About this file
This Performance Work Statement (PWS) details a telecommunications project for Naval Station Newport, Rhode Island to replace its existing Plain Old Telephone Service (POTS) infrastructure. The Navy seeks a vendor to develop a site survey and solution for transitioning approximately 131 telephone users across 54 buildings to a secure, reliable digital communication service using LTE cellular data, with a recommended "POTS in the Box" telephony approach. The current Verizon copper cable infrastructure will cease to exist on 31 March 2026, necessitating an alternative communication solution.
The project requires a modular, scalable solution supporting advanced telephony features including voicemail with transcription, call blocking, call forwarding, enhanced 911 compliance, and international calling capabilities. The contract could be structured as a one-year agreement or a base period with up to four option years, with potential for a six-month extension. Deliverables will include a comprehensive site survey report detailing deployment topology, network diagrams, equipment requirements, cost estimates, and implementation timeline, with the anticipated contract award targeted for Fiscal Year 2026 Quarter 2. The primary point of contact for this opportunity is Robert Joas from NCTAMS LANT Head of Contracting.

2. Background NCTAMS LANT Base Communication Office (BCO) Newport, Rhode Island (RI) provides critical base level communications and is integral to NAVSTA Newport, which has a mission to support diverse training requirements and facilitate the success of its tenant commands by providing the environment, facilities and infrastructure essential to achieving optimal performance and mission outcomes for the Department of Defense (DoD), Department of Homeland Security (DHS), and federal agencies. BCO Newport provides real time Information Technology (IT) and communications operations and support to their supported commands. NCTAMS LANT BCO Newport currently assigns and controls user’s voice features via an Avaya Communications Manager (CM) 6.
Granite Telecommunications is the local exchange carrier (LEC) for NAVSTA Newport. Verizon owns, operates, and maintains the outside plant infrastructure aboard the base in locations where fiber connectivity doesn’t exist or there aren’t enough phones in a building to warrant government furnished connectivity. NCTAMS LANT is seeking telecommunication vendors to conduct a site survey, and develop a solution with one-time/recurring costs and time line to implement the transition from the current Plain Old Telephone Service (POTS) to a POTS Replacement Service using a secure and reliable digital connection using LTE Cellular data from the nation’s leading carriers at Naval Station (NAVSTA) Newport, Rhode Island. It is highly recommended that the vendor(s) develop the solution/write the report using a “POTS in the Box” telephony service to approximately 131 current users located in approximately 54 separate buildings on the base.
Scope NCTAMS LANT is seeking eligible telecommunication vendors to provide a solution to transition the current Plain Old Telephone Service (POTS) to a POTS Replacement Service using a secure and reliable digital connection using LTE Cellular data from the nation’s leading carriers at Naval Station (NAVSTA) Newport, Rhode Island. The expectation is the vendor(s) will develop a plan with the high recommendation of utilizing a “POTS in the Box” telephony service. The current POTS infrastructure (copper cable ONLY) is owned/maintained by Verizon. The Verizon OSP carrying the dial tone will cease to exist on 31 Mar 2026. Consequently, there is no Government Furnished Equipment (GFE) OSP available. The Navy relies on this infrastructure to provide telephony service to all supported commands so each can meet assigned mission requirements. Vendors responding to this solicitation should be prepared to offer a solution for transitioning from POTS (via a mixture of Digital Signal 0 (DS0) circuits and copper cable pairs) to a “POTS in a box” solution. It is highly recommended to utilize the existing infrastructure from end user to the Intermediate Distribution Frame (IDF) inside the 54 buildings on NAVSTA Newport; deliverables would include description of the solution(s) along with estimated one-time and recurring costs for the service as well as a timeline to complete based on an estimated notional date in Fiscal Year (FY) 26 Quarter 2 that a vendor after a formal solicitation and award determination would be awarded a contract to execute required services. The resulting contract could be executed as either a 1-year contract, or a base period with up to 4 option periods, base plus four option years. The solicitation and resultant contract would also contain FAR 52.217-8, Option to Extend Services, thereby allowing a six (6) month extension if circumstances necessitate this option.
3. Objectives The objective of this PWS is to identify vendor interest and define the requirements for the vendor to develop a solution for a turn-key POTS replacement service solution at NAVSTA Newport, with approximately 131 current users located in approximately 54 separate buildings on the base; recommend utilizing existing cable infrastructure (ISP) from end user to the IDF. The Navy currently relies on Verizon infrastructure to provide telephony service to all supported commands so each can meet assigned mission requirements
4. Applicable Standards The proposed solution, proposed network equipment, equipment racks/cabinets, cables (communications, power, grounding, etc.), pathways, wire management, patch panels, etc. shall be IAW:
4.1. NFPA 72 (National Fire Alarm and Signaling Code)
4.2. ASME A17.1 (Safety Code for Elevators and Escalators)
4.3. UL 60950-1 (or the newer UL 62368-1)
4.4. National Electrical Code© NFPA 2018
4.5. ICC/ANSI A117.1 (Accessible and Usable Buildings and Facilities, including requirements for auto-dial functionality in emergency handsets within elevators)
4.6. International Standards Organization (ISO) Document 33.040.35: Telephone networks
4.7. Federal Communications Commission (FCC) Operational Procedures and Standards
5. General Requirement
5.1. This action is to elicit interest in performing a site survey report wherein the vendor shall provide a solution to include all labor, equipment, installation services, and programming required for successful completion of this order. The Vendor shall provide a site survey report that defines a “POTS in a box” solution to provide all users commercial telephony service and highly recommend utilizing the existing ISP infrastructure.
5.1.1. The vendor’s solution(s) shall leverage government furnished Inside Plant Cable (ISP) to the greatest extent possible.
5.1.2. Resolution to any contradictions within the proposal shall be to the benefit of the government.
5.1.3. The vendor is fully responsible to capture the accurate configuration of the existing OSP/ISP infrastructure to inform the proposal. The Government provided information is just for reference only and shall not be accountable for the accuracy of the provided information.

The OSP infrastructure is owned/maintained by Verizon, consequently there is no GFE available; Verizon terminates all copper at each building. The government then handles the cross connects to the IDF, and subsequently, to the end user. Vendor(s) should provide the government a solution(s) to transition the current Plain Old Telephone Service (POTS) to a POTS Replacement Service using a secure and reliable digital connection using LTE Cellular data from the nation’s leading carriers; deliverables would include description of the solution(s) along with estimated one-time and recurring costs for the service as well as a timeline to complete
