Addendum #1 to Self-Service Watersport Rental Kiosks Procurement
This is Addendum #1 to an Invitation to Bid issued by the State of Delaware Department of Natural Resources and Environmental Control, Division of Parks and Recreation, for self-service watersport rental kiosks at state parks. The addendum provides responses to six questions submitted by potential bidders regarding site locations, cellular access, selection criteria, park entry fees, and hours of operation. The Division clarified that specific site locations will be determined at the time of award and discussed with the selected vendor, and that all parks require entry fees. The Division does not guarantee cellular access at potential sites and confirmed that vendors are responsible for all utility costs, including electricity, solar, internet service, and telephone access. Regarding contract evaluation, the Division stated it will award to the highest responsive bidder(s) who best meet the bid terms and conditions based on price, product evaluation, and prior history of service and capability, with no specific weighting assigned to these criteria.
The addendum includes historical operational data from the existing kayak rental site at Fenwick Island covering April through September for the years 2015 through 2024, showing customer counts, watercraft rentals, and gross receipts. The data demonstrates fluctuating demand with peak months in June and July, and declining trends in recent years—gross receipts decreased from approximately $245,617 in 2015 to $119,917 in 2024. Typical hours of operation are concurrent with park hours, which are 8:00 a.m. until sunset daily, with exceptions during winter months. Vendors shall coordinate with park superintendents to determine specific operating hours once the contract is awarded. The Division retains the right to reject any or all bids and to make multiple or partial awards based on what is most advantageous to the State of Delaware.
