About this file

This is Amendment P00001 to the Defense Logistics Agency (DLA) solicitation NAFUA1-26-R-0001, issued on April 15, 2026, with an effective date of March 6, 2026. The amendment corrects a clerical error regarding the place of performance and provides answers to questions received in response to the RFP.

The amendment corrects Section F.3 and Section H-7 to establish that the sole place of performance is Room 0210, located at the DLA Headquarters Complex, 8725 John J. Kingman Rd, Suite 0210, Fort Belvoir, VA 22060 (not Defense Supply Center Columbus, Ohio as previously stated). The concessionaire must recognize that the facility is subject to force protection requirements, including random searches, and that force protection-related restrictions are a non-compensable risk. Regarding operations, offerors may propose alternative hours beyond the standard Monday–Friday, 8:00 AM to 3:00 PM schedule, but such proposals are not evaluation factors and require prior written COR approval. The Government will provide listed GFE in serviceable condition, the facility is provided "as-is," and contractors must provide their own Point of Sale system. The space will be made available to the new contractor on August 25, 2026. Historical monthly gross revenue (October 2025–February 2026) ranges from $2,894 to $4,209. There is no minimum acceptable guarantee or grace period, and offerors may propose different commission percentages for base and option years. Service pricing requires written KO approval before implementation; the Government intends to review pricing within one business day. All concessionaire personnel require a Tier 1 background investigation conducted by the Visitor Control Center. A minimum of one employee must be on-site during all operating hours, and the contractor is limited to actively staffing the two Government-furnished barber chairs due to physical space constraints. Commercial barbershop experience is relevant for past performance evaluation, and offerors with no relevant history receive a neutral (non-unfavorable) rating. Proposals must be submitted electronically in three separate volumes, with Volume III (Price) as a distinct file including the completed DA Form 4069. The anticipated contract start date is August 25, 2026.

Amendment P00001 issued to correct clerical error and answer questions received in response to the solicitation.

Offerors shall acknowledge this amendment by signing and completing box 15. Return the signed copy with proposal.

Defense Logistics Agency NAF Contracting Office 8725 John J. Kingmand Rd Suite 1134 Fort Belvoir, VA 22060

NAFUA1-26-R-0001

04/15/2026

03/06/2026

Purpose of Amendment: To correct a clerical error in the Solicitation NAFUA1-26-R-0001 regarding the place of performance.

Correction:

1. Delete in its entirety Section F.3, Page 19, which states:

"Facility/Designated location for Barber Shop is: Defense Supply Center Columbus

(DSCC), 3990 East Broad Street, Building 47, Columbus, Ohio 43213."

2. Replace with the following corrected Section F.3:

"F.3 Place of Performance

The place of performance is Room 0210, located at the DLA Headquarters Complex, 8725 John J. Kingman Rd, Suite 0210, Fort Belvoir, VA 22060, as stated in the

Performance Work Statement (PWS) Section 10.0."

3. Delete in its entirety Section H-7, Page 24, which references the "Defense Supply Center

Columbus (DSCC)".

4. Replace with the following corrected Section H-7:

"H-7 Force Protection

The Concessionaire recognizes that the DLA Headquarters Complex at Fort Belvoir, Virginia is a military facility subject to force protection requirements that change from time to time based on the threat level. Force protection requirements may result in random searches of Concessionaire personnel, supplies, and vehicles. During heightened threat levels, other restrictions, such as restrictions on guests and temporary closures, are possible. The Concessionaire recognizes that force protection requirements are a recognized non-compensable risk."

The below questions were received in response to the RFP.

Part 1: Performance Location and Operations

Question: Sections F.3 and H-7 reference a location in Columbus, Ohio, while all other sections reference Fort Belvoir, Virginia. Please confirm the correct and sole place of performance.

Answer: This was a clerical error. The correct and sole place of performance is Room 0210, DLA Headquarters Complex, 8725 John J. Kingman Rd, Fort Belvoir, VA 22060. The solicitation is hereby amended as noted above.

Question: The PWS establishes operating hours of Monday–Friday, 8:00 AM to 3:00 PM. Can the offeror propose expanded hours (e.g., 7:00 AM–4:00 PM), and will this be evaluated as part of the Technical Approach?

Answer: Per PWS Section 5.2, the offeror may propose alternative hours for consideration by the Contracting Officer’s Representative (COR). However, any changes require prior written approval from the COR. Proposed alternative hours are considered a post-award matter and are not an evaluation factor under the Technical Approach.

Part 2: Government-Furnished Equipment (GFE) and Facility

Question: Please confirm if all listed GFE is in place and serviceable, if the space is provided

"as-is," and if the contractor must provide their own Point of Sale (POS) system.

Answer:

a. GFE Condition: The Government will provide all listed GFE in a condition suitable for its intended use at the start of the contract.

b. Facility Condition: The physical space is furnished "as-is." The Concessionaire is responsible for all renovation and start-up costs, and any alterations require prior written approval from the Contracting Officer (KO) per PWS Section 5.5.f. There are no known mandatory renovations.

c. POS System: Section 5.5.b states the "Point-of-sale (POS) system" is the contractor's responsibility. Offerors should assume they are responsible for providing their own complete POS system.

Question: Is there an existing tenant? Are there known renovation requirements, and is a floor plan available? Will the incoming contractor have access prior to the start date for setup?

Answer:

a. The solicitation implies there is an incumbent contractor (see PWS Section 13.0.b.iv).

The space will be made available to the new contractor on the contract start date of

August 25, 2026.

b. Attachment J-1 (Page 79) provides the floor plan.

c. The RFP does not provide access to the facility prior to the contract start date.

Part 3: Fee Structure and Pricing

Question: Can the Government provide historical revenue or patron data to help offerors develop a fee proposal? Is there a minimum acceptable guarantee or commission?

Answer: Monthly gross revenue is below. The solicitation does not establish a minimum acceptable monthly guarantee or commission percentage. Per Section M of the solicitation, the proposed fee structure will be evaluated for fairness and reasonableness.

a. October 2025: $3,772.00

b. November 2025: $3,220.00

c. December 2025: $4,209.00

d. January 2026: $2,894.00

e. February 2026: $3,122.00

Question: Can the offeror propose different commission percentages or guarantees for each contract period (base and option years)?

Answer: Yes. The Fee Schedule in Section B-6 is structured by CLIN for the base and all option periods. Offerors may propose different values for each period.

Question: Is there a grace period or rent-free period at the start of the contract?

Answer: There is not a grace period or rent-free period.

Question: What is the timeline for the KO to approve service pricing after award, and can the contractor operate at proposed rates before approval?

Answer: Per Performance Work Statement (PWS) Section 4.0.i, proposed service pricing requires "written approval prior to implementation." Therefore, the contractor must obtain the

KO's final written approval before opening for business or implementing the proposed rates. The

Government's intent is to review submitted pricing on the next business day following receipt from the contractor.

Part 4: Security and Staffing

Question: What level of security clearance or background check is required, and who is responsible for initiating and funding it?

Answer: Per Section H-6.c, all concessionaire personnel require a Tier 1 background investigation. Background checks are conducted by the Visitor Control Center at DLA. Personnel must meet base access requirements.

Question: What is the minimum staffing level required, and can the concessionaire use independent contractors (booth renters)?

Answer:

a. Per PWS Section 5.5.i.ii, a minimum of one employee/barber/hair stylist must be on-site during all operating hours.

b. The RFP does not explicitly prohibit the use of independent contractors. However, it consistently uses the term "employees" and holds the prime contractor responsible for ensuring all personnel meet licensing, background check, and conduct requirements. The successful offeror must ensure their staffing model complies with all terms of the PWS.

Part 5: Proposal Evaluation and Submission

Question: Will commercial barbershop experience (non-government) be considered relevant for past performance, and how are new businesses evaluated?

Answer: Yes. Per Section M-2, Factor 2, the past performance evaluation "may include both commercial and government barbershop or salon operations." Offerors with no relevant past performance history will receive a "neutral" rating, which is not unfavorable.

Question: Please confirm how the proposal volumes should be submitted electronically.

Answer: Per Section L of the solicitation, proposals shall be submitted electronically via email to the address specified. The submission must adhere to the following structure:

a. Proposals must be broken into three separate volumes as required by Section L-12.c.

b. Volume III (Price) must be a separate file, distinct from Volumes I and II, as specified in

Section L-13.

c. The completed and signed DA Form 4069 (Solicitation) shall be included as part of

Volume III (Price).

d. The solicitation does not specify a file size limit for electronic submissions; however, offerors should ensure their files are of a reasonable size to ensure successful email delivery.

Question: What were the previous concessionaire’s minimum monthly guarantee and commission percentage?

Answer: The Government cannot disclose the previous or current concessionaire's fee structure.

This information may be requested via a Freedom of Information Act (FOIA) request.

Question: What is the approximate daily foot traffic within the building and typical customer demand for barber services?

Answer: The Government does not track customer demand or foot traffic specific to the barbershop. While it is not a direct measure of patronage, the approximate daily population of the

DLA Headquarters Complex is 5,000 personnel. Offerors must use their own business judgment to estimate demand.

Question: Are there any known challenges or reasons the previous contractor is no longer operating the location?

Answer: The current contract is expiring.

Question: Are there any restrictions or guidance regarding the number of barber chairs that can be actively staffed?

Answer: The space is configured for the two (2) Government-furnished barber chairs listed in the solicitation. The contractor is limited to actively staffing these two chairs due to the physical space constraints of Room 0210.

Question: Is there existing equipment beyond what is listed in the solicitation that may be utilized?

Answer: No. All Government-Furnished Equipment (GFE) to be provided is explicitly listed in the solicitation. Any additional equipment required for operation must be provided at the contractor's own expense.

Question: What is the expected timeline for award and transition/start of operations?

Answer: The anticipated contract start date is August 25, 2026. The award will be made in sufficient time to allow the successful offeror to begin performance on that date.

Question: Are there any current or upcoming opportunities within DLA for barber services, grooming services, or workforce training programs?

Answer: The Government is not aware of any other upcoming solicitations for these specific services at this time. All future opportunities are posted to the appropriate government point of entry.
