About this file

This is Amendment 0001 to solicitation NAVMWR-25-Q-0018 for carwash equipment replacement at SUBASE Kings Bay, GA, issued by CNIC Facilities and Construction Contracting. The amendment provides clarifications through a Q&A format addressing 19 questions about the project scope and requirements.

Key clarifications include: no demolition is required on the building structure; the carwash facility is currently closed but utilities are functioning; chemicals should be provided for minimum 3 months of operation; the vending machine should be surface-mounted with 12 selections; a surface-mounted bill changer is required; performance period can be extended to 90 days; an APP Construction Safety Plan is required; and performance/payment bonds must be submitted within 10 calendar days of award notification. The amendment confirms that PVC paneling for walls/ceilings is not in scope, and that the NAFI requires two brand logos for signage but cannot endorse specific equipment rental vendors. The amendment does not extend the solicitation response deadline.

Carwash Equipment Replacement SUBASE Kings Bay, GA

Continued on Page 2.

Nika Maldonado, Contracting Officer

Block 14 Continued:

A. Clarification:

Q-1. Will there be any demolition on the car wash building?

A-1. This project is an equipment replacement with no demolition currently in the scope of work.

Q-2. When would be a good time to come by and look at the job site?

A-2. Contact the project Point of Contact (POC) for a site visit. POC information can be found in section G of the statement of work.

Q-3. Is the car wash currently open, or is it shut down?

A-3. The car wash facility is currently closed.

Q-4. Are all utilities on and functioning?

A-4. Yes, all utilities are currently on and functioning to the best of the NAFI’s knowledge.

Q-5. When was the last time the sanitary system, catch basins and sand/oil separator were jetted and cleaned out?

A-5. Over two plus years.

Q-6. Does the base supply all utilities?

A-6. Yes

Q-7. "sub-surface utility "pot holing" : This usually refers to excavation or significant site work to be sure all utilities are functioning properly or locating utilities. Is that necessary? That seems pretty extreme. Is there a current condition that you are aware of?

A-7. No current conditions present with utilities. There is no expectation for any demolition or subsurface groundwork. All utilities are working and available in the mechanical/pump room.

Q-8. Do you require a dumpster or is it acceptable for us to haul everything away?

A-8. This is up to the contractor. Staging area for the dumpster will be provided if needed. The expectation will be to keep a clean hazard free site.

Q-9. Is there an equipment rental company already approved with clearance to deliver on the base?

A-9. The NAFI is unable to endorse any vendors.

Q-10. To clarify, do you only want enough chemicals included for start-up? Do you want the contractor to provide enough chemicals to last a few months? If the site has been closed, chemicals can go bad and cause clogging in the new equipment.

A-10. The expectation is that we are able to be operational for at minimum three months until a service contract can be established with a maintenance and supply vendor.

Q-11. NAYAX payment and management system | We work with many different payment systems, so this shouldn't be a problem, but we request contact information to ensure no surprises. Then, once we install the equipment, we would like to schedule the startup with the government to ensure the credit card processing is functioning properly.

A-11. This can be arranged. With the Regional IT department.

Q-12. "Weatherproof electrical vending machine" | Is there a current electric vending machine?

If not, how do you want it installed - through the wall, floor-mounted, or surface-mounted?

There are many options, including the number of selections, starting at 12 and as many as 36, which would accommodate your requirements?

A-12. There was one previously that was removed. The power runs through the wall and the vending machine will be surface mounted to concrete slab. 12 selections will suffice.

Q-13. New bill changer | Please be aware that bill-changing companies come and go, and their measurements are all different, but if you currently have a through-wall changer, some modifications may be necessary to ensure a secure installation.

A-13. We currently have a surface mount bill changer.

Q-14. Do you have any artwork you would like included in the sign package?

A-14. We do have two identifying logos for our brand. These can be provided if needed.

Q-15. Depending on options and manufacturer availability, could the period of performance be extended to 90 days?

A-15. Yes. The period of performance is an estimate and will be established upon award using the contractor’s quote.

Q-16. Do you require a specific safety plan format? Do you require an APP or AHA?

A-16. The NAFI does not have a specific safety plan format but does require an APP

Construction Safety Plan.

Q-17. The current bay ceilings and upper walls are unfinished bare wood. Would you like an option to add PVC paneling to these areas? It would protect the structure, keep the site easier to clean, and make it look finished. Please check out Extrutech Plastics to see what they can look like. Just a suggestion.

A-17. This is not part of the scope of work at this time.

Q-18. What is the required amount or percentage for performance and payment bonds?

Amendment 0001 Page 3 of 4

A-18. Please see Clause I-71. Performance and Payment Bonds (Attachment 2 of the

RFQ).

Q-19. Are there any specific instructions or timelines for submitting payment and performance bonds?

A-19. Bonds are due to the Contracting Officer within 10 calendar days after the contractor receives notification of contract award, before receiving a Notice to Proceed with the work or being allowed to start work. Please see Clause I-71. Performance and Payment Bonds

(Attachment 2 of the RFQ) for more information.
