Pre-Solicitation Notice: N6134026Q1012 – NADTC Custom Configuration Spares
This is a pre-solicitation notice announcing the Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando's intent to award a sole-source contract to Aero Simulation, Inc. for custom configuration spares supporting the Navy Aviation Distributed Training Center (NADTC) Program. The procurement encompasses the procurement and custom modification of brand-name servers, computers, and computer peripherals that must be integrated into the proprietary NADTC-LANT system-of-systems architecture. Aero Simulation, Inc. is the identified sole source due to its possession of unique, proprietary technical data and knowledge required to execute custom modifications ensuring hardware interoperability within the existing classified enclave. The contracting rationale is based on FAR RFO 13.101(b), supported by market research findings that no viable alternatives or commercially available products exist to satisfy the Government's requirement. The NAICS code is 334111 (Electronic Computer Manufacturing) and the PSC is 6910 (Training Aids).
Interested sources are invited to submit written technical capabilities demonstrating clear and convincing evidence that competition would be advantageous to the Government. Responses must be submitted by email to Contract Specialist Emily Lawrence (emily.g.lawrence3.civ@us.navy.mil) by 5:00 PM EST on June 4, 2026, in MS Word-compatible format, limited to ten pages maximum. All information must be furnished at no cost or obligation to the Government. The Government will use submissions solely to determine whether a comparable source exists; no solicitation document is available, and no contract will be awarded based on responses to this notice. If no viable challenge is received, the Government will proceed with sole-source procurement to Aero Simulation, Inc. under FAR RFO 13.101(b). Additional inquiries may be directed to Mrs. Emily Lawrence at 904-969-2154 or Mrs. Chelsea Myhree at 904-969-2305.

Pre-solicitation Notice: N6134026Q1012 – NADTC Custom Configuration Spares
NAICS: 334111 Electronic Computer Manufacturing PSC: 6910 Training Aids
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center Training Systems
Division (NAWCTSD) Orlando, in support of the Navy Aviation Distributed Training Center (NADTC)
Program, intends to award, on a sole source basis, a contract to Aero Simulation, Inc. to extend the lifecycle of the system and maintain the program’s distributed mission training Operational Availability.
The subject effort includes but is not limited to the procurement and custom modification of brand-name servers, computers, and computer peripherals. These components must be custom-modified and certified to integrate seamlessly into the proprietary NADTC-LANT system-of-systems architecture. Aero
Simulation Inc., possesses the unique, proprietary technical data required to execute these modifications to ensure hardware interoperability within the existing classified enclave.
The contract is planned for Aero Simulation Inc., (location) under Federal Acquisition Regulation (FAR)
Revolutionary FAR Overhaul (RFO) 13.101(b), “Contracting officers may solicit from a single source based on a determination and findings that only one source is reasonably available.” Aero Simulation, Inc. is the only source that possesses the unique and proprietary knowledge of this requirement, and can provide the required customized configuration of hardware and Form, Fit, Function (FFF) replacement parts required for this effort. No other vendor can deliver this requirement without causing substantial duplication of cost and unacceptable delays in fulfilling our mission. Based on market research, the determination was made not to compete this procurement since no viable alternative exists. Additionally, the market research supports that there does not exist a commercially available product or non-developmental product to satisfy the Government’s requirement.
This notice is not a request for competitive proposals. It is a notice outlining the Government’s intent to contract on a sole source basis with Aero Simulation, Inc. Interested sources are solicited to provide their written technical capabilities. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested sources must submit detailed written technical capabilities to produce a solution to meet the needs of the Government.
Detailed written capabilities must be submitted by email to the Contract Specialist, Emily Lawrence
(emily.g.lawrence3.civ@us.navy.mil), in an electronic format that is compatible with MS Word by Close of Business (5:00PM EST) 4 June 2026. Verbal submissions via phone will not be honored.
All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than TEN (10) pages. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no written challenge to this synopsis is received (or if a response is received, but determined it cannot meet the Government’s need), the Government will continue to pursue a sole source procurement to Aero Simulation, Inc. under FAR RFO 13.101(b) based on the rationale provided above. If conducted as a sole source procurement, a separate synopsis will not follow. This synopsis will satisfy the intent of the requirements under FAR RFO 5.101.
