accurate, can you provide floor plans to allow for these conceptual drawings to be provided?

A.2. Please reference amendment 0003 for the building layout and design.

Q.3. Assuming Q1 & Q2 are accurate, it is currently not possible to provide or develop conceptual plans and meet the submission requirements of the RFP. Would the contracting team consider extending the due date to allow for the development of the design?

A.3. See above.

Q.4. Section B establishes two separate Design/Build CLINs — 0001 (main facility) and 0002 (Kitchen upgrades), each broken into 50/95/100% Design and Construction lump sums. Please confirm the scope boundary: are all kitchen/bar items in Section C-2 (Items 29-38) priced entirely under CLIN 0002, or does some kitchen-adjacent work (new panel C-2.36, piping C-2.33/38) remain under CLIN 0001?

A.4. If the kitchen item (i.e. a duct or electrical circuit) extends beyond an imaginary line of demarcation it shall be in the kitchen CLIN.

Q.5 Item C-2.53 states the existing electrical service has been analyzed and confirmed adequate, with no service upgrade required, and that NAVFAC will provide 30-day load data. Item C-2.40(ix) directs the Contractor to assess electrical systems and upgrade as necessary, and separately requires replacement of Panel 'A' in a new location. Please clarify whether a full service-entrance upgrade is excluded from scope, and provide a target date for the 30-day load data referenced in C-2.53.

A5. No service upgrade is required and therefore should be excluded from the scope.

The 30-day load data will be provided prior to start of design.

Q.6. One of three existing boilers was recently replaced and will remain. The Contractor is to assess the two remaining boilers and include replacement costs if necessary. Can the Government provide age, capacity, manufacturer/model, and condition or inspection records for

Amendment 0006 Page 3 of 11 all three boilers?

A.6. Contractor shall submit a line-item price for the replacement of the two remaining boilers.

Q.7. Kitchen equipment sizing (hood, exhaust, makeup air, walk-in cooler/freezer, etc.)

depends on a food service plan that Section C-2.55 states will be provided post-award, if obtained. Will the Government furnish any existing food service equipment schedule, cut sheets, or utility requirements prior to proposal due date?

A.7. The kitchen designer is to design the kitchen equipment around the existing menu and the equipment shall work with & fit under the hood.

Q.8. CAD base files for Building 45 are stated as not currently available and will be provided if later obtained by the Government. Should Offerors assume full independent field verification and re-survey is required for proposal pricing? Is there an anticipated timeframe for CAD file availability?

A.8. Contractor shall be responsible for verifying any information obtained from the NAFI, reference Section C-2.B. Validity of Information Provided.

Q.9. Section C-3 requires a 48-strand SMF fiber connection from the facility to the existing NPS network. Please identify the point of connection/termination for this tie-in and confirm whether the Government or Contractor coordinates with the base IT/Cybersecurity office for approval.

A.9. This will be provided by base personnel. The point of connection is in the IT/Comms room. The government will be coordinating with base IT/Cybersecurity.

Q.10. Amendment 0002 states electronic submission (eBuilder/upload) is not authorized and proposals must be submitted by mail with CD/DVD. Please confirm the required number of hard copies and CD/DVD sets, and whether the Section D-2 electronic folder-naming/bookmarking conventions still apply to CD/DVD contents under mail-only submission.

A.10. Reference Section L-23. F. Email address for electronic submissions is: N25-04_- _Repair_Community_Recreation_Center_San_Dieg.4C.Abstract@docs-gc2.ebuilder. Contractor shall submit one electronic proposal and one hard copy. Section D-2. Lists post award submittals and how they are to be submitted.

Q.11. Section M-5(2) gives favorable consideration to a construction schedule of 120 calendar days or less. Section B's CLIN note states offered days exclude NAFI's design review time. Please confirm the 120-day metric applies to construction only (post-NTP-to-construct), separate from the 21-day NAFI review windows between design phases, and whether it applies per CLIN or as a combined project duration.

A.11. This applies to the construction phase and excludes design and the associated 21-day NAFI review times.

Q.12. Section I-71 requires executed Performance and Payment Bonds within 10 calendar days after notification of contract award, prior to Notice to Proceed. Please confirm no bid bond or bonding-capacity documentation is required at proposal submission, and confirm whether the 10-day clock begins at verbal/email notification of selection or at formal written Notice of Award.

A.12. Payment and Performance bonds are not required to be submitted with proposals.

Bonds are required within 10 days of issuance of a signed Contingent Notice of Award from the Contracting Officer.

Amendment 0006 Page 4 of 11

Q.13. Item C-2.7 requires the exterior barrier wall/railing at the Entry Patio to be replaced 'in the same location while also complying with UFC 4-010-01 anti-terrorism standoff standards. Please confirm the existing wall location already satisfies the required standoff distance, or advise if relocation is anticipated.

A.13. Replace railing in the same location is acceptable.

Q.14. Item C-2.58 requires a code-compliant solution for the fire separation distance between Building 45 and the adjacent building to the north, noting existing exterior sprinklers are not an adequate solution. Can the Government provide the current fire separation distance and the adjacent building's construction type/fire rating?

A.14. This is to be determined by the Designer of Record (DOR) and the design shall reflect a solution.

Q.15. Item C-2.28 directs replacement of ‘all existing below-grade cast-iron piping' with solid-core PVC, while Item C-2.47 states only piping sections identified as needing replacement shall be replaced and full replacement is not required. Please clarify which directive governs for proposal pricing.

A.15. Contractor shall price replacing only the bad piping.

Q16. The List of Attachments (Section J) references Attachment 15, 'Building 45 Electrical Plans.' Please confirm this attachment has been posted, as it was not located among the currently accessible RFP documents.

A.16. Building 45 Electrical Lines are included in Section J-15 of the RFP.

Q.17. Section C-4 requires structural evaluation to confirm that demolition of existing walls and other scope items do not trigger a code-required seismic upgrade. Please provide the original construction/permit date and any prior seismic retrofit history for Building 45.

A.17. The DOR shall design the work to avoid the removal of walls.

Q.18. Amendment summary states 10% retainage on invoices for design and construction, not applicable to bond/insurance invoices. Please confirm whether retainage is calculated/released separately per CLIN (0001 and 0002) or on a combined contract basis, and the conditions for release.

A.18. 10% Retainage shall be within on all invoices during the design and construction phase. No retainage shall be within on bonds and insurance.

Q.19. Section K-20 requires a minimum of two Authorized Negotiators with Obligation authority to be listed. Please confirm whether these individuals must be direct employees of the Prime Offeror, or whether an authorized representative of a bonding/surety partner may also be designated for bonding-related negotiations.

A.19. Section K-20 shall list personnel authorized to make financial and contract-related decisions for the company. The contractor will be issued to the prime not sub-contractors.

Q.20. Section C-3 states a Pre-Proposal Conference/site visit will be scheduled for a date TBD. Please confirm the finalized date, time, location, and dial-in details.

A.20. The Pre-Performance Conference was held via Microsoft Teams on 25 June 2026 at 10:00 AM CT/8:00 AM PT. Reference Amendment 0002.

Amendment 0006 Page 5 of 11

Q.43. C-2, Para. 40 (vi) & Para. 52. Paragraph 40(vi) reads “Contractor shall provide internal duct lining for the first 10’ from the roof penetration” and Paragraph 52 reads “The contractor shall install internal duct lining in accordance with all applicable UFC (Unified Facilities Criteria) requirements.

This requirement is not limited to the first 10 feet from the roof penetration.

The last sentence under 52 conflicts with 40(vi); please clarify applicable requirement.

A.43. Follow the UFCs.

Amendment 0006 Page 9 of 11

Q.44. C-2, Para 28: The first sentence reads “The Contractor shall use a camera scope and replace all existing below grade cast iron piping with solid core PVC piping,” but the rest of the paragraph describes the complete renovations of the building restrooms.

Q.44.A. Please clarify whether all of the existing below grade building piping is required to be scoped or only the piping below the restrooms.

A.44.A. Provide a separate line item to replace any below grade cast iron piping. The rest of the paragraph refers to the fixtures and layout.

Q.44.B. Please clarify whether all existing below grade building cast iron piping is required to be replaced with PVC piping or only the piping below the restrooms.

A.44.B. Provide a separate line item to replace any below grade cast iron piping. The rest of the paragraph is refers to the fixtures and layout.

Q.45. C-2, Para 47 This paragraph states “The contractor shall replace only the piping sections that are identified as needing replacement. A full replacement of all existing piping is not required.”

Please clarify is this statement only applies at the area of the existing/new described in the previous Paragraph 46. It appears to conflict with piping replacement scope described under C-2, Paragraph 28.

A.45. This requirement is only for the areas to be renovated.

Q.46. C-2, Para 13 This paragraph indicates to provide a “genius bar” adjacent to the pool tables.

Please provide specific info as to design intent, approximate length, utilities and any other special features.

A.46. This is a support area that s set up similar to a bar and a person versed in the use of the equipment (not necessarily a genius, we are the government after all) offers support.

Q.47. C-2, Para 19. This paragraph states “The Contractor shall provide each room with a large (98”) flat screen TVs, projection screen, projector, and speaker systems for program audio playback.” Please identify each specific room this scope applies to.

A.47. TVs shall be for the main recreation area and the Blue and Gold (Conference/training) room. TVs shall be flat screen.

Q.50. Section C - C-2.4: This section identifies pieces of equipment to be removed. Are the associated and related piping systems to also be removed?

A.50. This shall be determined by the Designer of Record.

Q.51. Section C - C-2.28: This section indicates that all existing below grade cast iron piping is to be replaced as confirmed by contractor camera scoping of piping. Does the bid need to assume that all existing below grade piping is cast iron?

A.51. This shall be determined by the Designer of Record.

Q.52. Section C - C-2.28: Are the noted roof mounted exhaust fans to be replaced with in-kind fans? Or must the team design provide fans sized in accordance with current codes and UFCs?

A.52. Size them according to the UFCs.

Q.53. Section C - C-2.35 This section indicates to "relocate the water treatment tanks under

Amendment 0006 Page 10 of 11 cover….". Confirm that scope only involves relocation of the system and does not include any calculations or sizing.

A.53 Confirmed.

Q.54. Section C - C-2.38 This section notes that piping systems extended to new equipment.

Confirm that infrastructure has adequate capacity and systems are only to be extended to new equipment. Confirm that gas shut off valve is to remain.

A.54. This shall be determined by the Designer of Record.

Q.55. Section C - C-2.40 (iv): During design, the pressure requirements for the fan powered boxes can be assessed, but any potential work or improvements can not be bid. Is there a known issue with the fan powered boxes? Confirm scope of work.

A.55. The contractor shall bid on the assessment of the fans and we will treat as an unforeseen circumstance if replacement or improvements are needed.

Q.56. Section C - C-2.40 (vi): This section indicates to "provide internal duct lining for the first 10' from the roof penetration." The UFC does not allow the use of duct lining and these duct are existing to remain. Are there existing noise issues? If so, they are possibly from the fan powered boxes and not the roof mounted unit. Please confirm scope of work.

A.56. Follow the UFC.

Q.57. Section C - C-2.40 (vii): During design, the plumbing systems can be assessed, but any potential improvements cannot be bid. Confirm scope of work. Are there known drainage issues?

A.57. The contractor shall bid on the assessment of the plumbing system and we will treat as an unforeseen circumstance if replacement or improvements are needed.

Q.58. Section C - C-2.47: Who is going to identify the piping system needing replacement? What shall be included in bids?

A.58. The Designer of Record.

Q.59. Section C - C-2.48: This section indicates to "replace the existing water softener." Earlier the RFP states to relocate water treatment equipment. Is this the same equipment? Confirm scope of work.

A.59. If the existing water softener is still functioning relocate the system.

Q.60. Section C - C-2.49: This section states to "assess the condition of the two remaining boilers and include costs for their replacement if deemed necessary." Who will determine if replacement is necessary? As written, this cannot be bid.

A.60. The designer of record will determine whether they should be replaced. Contractor can provide a price list for items needing to be replaced.

Q.61. Section C - C-2.52: This section indicates that internal duct lining shall be used. UFC 3- 410-01 does not allow for the use of duct lining. Please confirm that duct lining is required.

A.61. See above.

Q.62. Section F.3: The Mechanical portion of the table indicates that "all MEP/F equipment and distribution systems will be seismically anchored and/or braced as required by code." Does this only

Amendment 0006 Page 11 of 11 apply to new equipment and distribution systems?

A.62. All equipment and distribution systems.

Q.63. Section F.3.: The Plumbing portion of the table indicates to "replace all existing piping."

This contradicts with other portions of the RFP. Please clarify.

A.63. The contractor shall bid on the assessment of the fans and we will treat as an unforeseen circumstance if replacement or improvements are needed.
