About this file
This is Addendum No. One to a Request for Proposals issued by the Delaware Department of Natural Resources and Environmental Control (DNREC) Division of Parks & Recreation for Architectural and Engineering Design Services for Capital Improvements under Contract No. NAT26807-PARKS_A&E. The addendum was issued on October 13, 2026, and modifies the original RFP bidding documents. Proposals are due Monday, November 9, 2026, at 4:00 p.m., and should be submitted to Bill Miller at DNREC-Parks, 89 Kings Hwy, Dover, DE 19901. Respondents must submit one original hard copy marked "ORIGINAL" with all forms, attachments, and original signatures, plus seven facsimile reproductions, along with a USB memory stick containing all electronic files. The submission package should be well-organized with tabs and labeling, and proposals must adhere to specified page limits for each evaluation criterion, with pages exceeding limits subject to point reduction at the review team's discretion.
Key submission requirements clarified in this addendum include that a price proposal is not required with the initial proposal submission and costs will be negotiated on a task-by-task basis. Copies of Delaware business licenses and professional licenses or certifications need not be included with the proposal submission if license and registration numbers are identified; however, if full copies are provided as attachments to the transmittal letter, they will not count toward page limits. Proof of insurance and certificates of insurance are not required with proposal submission but will be mandated from selected vendors prior to contract award. The Demonstrated Ability section limits responses to five project examples completed within the past five years, with preference given to projects that have been both designed and constructed. Subconsultants are acceptable, including as key personnel for specific disciplines. The first four evaluation requirements have firm page limits per RFP submission, while the fifth evaluation requirement (Expertise) may be submitted multiple times—one per discipline—with a 3-page limit per individual discipline.

ADDENDUM No. ONE
Project Name: A/E Design Services for Capital Improvements DNREC – Division of Parks & Recreation
Contract No.: NAT26807-PARKS_A&E Date of Issue: October 13, 2026
Notice No. 1: Attach this addendum to the Request for Proposals (RFP) for this project. It modifies and becomes part of the Bidding Documents. Work or material not specifically mentioned herein is to be as described in the main body of the RFP.
Bids Due: Monday, November 9, 2026 at 4:00 p.m.
To: Bill Miller, DNREC-Parks, 89 Kings Hwy, Dover, DE 19901
General Information:
1 Please note the minimum submission requirements in Appendix A. Responding firms should ensure the entire package is well organized.
a. Tabs, labeling, or other helpful organization techniques are encouraged. This is especially true for how proposals address the Evaluation Requirements.
b. The page limits listed for the Evaluation Requirements are also important. If page limits are exceeded, the vendor risks losing significant potential points for that criterion at the discretion of the review team and reviewers will be asked to only consider the content within the page limit.
Questions:
1 Question: The RFP states that a priced proposal is not required and that costs will be negotiated on a task-by-task basis. However, Appendix A references a separate electronic price file. Please confirm whether a price proposal is required with the initial proposal submission.
Response: A price file is not required for the initial proposal submission.
2 Question: Please confirm whether completed forms and attachments must be included in all eight hard copies of the proposal, or whether including the original forms and signatures in the Original Copy is sufficient.
Response: One of the eight hard copies must include all forms and attachments and contain original signatures and be marked “ORIGINAL” (see Appendix A). The other seven hard copies shall be facsimile reproductions of the original, being sure to not mark as “ORIGINAL”. Friendly reminder that the vendor also needs to provide a USB memory stick with an electronic version of all files associated with the submission.
3 Question: Are copies of the Delaware business license and applicable professional licenses or certifications required with the proposal? If so, does this count toward page limits? If not, is it sufficient to identify the licenses, certifications, and registration numbers within the proposal?
Please also confirm where this information should be included.
Response: Full copies of licenses/certifications are not required with the RFP submission. Please include relevant license/registration/certificate numbers with the RFP submission. If full copies of licenses/certificates are included with the RFP submission as an attachment to the transmittal letter or labeled attachment to the submission package they would not count toward page limits.
If not included, selected vendors will be required to provide copies prior to contract award.
4 Question: Please confirm that proof of insurance and a Certificate of Insurance are not required with the proposal submission and will only be required from selected vendors before contract performance begins.
Response: Proof of insurance is not required with the RFP submission. Such will be required from selected vendors prior to contract award.
5 Question: May projects listed in Demonstrated Ability be ongoing projects that are substantially complete, or must all projects have been fully completed within the past five years? For example, may we list projects that have completed design, but have not been constructed?
Response: The preference is to review projects that are both designed and constructed. Projects not yet constructed will still be considered, but risk losing potential points for that criterion at the discretion of the review team.
6 Question: The RFP requests descriptions of five projects completed within the past five years and establishes a 10-page limit for this section. May respondents provide more than five project examples, provided the total section remains within the 10-page limit? Please also confirm that this is 10 pages total and not 10 pages per discipline.
Response: Do not provide more than 5 project examples when addressing Demonstrated Ability.
The Demonstrated Ability (and all of the first four evaluation requirements) has a page limit per firm (per RFP response). Only the fifth evaluation requirement for Expertise, can be submitted multiple times (one per discipline).
7 Question: Please confirm subconsultants are acceptable. Please also confirm whether subconsultants can contribute all key personnel identified for a discipline if the prime does not provide that service in-house. For example, if an engineering firm includes an architect subconsultant in order to provide a full-service team, all key staff in the architectural discipline will come from a subconsultant.
Response: Subconsultants are acceptable. A prime consultant may identify subconsultant personnel as key personnel for a discipline.
8 Question: Please confirm that page limits listed in the RFQ are total page limits, and not page limits per discipline.
Response: There are five evaluation requirements to be addressed. The first four evaluation requirements have page limits that are total per RFP submission. The fifth evaluation requirement (Expertise), can be submitted multiple times if there are multiple disciplines covered (one per discipline). As an example, if a vendor is has Architectural Services, Civil Engineering, Structural Engineering, and MEP Engineering, they would submit the Expertise section for each of the four disciplines for a total of up to 12 pages (3-page limit per discipline x 4 disciplines = 12 pages).
Note that the 3-page limit per individual discipline is firm, so in the example above if one discipline only used 2 pages, the total pages shall not exceed 11. See also Sections II.B. (on page
3) and IV.C.2. (on page 11) in the RFP.
