About this file
This is a Request for Information (RFI) issued by the Department of Energy's National Nuclear Security Administration (NNSA) to conduct market research on microelectronics production and development capabilities. The NNSA, under the Office of Warhead Assembly and Non-Nuclear Modernization (NA-193), seeks to identify vendors capable of producing or contributing to microelectronics manufacturing for nuclear weapons components. The RFI is open to all business sizes, including small businesses with socioeconomic designations such as 8(a), HUBZone, WOSB, veteran-owned, and small disadvantaged businesses. Technical areas of interest include complementary metal-oxide semiconductor (CMOS) products (digital, analog, and mixed signal), micro-electromechanical systems (MEMS), silicon photonics, and quantum devices such as micro-fabricated ion traps. The NNSA requires vendors capable of radiation-hardened (Rad Hard) microelectronics manufacturing and research and development support for process modifications and customizable components.
Responses must be submitted as a PDF capability statement not exceeding ten pages (12-point font, excluding cover pages) by August 13, 2026, at 2:00 PM Mountain Daylight Time to Contracting Officer Brenda Hamilton at brenda.hamilton1@nnsa.doe.gov. The cover page must include company name, primary point of contact information, CAGE code, SAM UEI number, primary NAICS code, business size designation, and applicable GSA Federal Supply Schedule contract numbers. This RFI is for planning and market research purposes only and does not constitute a solicitation or commitment to award a contract. The Government will not reimburse respondents for submission costs, will not return responses, and will not provide ensuing discussions or debriefings, though information obtained may inform subsequent solicitations and the Government may contact respondents for clarifications.

REQUEST FOR INFORMATION
DEPARTMENT of ENERGY /NATIONAL NUCLEAR SECURITY AGENCY
MICROELECTRONICS RESEARCH, DEVELOPMENT, AND PRODUCTION CAPABILITY
1.0 PURPOSE
The United States Department of Energy (DOE), National Nuclear Security Administration (NNSA), in support of the Office of Warhead Assembly and Non-Nuclear Modernization (NA-193), is issuing this Request for Information (RFI) to conduct market research to determine the existing market capability of businesses to produce or contribute to the production of microelectronics. The NNSA mission includes the delivery of safe, secure, and reliable nuclear weapons for the Nation’s strategic deterrent. As part of this process, the NNSA produces materials and components that comprise modern nuclear weapons, including microelectronics. The Government may award a contract under a separate solicitation; however, this RFI is intended to obtain capabilities, delivery, or other market information for planning purposes. All interested, capable, and responsible vendors are encouraged to submit a response to this RFI in providing a capability statement demonstrating the ability to meet NNSA requirements.
This RFI is open to all business size standards, both large and small.
2.0 BACKGROUND
The Office of Production Modernization and Materials Management (NA-193) oversees the modernization of production facilities that manufacture the materials and components necessary for the long-term reliability of the Nation’s nuclear weapons, including microelectronics. These microelectronic products include a variety of complementary metal-oxide semiconductor (CMOS) based products (including digital, analog, and mixed signal), micro-electromechanical systems (MEMS), silicon photonics, and quantum devices (e.g., micro-fabricated ion traps).
NNSA requirements include rigorous quality and reliability standards and documentation, tailored requirements, and demands not typical of commercial users. Technical areas of interest include the following (see Attachment A: Technical Requirements MC2 for additional details):
2.1 Technical Capabilities in Microelectronics:
a) Technologies of interest include CMOS (including digital, analog, and mixed signal), MEMS, photonics, and quantum devices (e.g., micro-fabricated ion traps).
2.2 Radiation Effects and Testing:
a) The NNSA is interested in microelectronics that reliably perform in harsh radiation environments.
b) The NNSA is interested in a manufacturing process that produces Radiation Hardened (Rad Hard) product.
2.3 Research and Development (R&D):
a) The NNSA requires the ability to conduct R&D, including process modifications, for each device technology (including CMOS, MEMS, photonics, and quantum devices [e.g., micro-fabricated ion traps]), to support customizable components meeting NNSA needs and subsequent production.
3.0 RESPONSES TO THE RFI
THIS NOTICE IS FOR PLANNING PURPOSES ONLY, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted because of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement.
DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR 15.101(c), responses to RFIs are not an offer and cannot be accepted by the Government to form a binding contract.
Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI marked proprietary will be handled accordingly. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
4.0 RESPONSE CONTENT
All vendors are invited to submit a Capability Statement discussing service capabilities as they relate to potential requirements. Vendors with a General Services Administration (GSA) schedule should provide the contract number, schedule, and Special Item Number (SIN).
5.0 RESPONSE FORMAT
Vendors that wish to respond to this RFI shall provide the following information: a statement indicating an interest and the capability to provide the services as described.
Vendor response should not exceed ten (10) pages with a 12-point font (cover pages are not included in the page count) and shall be submitted as a PDF file. The format for the RFI responses is described below:
· The cover page shall contain the following:
