About this file
Summary: Addendum #1 Q&A for NAT25007_Self-Service Watersport Contract
This is an addendum containing questions and answers issued by the State of Delaware Department of Natural Resources and Environmental Control, Division of Parks and Recreation, regarding a self-service watersport rental kiosk contract (NAT25007). The contract requires the awarded vendor to service all four specified park locations: Delaware Seashore State Park, Fenwick Island State Park, and two additional sites. The vendor and park superintendent will jointly determine the quantity and type of watercraft (kayaks and paddleboards) at each location based on industry standards for kiosk capacity. No specific unit requirements are mandated. The vendor must supply kiosks to all locations and will have a designated area within each park determined collaboratively with the park superintendent. DNREC reserves the right to add or remove locations during the contract term. Only one bid submission is permitted per vendor, though value-added options are welcome. Subcontracting is permitted if the subcontractor is identified in the submission process.
The State bears no costs for installation or maintenance; the vendor is solely responsible for all rental unit expenses and functions. Weekly servicing and equipment maintenance are vendor responsibilities. The vendor must implement equipment tracking methods such as GPS or comparable systems to prevent loss or theft, with parks bearing no financial responsibility for missing or stolen equipment. Current insurance requirements set by Delaware are the minimum mandated limits, though umbrella policies may offset differences. Historical data provided includes annual visitation figures for both parks (FY16-FY25), kayak rental customer and watercraft rental data for Fenwick Island (2015-2024), gross receipt revenue data for Fenwick Island operations (2015-2024), and monthly visitor attendance by park and fiscal year. Previous kayak rental operations at these locations ceased due to environmental challenges from storm damage and erosion; no conflicting contracts will exist at the sites.

Addendum #I
NAT25007_Self-Service Watersport
State of Delaware Department of Natural Resources and Environmental Control
Delaware Division of Parks and Recreation 89 Kings Highway
Dover, Delaware 19901
TO: ALL OFFERORS
FROM: KRISTIE WYATT
PARALEGAL III, DIVISION OF PARKS AND RECREATION
SUBJECT: CONTRACT NO.: NAT25007_Self-Service Watersport/QUESTIONS AND ANSWERS
ADDENDUM # I Q&A
1. I see four(4) locations listed in the bid. If the bid were to be accepted would the awarded Vendor have to provide kiosks for all 4 locations?
Yes, the Vendor would be required to service all sites. Please see III. Technical Specifications – Scope of Work for further information starting on page 33 of 56 if the Invitation to Bid.
2. How many kayaks and paddle boards are expected to be in the kiosk?
Vendors and the Park Superintendent shall determine together the amount of product they place at the individual locations. There are no specific requirements regarding the number of units at each location, but industry standards should be met on what the kiosk can hold.
3. Is there currently a kayak & paddle board rental company at either of the locations that are up for bid? If so, will they still be there if the bid were to be accepted?
There will be no conflicting contracts at the sites.
4. The ITB states that the awarded Vendor can apply to place the machines at the specified locations/parks. Does the awarded Vendor have to bear all the costs?
Yes, please see under III. Technical Specifications – Scope of Work, B. Vendor Responsibilities, where it states under number five “Vendor is solely responsible for rental unit(s) expenses and functions.”
5. The equipment requires weekly servicing to ensure quality; will the Vendor have to take care of that as well?
Yes, please see under III. Technical Specifications – Scope of Work, B. Vendor Responsibilities, specifically 4.
Provide services for the rental unit(s) with additional information included in that paragraph.
NAT25007_Self-Service Watersport
6. If awarded the contract, will the awarded Vendor only get a certain area in the park?
Yes, the awarded Vendor will work with the park superintendent to determine where the kiosks will be located within the specified locations stated in this Invitation to Bid. DNREC reserves the right to add/remove locations as needed during the term of this contract.
7. If awarded, is it possible that the owner of the vending machines will be someone else? So that the Vendor can hand them over as a franchise to people from your region?
Per page 28 of this Invitation to Bid, Subcontracting is permitted. However, it will be up to the awarded Vendor to find and identify the Subcontractor as required in the submission process.
8. We currently carry $1M/occurrence and $2M aggregate General Liability insurance limits. These limits have been sufficient for our other 10 state contracts and 13 municipality/county contracts.
Are these limits acceptable for this bid?
Mandatory insurance requirements as required by the State of Delaware can be found on page 17 of the Invitation to Bid. These insurance requirements are set by the State of Delaware and are the minimum insurance requirements that must be met in order to do business with the state. If any difference in the insurance, an umbrella policy can be used to offset the difference.
9. Can you provide annual visitation data for Fenwick Island State Park and Delaware Seashore State Park for all available years?

11. Can I submit one submission that aligns nearly completely with how the bid is written, and also offer an alternate bid?
Only one bid may be submitted per Vendor. Any exceptions must be identified in Attachment F of the submission forms. Value added options are always welcome.
12. There were previously kayak rental companies at some of the locations. Why are they leaving? Or why are their contracts not being renewed?
Due to environmental challenges from previous storm damage and erosion, DNREC is looking into alternative options for these sites.
13. Do you have a budget for this Bid Contract No. NAT25007_Self-Service Watersport or are you solely looking for the bidder to provide everything?
DNREC will not bear the costs of any installation or maintenance of these units. Please see under III. Technical Specifications – Scope of Work, B. Vendor Responsibilities, where it states under number five “Vendor is solely responsible for rental unit(s) expenses and functions.”
14. Can you provide visitor data for us at each location, including the number of visitors and time of year?

15. Would the State consider covering any costs associated with manufacture and/or installation of the rental kiosks?
No, please see under III. Technical Specifications – Scope of Work, B. Vendor Responsibilities, where it states under number five “Vendor is solely responsible for rental unit(s) expenses and functions.”
16. Does the State consider having GPS monitoring on equipment essential?
Vendor should have some method of tracking their equipment such as GPS or another comparable system to prevent equipment being lost or stolen. Parks will not be financially responsible for the replacement of loss or stolen equipment.
17. Are any guidelines or preferences regarding sizing of the rental kiosks and the mix of equipment?
Vendors and the assigned Park Superintendent should determine together the amount and type of product they place at the individual locations. There are no specific requirements regarding the size and number of units at each location, but industry standards should be met on what the kiosk can hold.
