All bid pricing must include delivery according to the Tentative 2027 Trout Stocking Schedule with F.O.B. destination shipping terms and freight pre-paid. Prices shall remain firm for the contract term; vendors may offer lower pricing at any time during the contract period. Upon contract extension, the State reserves the right to adjust prices using the Philadelphia All Urban Consumers Price Index (CPI-U), capped at the annual change rate. The State reserves the right to make multiple awards, partial awards, or award on an item-by-item basis as deemed most advantageous. Successful bidders must maintain Commercial General Liability insurance ($1,000,000 per occurrence / $3,000,000 aggregate), Automotive Liability insurance ($1,000,000 combined single limit), and Product Liability coverage ($1,000,000 per occurrence / $3,000,000 aggregate). Bidders must obtain a State of Delaware Business License prior to award and complete registration through the Delaware Supplier Portal. Monthly usage reports in Excel format are mandatory, due by the 15th of each month. Bid bonds and performance bonds have been waived. Bids may be submitted by paper (marked "Master Copy" with original signatures) and one electronic copy or through other approved delivery methods to 3002 Bayside Drive, Dover, DE 19901.
