PIER FIBER MAINTENANCE

REQUEST FOR SPECIFICATION CLARIFICATION

RFC -003

NAME OF CONTRACTOR: _____________

QUESTION:

1) Optical Time-Domain Reflectometer (OTDR) verification testing is referenced in Section 7.6.2 of the Performance Work Statement. Other than this required OTDR testing, does NCTAMSLANT require other fiber testing, such as “light meter” or “fiber end-face” testing?

2) Does NCTAMSLANT have any specific requirements for OTDR testing equipment (i.e. - manufacturer and model)? If yes, what equipment is required?

3) Does NCTAMSLANT have any specific reporting requirements or formats for the OTDR test results? If yes, what specific reports or formats are required?

4) Since we want to understand whether contractor technicians must carry OTDR equipment at all times; please answer each of these questions:

a) Is an OTDR test required for each “Emergency Call” repair?

b) Is an OTDR test required for each "Routine Call” repair?

5) Will all fiber testing and maintenance (planned, routine repair and emergency repair) be performed on ground level at a height of less than twelve (12) feet or will an aerial or bucket truck be required? Please describe the heigh requirements if more than twelve (12) feet.

6) Are there any specific tests/procedures that vendors must follow for the fiber optic maintenance and testing? If yes please list those tests/procedures.

ANSWER:

1. OTDR testing and end to end testing is the only required testing.

2. The OTDR tester must meet the industry standard requirements.

3. The test results shall be formatted in a Microsoft Office compatible file.

4. We will not dictate how to troubleshoot, but an OTDR tester could possibly be required for completion of any assigned task emergency or routine.

5. All fiber maintenance will be a height less than 12 feet. No bucket truck is required.

6. Test/procedures must meet the industry standard requirements.
