About this file

This document contains pre-bid meeting minutes for the Improvements to Griffith Lake Dam project, Contract No. NAT24001-DAMCONST, involving the State of Delaware's Department of Natural Resources and Environmental Control (DNREC) Division of Watershed Stewardship and DNREC Fish & Wildlife. The project entails selective demolition of the existing concrete spillway, training walls, runout apron, and submerged emergency repairs, followed by construction of a new cast-in-place concrete spillway, multi-leaf self-contained weir gate outlet control system, pile foundation, training walls, runout apron, riprap, sheetpile cutoff wall, and general site improvements. The mandatory pre-bid meeting was held on December 4, 2025, at 11:00 AM at Griffith Lake Dam (6284 Williamsville Road, Milford, DE 19963). Sealed bids are due January 21, 2026, at 2:00 PM EST at the DNREC Division of Watershed Stewardship office in Dover, DE, with bids opened immediately thereafter. Bidders must submit written questions by December 15, 2025, at 5:00 PM EST, with compiled responses issued as an addendum by January 8, 2026. The project completion timeline is 520 calendar days, with time-of-year restrictions prohibiting in-water work from April 1 through July 15. All bids must include a subcontractor list, summary control of water plan, non-collusion statement, affidavit of employee drug testing program, affidavit of contractor qualifications, and bid security.

The project is structured as a lump sum contract with unit prices for pile-related work, riprap, excavation, coarse aggregate, and earth fill, plus a $75,000 contingency allowance for additional work discovered during construction. Mobilization and demobilization are limited to a fixed maximum lump sum of $25,000. Prevailing wage rates apply with rates varying by county between Kent and Sussex, with hourly rates ranging from $15.00 to $116.61 per hour depending on trade classification; the higher wage prevails regardless of work location. Bidders must provide performance and payment bonds equal to 100% of the contract price and bid security of 10% of the total bid amount. Critical submittal requirements include a control of water plan prepared by a Delaware-licensed professional engineer with minimum five years' experience, a support of excavation plan prepared by a Delaware-licensed professional engineer, a DelDOT-approved detour plan, and a field office trailer for the engineer. The contractor must coordinate with DelDOT for bridge load restrictions and detour implementation, provide three weeks' advance notice to DNREC Fish & Wildlife for parking lot and floating dock closures, obtain construction permits such as dewatering permits, and maintain Griffith Lake at a minimum elevation of EL 19 except during Stage 1 when lowered to EL 15.
