V. QUOTE PREPARATION INSTRUCTIONS

To ensure timely and equitable evaluation of quotes, quoters must comply with the instructions contained herein. Quotes must be complete, self‑sufficient, and respond directly to the requirements of this RFQ.

By submitting a quote, the contractor acknowledges and agrees to all requirements of this solicitation. Submission of a quote does not obligate the Government to make an award, nor does it bind the quoter to accept an award.

The quoter shall submit a signed and dated quote on company letterhead that includes:

i. Technical Plan: A detailed submission outlining the technical plan that demonstrates the contractor has the technical capabilities to perform the requirements stated in the SOW. Restating the SOW will not be sufficient. At a minimum, the Technical Plan shall address:

1. Site Preparation Work

2. Removal of existing HVAC

3. Replacement of HVAC

4. Restoration

5. Final Testing

ii. Price: The contractor must insert unit price, extended price, and total price in Section V, CLIN Description. Quoter must also submit an itemized breakdown of all proposed costs, including materials, equipment, equipment, labor, and any other necessary costs to complete the requirement.

iii. Past Performance. The quoter is not required to submit past performance documentation. The government will independently assess past performance using available information to the government (CPARS, SPRS, or any other relevant government databases).

VI. BASIS FOR AWARD

Award shall be made to the contractor who is deemed responsible, whose quote conforms to the solicitation requirements, and is judged to represent best value to the Government.

The Contracting Officer intends to award without discussions. Each contractor shall be evaluated relative to the following factors:

1. Price

2. Technical

3. Past Performance All factors are equal in weight.

Price: Price will be evaluated based on the total price submitted for CLIN 0001. The Government anticipates adequate price competition for this requirement. If adequate price competition is not obtained, the Government may request additional information from the quoter to support price reasonableness. Such information may include, but is not limited to, a breakdown of labor, materials, equipment, subcontractor costs, or other data necessary to determine that the proposed price is fair and reasonable.

Failure to provide requested supporting information may render the quote ineligible for award.

Technical: The Government will evaluate the quoter’s Technical Plan to determine whether it addresses the requirements within the SOW.

Past Performance: The past performance assessment will evaluate the quoter’s ability to successfully accomplish the required effort. The evaluation will consider CPARS, SPRS, and any other relevant government databases.
