About this file
This document is an Amendment of Solicitation (Amendment P00001) issued by the Defense Logistics Agency (DLA) NAF Contracting Office on April 16, 2026, for solicitation NAFUA1-26-Q-0008, dated March 24, 2026. The amendment answers 22 questions received in response to the original solicitation and does not extend the receipt deadline for offers.
The solicitation pertains to event planning and management services for a family-oriented event at the McNamara Complex, a U.S. military installation. Expected attendance is 5,000 to 7,000 people, with children ranging from toddlers to pre-teens. The event runs from 9:00 a.m. to 3:00 p.m., with a government-sponsored 5K beginning at 7:30 a.m. The contractor must provide event activation services including a centralized "Kid Zone" with child-focused activities, caricature artists (to be located indoors due to historically long lines), inflatables, and associated entertainment. The government will provide security, EMT/medical services, crowd control, restrooms, and parking. Prior-day setup is authorized after 12:00 p.m., and vendors may leave vehicles onsite during the event. Power outlets are available, though generators are permitted for supplemental power, particularly for inflatables. The anticipated contract value ranges from $40,000 to $50,000; price is not an evaluation factor but proposals must fall within this range. The contractor must carry insurance covering itself and applicable subcontractors. The government expects event modification in the event of inclement weather rather than cancellation or relocation. Attachment A provides an aerial view of the McNamara Complex venue.

10. Can you provide guidance on expected age ranges for children’s activities (e.g., toddler

a. The insurance requirement is for the contractor and subcontractors (as applicable).
