About this file
This is a Schedule of Work document for Request for Proposal No. 190000000507 issued by the State of Michigan Department of Natural Resources for Archery Equipment and Supplies to support the National Archery in the Schools Program (NASP). The NASP introduces target archery in 4th through 12th grade physical education classes for a minimum of two weeks during the school year to recruit youth into archery and bowhunting. The RFP requires contractors to provide a comprehensive range of archery equipment including Genesis bows (original and mini models), Easton Genesis arrows, FITA-approved targets from specified manufacturers (Morrell, Rinehart, Field Logic, and American Whitetail), arrow curtains, repair kits, bow racks, bow cases, quivers, replacement parts, scanners with NASP firmware, scorecards, decals, patches, and banners. All products must conform to stated specifications with no alternate brands or manufacturers' lines accepted. Delivery must occur within 30 business days of order receipt to designated school locations.
Pricing is firm for the initial period through December 31, then establishes a 365-day pricing period thereafter, with adjustments permitted only through mutual written agreement and supported by documented evidence of actual cost changes. The contractor must appoint one dedicated Customer Service Manager for State accounts and maintain a toll-free customer service line available 8 am to 5 pm EST. Contractors must comply with order verification procedures, optimize packaging for lowest freight rates, and palletize shipments using standard 4-way pallets whenever possible. The State will inspect deliveries within 10 business days and contractors are responsible for replacing damaged or incorrect items at no additional cost. Payment will be made within 45 days through Electronic Funds Transfer after the contractor registers with the State of Michigan's Contractor Self Service Portal. Contractors must disclose any subcontractors and comply with environmental, energy efficiency, hazardous chemical identification, mercury content, and brominated flame retardant disclosure requirements.

BACKGROUND
DNR purchases Archery Equipment for the National Archery in the Schools Program (NASP). The NASP is designed to introduce target archery in 4th through 12th grade physical education classes for a minimum of two weeks during the school year. The NASP is coordinated by the Michigan DNR to recruit youth into archery and bowhunting. Increased participation in shooting sports and hunting provides financial and public support for wildlife education and conservation. In addition, state agencies’ involvement in these education programs assures long-term growth in recreational archery and bowhunting. The NASP is officially the most successful school archery program in history.
