Block 14 Continued:

A. Changes:

1. Reference Section L-23.C.

The Request for Offer Closing Date is extended to 6 March 2025.

2. Section J-14. Wage Determination is deleted in its entirety and replaced with Attachment A.

B. Clarifications:

Q-1. Please clarify the linear footage of the attenuator as the Statement of work states “floating wave attenuator system is approximately 300 feet long” yet Section J shows a dimension of 150” on one side and a dimension of 200” on the other side, in between those two dimensions in section J is a radius measures approximately 205” which would be a total length of 600”.

A-1. The length of the wave attenuator shall be 300’. The area that can be included is shown on the map (538’) is the maximum extent of the wave attenuator. What this means is that the arched portion (111’) and the balance (189’) shall be in one side or the other side of the straight sections, not to exceed 300’.

Q-2. According to the Statement of Work the wave attenuators secure to the ocean floor. Are concrete anchor blocks acceptable for moorage?

A-2. Yes, concrete anchor blocks is acceptable for moorage.

Q-3. Section B, Paragraph B-3.B states “The breakdown of lump sums offered in Section B shall be in sufficient detail to permit an analysis of (1) material, (2) labor, (3) equipment, (4) subcontract, and (5) overhead costs as well as profit.” Will CNIC provide a revised bid form that provides a format to detail this information in the proposals?

A-3. No, Offerors will include with Section B a breakdown of pricing that shall be in sufficient detail to permit an analysis of materials, labor, equipment, subcontract, overhead, and profit.

Q-4. Section C, Paragraph B.a states the definition of “Base” is Naval Support Activity Hampton Roads. Please confirm that the “Base” for this contract is Joint Base Pearl Harbor- Hickam.

A-4. The Base is Joint Base Pearl Harbor-Hickam.

Q-5. Section C, Paragraph D.1 states that NAFI has obtained approvals through ACOE, NOAA, DOH Water, and NAVFAC Environmental. Please provide copies of all permit documents that NAFI has for this project and confirm what additional permits, if any, the Contractor is required to obtain for this project.

A-5. Copies of all permits obtained by the NAFI will be provided to the awarded contractor, this is a Design/Build project and it is the responsibility of the awarded contractor to ensure that all permits are obtained and current. The NAFI is not responsible for permits.

Q-6. Section C, Paragraph D.1 states that NAFI has obtained approvals through ACOE, NOAA, DOH Water, and NAVFAC Environmental. Please confirm if the Contractor is responsible for obtaining the National Pollution Discharge Elimination System permit or will the Government provide this permit.

A-6. Confirmed, the contractor is responsible for obtaining the NPEDS permit.

Q-7. Section C, Paragraph C-1 states that the design life required for the facility shall be at least 15 years. Section H, Paragraph A states that the intended life span of the wave attenuator is 20 years. Please confirm the intended life span for this project.

A-7. 15 years is the intended life span of the equipment.

Q-8. Section H, Paragraph H-1.A states “This is a Navy Non-Appropriated Fund (NAF) procurement and is not funded by any Appropriated Funds of the United States. No appropriated funds of the Unites States shall be obligated, due or payable as a result of this contract. Please confirm that funding is in place for this project.

A-8. Confirmed

Q-9. Section H, Paragraph H-33 states that the contractor shall provide and maintain environmental protection during contract period and that contractors shall comply with all Federal, State, and local regulations pertaining to water, air, solid waste, and noise pollution.

Will this project require Water Quality Monitoring in accordance with the State of Hawaii, Department of Health, Clean Water Branch? Will this project require Marine Mammal and/or Endangered Species Act monitors throughout in-water construction activities? If yes to either question, please provide requirements for these environmental monitoring activities.

A-9. Yes to both questions. The water quality requires sampling before work starts, sampling during work and samples at work completion among other requirements. These are available from DOH CWB. On previous projects in the area, Mammal/Endangered Species Monitoring, applies to any in-water work, involves having a person observing whether any endangered species enter the area and then alerting the crews to stop work until the animal leaves the area on its own. It cannot be encouraged to leave. The contract requires that the contractor verify any requirements.

Q-10. Section I, Paragraph I-20 outlines the taxes that the Contractor is required to include in the proposal. Please confirm that the Contractor is required to include the 4.712% Hawaii General Excise Tas (HIGET) in their proposals.

A-10. All offerors shall include HET (Hawaii Excise Tax) in their proposals.

Q-11. Section I, Paragraph I-71 includes the requirements for Payment and Performance Bonds;

however, there is no discussion on a Bid Bond. Please confirm that a Bid Bond is not required for this project.

A-11. Confirmed.

Q-12. Please define the desired wave transmission and other desired performance criteria within the marina following installation of the new wave attenuator.

A-12. The requirement is discussed in the studies provided.

Q-13. Section J-10 contains the Wind-Wave Interaction Study performed by Buchart Horn, Inc.

in November 2016. Is the selected Contractor allowed to use this study as the basis for its design or will the Contractor be required to prepare its own analysis and submit its own study on which its design is based?

Q-13. All information provided by the government are for information only despite being produced 1 day or 8 years prior. Verification of the information by the contractor is highly encourage.

Q-14. Our design firm has reviewed RFP Section C-3 Design Requirements and determined that new wave attenuator, a “whisper wave” product (or equal) required by RFP Section C-3, D.2.

Purchase and Installation of Wave Attenuator will not meet the design requirements. Please confirm that Contractor can provide a wave attenuator system that provides sufficient wave attenuating capacity that meets the Design Requirements even though it may not be equal to a “whisper wave” system.

A-14. Confirmed, it is the responsibility of the offeror to propose a product that meets (or exceeds) the intended design requirements.

Q-15. RFP Section C-4 General Construction Requirements, paragraph A.8. states: “Should any endangered species enter the area work will be stopped until the endangered animal has left the project area on its own accord. “Since Pearl Harbor is known for having an active Green Sea Turtle population, the time delay for endangered species entering the work area may be significant. Please advise how the Contractor will be compensated for any delays due to any endangered species entering the work area since it’s impossible to quantify this prior to submitting the proposal. At the very least, please provide the total hours of delay Contractors should account for in preparing their proposals.

A-15. Include and allowance of 160 hours of work stoppage due to Endangered Species Work Stoppage to include time to document the siting, species and time that work was stopped.

Q-16. Reference RFP Section C-2 Project Information, D. Project Description:

RFP Section C-2 Project Information, D. Project Description states: “The project includes installing a new floating wave attenuator system that is approximately 300 feet long and securing it to the ocean floor in the configuration noted herein.”

RFP Attachment J-7 Dimensioned Wave Attenuator Layout (see below) shows a total length for wave attenuator of approximately 538 feet including the 120 feet radius x 90-degree arc section.

This is significantly longer than 300 feet. Please confirm the required length of the new floating wave attenuator system.

A-16. The length of the wave attenuator shall be 300’. The area that can be included is shown on the map (538’) is the maximum extent of the wave attenuator. What this means is that the arched portion (111’) and the balance (189’) shall be in one side or the other side of the straight sections, not to exceed 300’.

Q-17. Since this is a design-build project with a unique scope of work that requires a significant pre-proposal design effort to confirm adequacy of wave attenuator system to meet the design parameters, please consider extending the bid date 6 weeks.

A-17. Solicitation will not be extended 6 weeks but see above, for extension to 6 March 2025.

Q-18. Reference RFP Section J, Attachment J-10 Wind-Wave Interaction Study prepared by Buchart Horn, Inc., dated November 2016. The design wave height has not been clearly defined in the Wind-Wave Interaction Study. Table 4. Recommended Design Waves shown below provides wave heights for two conditions.

The paragraph prior to the above Table 4. states:

Section C-2 Project Information, 2. Purchase and Installation of Wave Attenuator, paragraph b.

states: “The attenuation system shall be able to withstand the greater of; waves at least 4’ high or as called for in the wind wave analysis.” For bidding purposes, please confirm the selected Contractor is required to use the Wind-Wave Interaction Study prepared by Buchart Horn, Inc., dated November 2016 as the basis for its design. Also, given the ambiguous design wave height language included in the RFP documents, please clearly specify the design wave height to be used for the proposal (i.e., 3.0 ft, 3.3 ft, 4.0’, 5.4 ft, or other).

A-17. Contract states to comply with all applicable UFCs and the information enclosed in the RFI indicates a Recommended Wave Height listed in UFC3-301-01. Again, information provided by the government is for information only and the proposer is required to verify the information.
