About this file

This document is a Q&A related to a Request for Quote (RFQ) package, #6TB3G001, issued by the California Department of Forestry and Fire Protection (CAL FIRE) for the procurement of Natural Fiber Children's Fire Hats. The RFQ outlines the requirements for this procurement, including the needed forms, such as the CF 720 DARFUR Contracting Act Form and the Small Business Certificate, which are unique to CAL FIRE's purchasing process. The RFQ also provides guidance on how to structure the cost quote, including separating the goods cost and shipping cost, and how to handle differences in box and pallet counts from the estimates provided. While the box and pallet counts may differ from the vendor's packaging, this will not invalidate the bid as long as the total number of hats and the cost per hat are accurately provided.

The pricing terms for this RFQ include the requirement to list the freight cost for each delivery location separately, as CAL FIRE's system will automatically calculate the appropriate sales tax for each city/county. Vendors are also encouraged to provide their own quote document with the sales tax calculations, which will assist in the final cost confirmation. There are no indications of any set-asides, incumbents, or specific funding requirements and sources in the provided information.

RFQ 6TB3G001 Natural Fiber Children's Fire Hat Q&A We have received your packet. In looking for the forms, we want to confirm I four previously completed profile made through the State’s eProcure portal would cover part of this request. For instance, the CF 720 DARFUR Contracting Act Form and the Small Business Certificate?

Thank you for your inquiry. CAL FIRE, as a State Department, is responsible for securing required documentation for our procurement of Non-IT Goods for each of our solicitations. These forms are separate from other State processes, and would be needed by our Department to properly document and substantiate our purchasing. Forms like the CF 720, the Bidder Declaration, etc., are unique to each purchase and department, so if you have filled a bidder declaration for another bid with a different State Department, or filled out a version of their DARFUR form, it would be with their records, but not shared to other departments.

For publicly accessible forms, such as the SB or DVBE certification, we would prefer a pdf copy of the certificate be attached with the bid package. Preferably, this would be the pdf copy of the printed certificate one can download from Cal eProcure’s webpage. At a minimum, please indicate on your bid package your certificate number for us to confirm at time of bid review.

On the Cost Quote Sheet, what would be the preferred cost breakdown, if any? We see the units are being delivered to different Cities and Counties, which would be different tax rates, and would have different freight estimates. Should we list the total cost, tax, and freight in the box?

For this bid, you will not need to list the sales tax for each of the delivery locations. Our system will automatically pull the appropriate sales taxes for each city/county when we build our order, and it will be calculated from your goods cost. If you wish to include your own quote document with sales taxes along with the packet, we do appreciate it as it helps with confirmation of costs.

For the freight, we do prefer that the freight cost for each location be entered into the box to the right of the address information. Apologies for not indicating this with a $ sign as we did for the item cost.

Below is an example of what the breakdown would look like:

For the Grand Total, if you could please list the Goods and Shipping separate, that will make final calculations easier. To assist with this, I have made an edit to the Cost Quote Worksheet to list Grand Total for Goods / Shipping. Please see an example entry below:

In future similar bids we will separate out the Grand Total cost lines, one for goods, one for shipping, to make processing easier.

We are building our bid and have the costs per items and shipping down. Our packaging has us coming up with a different box and pallet count than what you have listed under each “Ship To” address. If we have a different box count or pallet count, will this invalidate our bid?

We understand each vendor may pack their items in a different manner. These boxes were the estimate we have received from market research quotes, and give the quantity we were anticipating. However, the true factor of the order is the number of hats, cost per hat, and the shipping cost to deliver the goods. If you end up with different box/pallet counts, this will not invalidate your bid. We will request that if your box/pallet counts are different, please indicate that on your own quote attached with the package, so that our units can have an anticipated count to confirm when deliveries are conducted.
