SECTION C – Statement Of Work

1. GENERAL

1.1 Background

The CDC is an agency of the United States Department of Health and Human Services, which

Congress charged with establishing the Strategic National Stockpile (SNS) in 1999. In 2018, control of the SNS transferred within HHS from the CDC to the Assistant Secretary for

Preparedness and Response (ASPR). The SNS is a national repository of life-saving pharmaceuticals and medical materials. It was built to respond to large-scale public health emergencies or acts of terrorism. It is uniquely positioned to:

(1) Provide rapid delivery of a broad spectrum of support, including pharmaceuticals and other medical supplies, in the early hours of an ill-defined threat;

(2) Provide large shipments of specific material when a threat is known; and

(3) Provide technical assistance to help the affected area(s) receive, distribute and reorder

SNS material during an event.

In September 2007, CDC contracted C2Logix to provide route optimization technology for nationwide emergency response planning. Since then, as part of the SNS Program, HHS offers the SNS TourSolver Web Portal (Portal), developed by C2Logix, to state and local community planners in order to assist with the planning for rapid and efficient transport and distribution of critical medicines and supplies in the event of a public health emergency. The Portal is a central route simulation and optimization decision-making tool for state and local governments in order to maximize response efficiency. A component of the Portal is the C2RouteApp® route optimization software (which is customized and branded as SNS TourSolver for CDC) along with related training materials and information. SNS TourSolver enables planners to quickly generate optimized routes to distribute supplies from central storage facilities (i.e., Receipt, Stage and Store facilities (RSSs)) to multiple local Points of Dispensing (PODs) in communities. In addition to allowing the generation of optimized routes based on basic information about the fleet and delivery points, SNS TourSolver provides the ability to simulate multiple scenarios and allows planners to quickly see the impact on the overall distribution operation. SNS TourSolver is a term that has been used to brand and identify the application being used specifically for the

SNS community. Although the underlying route optimization application has not changed, C2Logix also markets a generic version of the application under the C2RouteApp® name.

While C2Logix has developed the overall product there are components of the solution that they did not develop including the internal routing algorithm which is known as the Geo-optimization server. C2Logix makes a licensing model available that allows for route optimization to be dynamically provisioned to meet the users’ needs versus the former model that was based on the number of servers that it were installed.

C2Logix has begun referring to the application as the C2RouteApp for the following reasons:

1. The developers of the SNS TourSolver route optimization algorithm that C2Logix is employing in the C2RouteApp, have begun referring to their product as Geo

Optimisation Server.

2. The C2RouteApp product makes available a new licensing model that allows for route optimization to be dynamically provisioned on as many servers as needed to meet the needs of responders to an event. The former model that was based on a fixed number of servers that had distribution optimization software installed prior to knowing the actual needs of responders, and if more servers were needed, it could take days to increase the number of servers avilable.

1.1.1 Current Use of SNS TourSolver

SNS TourSolver is currently being utilized for routing the distribution of materials from RSSs to

PODs.

SNS TourSolver is currently made available to authorized users via the web, which allows users to run SNS TourSolver over the Internet without installing it on their computers/network. The

SNS TourSolver implementation for the SNS utilizes a Bing maps interface for viewing maps and routes, and the SNS planner customized SNS TourSolver interface allows users to define parameters including specific RSS and POD locations, define truck capabilities, and generate routes and reports.

1.2 Objective and Scope

1.2.1 Objective:

The objective of this contract is to obtain engineering services to support selected configuration, installation, associated training and ad hoc technical support for utilization of two SNS

TourSolver licenses comprised of the following three (3) tasks:

a. Task 1: A “SNS TourSolver Software License and Web-based Mapping Interface Fees” task will continue the annual licensing of the SNS TourSolver software and the associated applications and subscriptions required for deployment.

b. Task 2: A “Server Administration and Hosting” task will ensure continuance of hosting of the SNS TourSolver application and the hosting of the User forum.

c. Task 3: A “Support, and Training” task will ensure continuance of support for the users of the SNS routing software, including direct working groups, one-on-one user support, and security enhancements.

d. Task 4: A “Web-based Custom Development” task will involve dustomization services to develop a web-based version of TourSolver specific to the SNS.

These Tasks are further described in 1.2.2 Scope.

1.2.2 Scope:

This technical approach involves three (3) primary tasks with an estimated extent of labor hours.

This project will continue the licensing, hosting and administration of the SNS TourSolver route optimization software. This project will continue user support and training services. This project will implement a customized web-based version of the SNS TourSolver route optimization software.

a. Task 1: A “SNS TourSolver Software License and Web-based Mapping Interface Fees” task will continue the licensing of the SNS TourSolver software and provide for fees associated to the web-based mapping interface.

b. Task 2: A “Server Administration and Hosting” task will ensure continuance of hosting of the SNS TourSolver application and the hosting of the User forum. SNS TourSolver , MapDotNet, and the customized SNS user interface will run the C2RouteApp application on servers housed in a cloud environment with redundant connectivity at a minimum of two diverse locations (East Coast and West Coast) with automated failover in the event of a catastrophic event. In addition, the SNS Modeling User Forum (snsmodeling.org) will also be hosted on a separate shared server and shared SQL Server database server.

c. Task 3: A “Support and Training Services” task will ensure continuance of support for the users of the SNS routing software, including direct working groups, one-on-one user support, and customizations to the interface and security enhancements.

d. Task 4: A “Web-based Custom Development” task will involve continued customization services to develop a web-based version of TourSolver specific to the SNS.

The labor categories and number of hours established in the contract may be modified during the period of performance to reflect current mission requirements.

2. CONTRACTOR FURNISHED. All required staffing, supervision, and all other supplies and materials needed to perform the contract.

3. SPECIFIC REQUIREMENTS

3.1 SNS TourSolver Licensing, Technical and Engineering Services.

Task 1 - SNS TourSolver Software License and Web-based Mapping Interface Fees

SNS TourSolver – Two licenses

License terms:

1. One (1) computer installation per license accessable on multiple servers for use in "strategic" optimization for each license.

2. The maximum number of simultaneous vehicles optimized is 200.

3. The data will be used to determine fleet resource and depot location requirements, for the calculation of fixed routes based on the total number of vehicles constituting a certain fleet and the standard destination points (depots) of a certain fleet, and other strategic policies. The data cannot be used for the calculation of route schedules for daily/weekly operational planning. It can be used for routing/re-routing in an emergency.

4. Each distribution location would be limited to developing their plans up to three (3) times per year.

5. Software is used to estimate number of trucks required and their fixed routes.

6. Software is not used for operational planning on a day to day basis.

7. Software provides local route for each truck, for fixed routes, not dynamically updated routes.

8. Analysis is not based on specific real trucks. This is not for the SNS’s fleet and is to be used for planning purposes and not for daily routing.

9. Point of Dispensing (POD) locations are limited to those used by the

Strategic National Stockpile for emergency response planning

(typically hospitals & schools).

10. No commercial resale/use of the results.
