About this file

This is Addendum #1 to Invitation to Bid NAT26002 issued by the State of Delaware, Department of Natural Resources and Environmental Control (DNREC), Division of Parks and Recreation, for Non-Motorized Watersports Rental Services at Fenwick Island State Park. The addendum, dated March 30, 2026, addresses five key questions from potential offerors regarding operational requirements, deployment timelines, equipment capacity, evaluation criteria, and lessons learned from prior operations. The Division clarified that the service requires manned, on-site operations with staff present during operating hours, rejecting automated or self-service rental systems. The minimum operating schedule specified in the ITB applies, with pre-season operations beginning on weekends the first weekend in May (or the first weekend on or after May 15 for the initial contract year), escalating to peak season hours from the Thursday before Memorial Day through Labor Day, and continuing through mid-October. The vendor is responsible for determining appropriate equipment configurations and quantities to meet customer demand at the location. The Division will award the contract to the highest responsible and responsive bidder based on price, product evaluation, and prior history of service and capability. The Division noted that previous operators provided satisfactory service with no public complaints and recommended that potential vendors thoroughly review all services required in the ITB documentation.

Addendum #1 provides no modifications to pricing terms, set-asides, incumbent information, or other financial requirements beyond what was established in the original ITB. The addendum reinforces that the Division's evaluation will prioritize reliability, deployment readiness, and operational approach alongside cost considerations. No changes were announced regarding the minimum annual contract fee of $35,000, insurance requirements, equipment specifications, or the contract term of approximately two years with an optional two-year renewal period. The document confirms that sealed bids remain due by Tuesday, April 14, 2026, at 1:00 p.m. Eastern Time, and that answers to written questions would be posted by Friday, April 3, 2026.
