About this file

This is a Notice of Intent to Purchase Single/Sole Source Commodities and Services issued by Hillsborough County Public Schools (HCPS) Procurement Services Department for the acquisition of the Fitness Court system and associated services from National Fitness Campaign LP (NFC). The procurement (26046-SSD-MST) involves a permanently installed, outdoor bodyweight training system designed to deliver full-body workouts at no cost to the public, along with comprehensive ancillary services including site planning and design, grant and sponsorship coordination, fabrication and installation, launch and media support, ambassador training, and digital activation through the proprietary Fitness Court mobile app. The Fitness Court occupies 1,024 square feet with 30 integrated training components organized into seven functional fitness zones capable of accommodating 28 simultaneous users. The notice was posted for a seven-business-day response period from January 24, 2026, through February 3, 2026, followed by a three-business-day protest period from February 4-6, 2026. Interested firms believing they offer comparable commodities or services must submit Exhibit B and supporting documentation via www.vendorlink.com by the February 3, 2026, deadline. HCPS intends to deploy this infrastructure on school campuses and adjacent community spaces to support physical education enhancement, before and after-school activities, staff wellness, and broader community use.

NFC justifies sole-source procurement based on its exclusive ownership and design of the Fitness Court system, the integrated digital ecosystem with proprietary training content, and access to its multi-million dollar annual grant fund supported by health insurance sponsors including Blue Cross and Blue Shield affiliates. The documentation indicates that all structural components are manufactured in the United States using high-grade carbon steel with dual-layer powder coating, stainless steel cables, and galvanized fittings, with NFC providing warranty coverage, maintenance guidance, and replacement parts availability. Hundreds of municipalities and institutions nationwide, including Sacramento, California and Las Vegas, Nevada, have successfully procured the system via sole-source procurement, demonstrating NFC's nationwide installation network capability and performance-tested community activation experience. The notice does not disclose specific pricing, funding amounts, contract term details, or total award values. If HCPS does not receive documentation of comparable commodities and services during the posting period, the purchase request will be presented to the School Board for approval to waive the solicitation process and proceed with the sole-source purchase. Multiple-year sole-source agreements are valid for one year after School Board approval and must be reposted and validated before renewal periods.

EXHIBIT A

SINGLE/SOLE SOURCE COMMODITIES AND SERVICES

1. Describe what the item commodity and service is and how it is to be used by HCPS.

National Fitness Campaign, LP (NFC) provides a comprehensive, turnkey community wellness solution centered on the Fitness Court®—a permanently installed, outdoor, body‑weight training system designed to deliver a complete full‑body workout for users of all fitness levels at no cost to the public. NFC’s offering extends well beyond equipment and includes site planning and design, grant and sponsorship coordination, fabrication and installation, launch and media support, ambassador training, and ongoing digital activation through the free Fitness Court® mobile app, which delivers guided workouts and scalable programming outdoors. Hillsborough County Public Schools (HCPS) would use this infrastructure as a safe, durable, and equitable wellness infrastructure on school campuses and adjacent community spaces, supporting physical education enhancement, before‑ and after‑school activity, staff wellness, and broader community use while reinforcing preventive health and active‑lifestyle goals aligned with public health best practices.

2. What feature or particular condition of this commodity and service is unique and cannot be obtained from any other source?
