About this file
This document is an Amendment to a Solicitation (Standard Form 30) for a Non-Appropriated Fund (NAF) Food Service Contract for the Defense Logistics Agency, specifically for cafeteria and food truck services. The amendment extends the proposal deadline to September 25, 2025 at 2:00 PM EST and includes responses to vendor questions. Key details include a requirement for two cafeterias and a mobile food truck operating from 6:00 a.m. to 2:00 p.m., Monday-Friday, with an average daily population of 1,300. The current operation shows daily sales across three locations: Post Restaurant (98 transactions, $800 daily), Snack Bar (84 transactions, $539 daily), and Food Truck (124 transactions, $816 daily).
The solicitation specifies that contractors must comply with military food service regulations, provide all expendable supplies at their own expense, and potentially subcontract with local restaurants (subject to government approval). The government will provide Government-Furnished Equipment in "as-is" condition and Wi-Fi/Internet for Point of Sale systems. Contractors are expected to propose their own concessionaire fees or commission rates based on projected sales volume, with the government reserving the right to evaluate and approve proposed rates. Contractors must meet all health, safety, and operational standards, including AR 40-5 and AR 40-657 requirements.

1. Section B – Supplies / Services & Prices (Pages 3-4)
a. The solicitation notes that the contractor shall pay either a monthly concessionaire fee or a commission/percentage of gross sales, whichever is higher.
Question: Does the Government have an expected minimum concession percentage or monthly dollar amount in mind, or should offerors propose their own rates?
Response: The Government does not have a predetermined minimum concession percentage or monthly dollar amount in mind. Offerors should propose rates based on their projected sales volume, operation cost, market analysis, and anticipated profitability. The proposed rates will be evaluated based on their reasonableness, competitiveness, and overall value to the Government.
b. The RFP states the contractor shall provide services for two cafeterias and a mobile truck.
Question: Will the Government consider proposals for only a portion of the requirement (i.e.: mobile food truck services), or must all three services be provided by a single contractor?
Response: The Government prefers that proposals that address full scope of services outlined in the RFP, encompassing Cafeteria Operations ( Post & Snack) and Food Truck services.
2. Section C.5 - H – General Performance Requirements (Page 5)
a. Contractor shall comply with TB Medical 530, Tri-Service Food Code; AR 40-5; and AR 40-657, etc.
Question: What is the permitting process for approval of AR-5, AR 40-657 when working with local restaurants? Are you aware of the timing for said permitting process?
Response: The specific permitting process for incorporating local restaurants and food vendors into the proposed services will be coordinated with the local Public Health Activity (PHA) and our installation VET who also will inspect monthly. – The Offeror is responsible for contacting the PHA to determine the required documentation, approval procedures, and estimated timeframe for approval.
3. Section C.7 – Cafeteria Locations & Operating Times (Pages 8–9)
a. The RFP requires both cafeterias to operate from 6:00 a.m. to 2:00 p.m., Monday–
Friday.
Question: Can the contractor propose modified hours (e.g., reduced afternoon operations) if patron demand is consistently low during those times, or must the stated hours be maintained throughout the contract?
Response: The Government requires both cafeterias to operate from 6:00 a.m. to 2:00 p.m., Monday–Friday. Any proposed deviations from these hours must be supported by a comprehensive market analysis and justification demonstrating that the proposed hours will adequately meet the needs of the customer base. The Government reserves the right to approve or disapprove any proposed changes to the operating hours.
4. Section C.8 – Cafeteria Operating Requirements (Pages 9–13)
a. The contractor must stock and maintain expendable supplies.
Question: Will the NAFI consider a negotiated reimbursement or shared cost for certain consumables (e.g., cleaning supplies) or is the expectation that all such costs are fully borne by the contractor?
Response: The Contractor is responsible for stocking and maintaining all expendable supplies necessary for the operation of the food service facilities, unless otherwise specified in the contract. The NAFI does not provide reimbursement or cost-sharing for expendable supplies.
5. Section C.11 – NAFI Furnished Facilities, Property, and Equipment (Pages 12–13)
a. The Government will provide certain equipment “as is, where is.”
Question: If Government-furnished equipment becomes unserviceable, will the NAFI replace these items, or must the contractor provide their own replacement equipment at their expense?
Response: The Government will provide Government-Furnished Equipment in "as-is, where-is" condition. The Contractor is responsible for reporting any unserviceable to the designated Government representative. The Government will evaluate the reported issue and determine whether to repair or replace the equipment. The Government's decision will be based on factors such as the cost of repair, the availability of replacement equipment, and the operational impact of the unserviceable equipment. The Contractor may propose to provide their own replacement equipment, subject to Government approval. Also, normal maintenance will be at the expense of the Contractor.
