Drawing Updates/Notes:

Specifications/Project Manual Updates/Notes:

Questions:

1 Question: Are geotechnical boring logs available for this project? If so, please provide.

Response: Borings were not taken for this project.

2 Question: Is there a domestic material requirement (e.g., Buy American) applicable to this project?

Response: This project is subject to Build America Buy America Act.

3 Question: What is the required tip elevation of the helical piles?

Response: The helical piles shall be installed to a minimum ultimate capacity of 11 kips. Bearing anchors shall be installed a minimum of 4’-0” as measured from the upper most helix and the final grade. Refer to Section 605503 – Helical Screw Foundations and Plan Sheet 2, Note 8 for additional information.

4 Question: The drawings call for Southern Yellow Pine; however, the specifications indicate different species requirements for lumber and posts. Please confirm the required wood species for each component.

Response: All wood decking shall be southern yellow pine, no. 1 dense or better. All wood framing (including pile caps, joists, and blocking) and rail components shall be southern yellow pine, no. 2 or better. Any lumber not used on the boardwalk shall meet the requirements of the specifications.

5 Question: Sheet S-05 details a pile with a diagonal brace and beam seat bracket. The referenced bracket is no longer manufactured. The manufacturer recommends connecting the diagonal brace directly to the girder using an angle with lag screws or hex head bolts. Please confirm if this alternative is acceptable.

Response: The design team is requesting more information with this question – Is the bidder stating that the beam seat bracket is no longer manufactured, or would this be applied to the attachment connecting the top of diagonal pile to the beam seat bracket? But generally, an alternative connection directly to the pier cap may be acceptable pending review of the proposed detail.

Updated Response 3/25/26 – Based on recently received information from the bidder. GPI now understands that the referenced bracket, which is no longer manufactured, is the welded tab meant to attach the diagonal helical pile to the beam seat bracket. It is understood that the bidder is asking if a separate angle bracket can be directly attached to the pier cap and attached to the diagonal helical pile in lieu of the details depicted on the plans. This concept is allowable pending shop drawing review provided the following criteria are met: The angle bracket is attached to the pier caps using through bolts with nuts and washers, the top of the diagonal battered pile cannot

Cape Henlopen State Park – Point Trail Page 5 interfere with installation of the double 2x10 joists, and the center of the angle bracket must be 1’-6” or less from the center of the beam seat attachment to the pier cap.

6 Question: Exterior rough carpentry specification calls for stainless steel post-installed anchors, while Sheet S-05 calls for galvanized bolts. Please confirm the required material grade and coating for these connections.

Response: The contractor may use either stainless steel or hot-dip galvanized screws meeting contract requirements to attach intermediate, pier, and abutment timber blocking to the joists.

7 Question: The Exterior Rough Carpentry specifications require lumber to be treated in accordance with UC3B or UC4A. However, the drawings note that pile caps, joists, and blocking are to be treated to 2.5 pcf (CCA), which corresponds to a significantly higher treatment level associated with marine/extreme exposure conditions. The railing components correspond with the specification requirements. Please confirm the treatment requirements of the pile caps, joists, and blocking.

Response: The timber treatment should meet the specifications shown in Section 061063, Part

2.4 of the Project Manual. Use Category UC3b for exterior construction not in contact with the ground and use Category UC4a for items in contact with the ground.

8 Question: The specifications require a full compression load test setup utilizing four reaction piles. Given the anticipated test loads and possible site constraints, please confirm if a reduced reaction frame utilizing two reaction piles with stamped calculations from a Professional Engineer would be acceptable.

Response: The proposed reduction to the reaction frame with stamped calculations from a Professional Engineer is acceptable if the site constraints do not allow for utilization of four reaction piles. The proposed configuration must be detailed and submitted for approval prior to commencing with work.

9 Question: Additionally, please advise if a "quick test" for the compression test may be used instead of a full ASTM D1143 test.

Response: Yes, the “Quick Test” as described in ASTM D1143 may be used.

10 Question: (a)The landscaping plans call for 51 plants (on planting schedule) and some area of seedlings. What are the sizes & specs for this material? (b)Note 18 on plan sheet 2 indicates the contractor shall plant 78 trees at the Holland Glade site? Where is this and what are the sizes and specs for these trees?

Response: (a) Plantings shall be completed in accordance with Section 911 of the specifications, ANSI Z60.1 and the planting detail on plan sheet 49. Plants must be mature, meet the height requirements of 911.2.2, and sizing ratios of the specifications for the most comparable Type in ANSI Z60.1 as the plants within the tables of the Landscaping Plans. Written permission is required to substitute any planting from those listed in the plans.

(b)The Holland Glade site is located on Holland Glade Rd in Rehoboth, Delaware. The contractor must plant 78 trees in accordance with the specifications described above in Answer 10(a) utilizing the same genus and ratio of trees listed in the Plans. The contractor must coordinate with DNREC to gain access to the Holland Glade site and will only be allowed on the property with the written or emailed consent of DNREC.

11 Question: The bid form includes a unit price for Add and Deduct of Helical Screw Foundations.

Specification Section 012200 - Unit Prices indicates to include 134 EA. The plans call for 98

Cape Henlopen State Park – Point Trail Page 6 vertical pile and 47 diagonal pile for a total of 145 EA. Please advise which quantity the contractor should include in the bid. Please advise if this pile quantity is to be included in the lump sum price or if it will be paid under unit prices.

Response: Please advise which quantity the contractor should include in the bid. -- The Contractor should bid based on the quantity shown on the plans – 145 piles.

Please advise if this pile quantity is to be included in the lump sum price or if it will be paid under unit prices. -- The pile quantity is to be included in the lump sum price.

12 Question: Does excess sand need to be removed/hauled from the site?

Response: Yes, the contractor shall remove all excess soils.

13 Question: Is the Days to Complete total project from Purchase Order or Mobilization?

Response: Please show Days to Completion as mobilization to substantial completion.

14 Question: Do contractors need park entrance passes or will they have to pay entrance fees?

Response: Entrance fees will be waived for awarded contractor employees working on the project.

General Notes:

1. Note that Delaware Maintenance of Traffic (MOT) TA-3 and TA-10 are applicable to this project at the locations where the trail connects to the existing roadway. All signing, striping and maintenance of traffic is the contractor's responsibility and shall follow the guidelines shown in the Delaware Manual on Uniform Traffic Control Devices (DE MUTCD) for streets and highways.
