About this file

This Addendum No. Two modifies the Request for Proposals (RFP) for Architectural and Engineering Design Services for Capital Improvements issued by the Delaware Department of Natural Resources and Environmental Control (DNREC), Division of Parks & Recreation under Contract No. NAT26807-PARKS_A&E. The RFP seeks design services across eight disciplines including Architectural Services, Civil Engineering, Structural Engineering, MEP Engineering, Landscape Architecture, and environmental and habitat services for capital improvement projects throughout Delaware's state park system. Proposers are not required to address all disciplines and may submit for a single discipline, multiple disciplines, or all eight disciplines as applicable to their firm's capabilities. The proposal submission deadline is Monday, November 9, 2026 at 4:00 p.m., to be delivered to Bill Miller at DNREC-Parks, 89 Kings Hwy, Dover, DE 19901. The addendum clarifies key submission requirements through responses to 20 numbered questions, including that the five project examples demonstrating ability are submitted in total across all disciplines regardless of how many disciplines the firm addresses, and that the 10-page limit for demonstrated ability applies per RFP submission.

Pricing is not required for the initial proposal submission, as costs will be negotiated on a task-by-task basis with awarded vendors, with quoted prices remaining fixed through January 10, 2028. Proposals must include eight hard copies with one marked "ORIGINAL" containing original signatures, plus seven facsimile reproductions, along with an electronic version on a USB memory stick. Evaluation requirements include firm qualifications, demonstrated ability through project examples, technical approach, schedule and organization, and expertise documentation of three pages per discipline with resumes included within that limit. The RFP allows specialized firms to serve as subconsultants in multi-vendor proposals, and firms may be evaluated for individual services within a discipline if part of a broader competency set. No specific set-asides are identified in this addendum document.

ADDENDUM No. TWO

Project Name: A/E Design Services for Capital Improvements DNREC – Division of Parks & Recreation

Contract No.: NAT26807-PARKS_A&E Date of Issue: October 23, 2026

Notice No. 2: Attach this addendum to the Request for Proposals (RFP) for this project. It modifies and becomes part of the Bidding Documents. Work or material not specifically mentioned herein is to be as described in the main body of the RFP.

Bids Due: Monday, November 9, 2026 at 4:00 p.m.

To: Bill Miller, DNREC-Parks, 89 Kings Hwy, Dover, DE 19901

Questions (numbering continued from previous addendum):

9 Question: Please clarify if the 5 projects (10 pages total) for Demonstrated Ability is for each discipline we are submitting on or 5 projects total for all disciplines?

Response: The 5 project examples and 10-page limit for Demonstrated Ability are total per RFP submission regardless of how many disciplines are being considered. Vendors should provide five projects that best represent their ability to assist DNREC in delivering capital projects.

10 Question: We want to clarify that we do not need to have an entire engineering team assembled but can submit for our specific disciplines we want to be evaluated on. Is that correct?

Response: That is correct, a responding vendor is not required to address every discipline. There are eight disciplines listed in the RFP. Responding vendors are welcome to address all eight disciplines, only a single discipline, or any combination of disciplines.

11 Question: Under II. Scope of Services, the RFP states, "Firms are not required to have competences in all the requested disciplines but must indicate the disciplines for which they wish to be considered." May firms be considered for individual services listed under a discipline, rather than the discipline as a whole? For example, could a firm be considered for environmental permitting or habitat restoration without being qualified to perform all Civil Engineering or Landscape Architecture services, as listed under the category Civil Engineering?

Response: Firms submitting for any given discipline need to represent a broad set of competencies in that discipline. In the example given, a firm that only provides environmental permitting and habitat restoration would not be considered as a prime vendor under the category of Civil Engineering without providing a broader set of competencies as listed in the RFP. Please note that language in the RFP allows a specialized firm to be a subconsultant on, or to be part of, a multi vendor proposal.

12 Question: Is it acceptable to include projects for which design has been completed but construction is still ongoing?

Response: [See Question 5 from Addendum 1, same response given] The preference is to review projects that are both designed and constructed. Projects not yet constructed will still be considered, but risk losing potential points for that criterion at the discretion of the review team.

13 Question: Item 10 mentions a copy of an electronic price file shall be separate from all other files.

Please this reference is in error and no pricing should be included.

Response: [See Question 1 from Addendum 1, same response given] A price file is not required for the initial proposal submission.

14 Question: Would DNREC consider allowing the use of electronic signatures on proposal forms?

Response: One of the eight hard copies must include all original forms and attachments and contain original signatures and be marked “ORIGINAL” (see Appendix A). The other seven hard copies shall be facsimile reproductions of the original, being sure to not mark as “ORIGINAL”.

Friendly reminder that the vendor also needs to provide a USB memory stick with an electronic version of all files associated with the submission.

15 Question: Appendix A, Item 10 requests an electronic price file as a separate file on the USB drive, and Section IV.B.5 references quoted prices remaining fixed through January 10, 2028. [The paragraph above] Section III states that costs are negotiated on a task-by-task basis and that priced proposals are excluded from the submission. Please confirm whether a cost or fee proposal is required as part of the submission package. If pricing is required, please confirm whether the requested price file should consist of the DFM fee schedule or a rate table.

Response: A price file is not required for the initial proposal submission. Pricing will be negotiated with awarded vendors on a task-by-task basis. (see also Questions 1 and 13).

16 Question: Is it permissible to include a Table of Contents (not included in page count)?

Response: Yes, a single page table of contents would be acceptable and not count against any limitation on pages.

17 Question: Will divider pages - with images and a section title - be counted against the total page limit for each section?

Response: No, divider pages which are organizational in nature (and do not include any content details) will not count toward any page limit.

18 Question: Are offerors required to provide separate responses for items listed in III. Required

Information for each category or will this be inclusive of all categories? If so, does the page limit apply to per category?

Response: There are five evaluation requirements to be addressed. The first four evaluation requirements have page limits that are total per RFP submission. The fifth evaluation requirement (Expertise), can be submitted multiple times if there are multiple disciplines covered (one per discipline). As an example, if a vendor is has Architectural Services, Civil Engineering, Structural Engineering, and MEP Engineering, they would submit the Expertise section for each of the four disciplines for a total of up to 12 pages (3-page limit per discipline x 4 disciplines = 12 pages).

Note that the 3-page limit per individual discipline is firm, so in the example above if one discipline only used 2 pages, the total pages shall not exceed 11. See also Section IV.C.2. (on page 11) in the RFP, and Question 8.

19 Question: Should Offerors provide five (5) projects per desired category or in total?

Response: In total. See Question 9 above.

20 Question: Are the resumes requested in Section III.B.5 included in the 3-page limit?

Response: Yes, resumes would be included in the 3-page limit. Resumes here are intended to be brief as explained in that paragraph, to summarize expertise, and not document each person’s full history of experience.

21 Question: Please confirm that Attachments 2 through 6 are to be included in the proposal responses. Are any other Attachments required for the proposal submittal?

Response: Yes, Attachments 2 through 6 need to be included. See Appendix A for list of minimum submission requirements.

22 Question: We understand that the scope and number of specific projects are still being determined. Are master plan level projects for trails, large park renovation, and similar projects being considered? If so, what discipline/category will that be covered under?

Response: We have a diverse portfolio of project types and scales, the scope and number of which fluctuate over time and with available funding. Types of projects are noted in Scope of Services on page 2 of the RFP. Master plans are not specifically listed but could be a relevant type of project under Civil Engineering, Architectural Services, Landscape Architecture, or a multidiscipline team.

23 Question: Will playground design be a possible service covered under this contract? If so, what discipline/category will that be covered under?

Response: If a project was just a playground, the State of Delaware has a separate statewide contract for Playground and Recreation Equipment and Accessories. However this RFP could incorporate playground design as part of a larger project under any given discipline or multiple disciplines.

24 Question: For Landscape Architecture tasks, are tree inventories and assessments desired if not required for permitting?

Response: Tree inventories/assessments could be required for certain projects or tasks, but we have historically had limited need for such.

25 Question: For habitat restoration tasks, what types of habitats could be included?

Response: Any native type of habitat could be applicable. Afforestation, constructed wetlands, and stream restoration have been included in a few recent projects.

26 Question: Will environmental permitting services also be required under the Landscape

Architecture discipline/category?

Response: If a firm providing Landscape Architecture responds to the RFP but does not have environmental permit coordination capabilities under that discipline, that would not exclude them from eligibility.

27 Question: Appendix C on Page 42 of the RFP states the following: “The American Institute of

Architects (AIA) Owner and Architect Agreement, AIA B201-2017, will be the template contract used along with the revisions posted online at https://dfm.delaware.gov/profsrv/documents/B101-modification.pdf.” However, AIA B201 is a scope document that is not intended to be used as a standalone Agreement, and the referenced link includes modifications to AIA B101. Can DNREC please confirm the correct template Agreement for this project will be AIA-B101-2017?

Response: Yes, the template will be AIA B101-2017.

28 Question: Please confirm that an architectural firm does not need to include a full A/E team (MEP, Structural, Civil, etc.) at this time, and that subconsultants will be selected for specific projects.

Response: That is correct, a responding vendor is not required to address every discipline. There are eight disciplines listed in the RFP. Responding vendors are welcome to address all 8 disciplines, only a single discipline, or any combination of disciplines. (see also Questions 10 and 11).
