PIER FIBER MAINTENANCE

REQUEST FOR SPECIFICATION CLARIFICATION

RFC -002

QUESTION:

1) Would NAVSUP extend the solicitation proposal deadline to 22Sep19?

Due to time constraints, the solicitation will extend to the deadline of 20 September 2019.

2) What is historical routine maintenance over the last 3 years?

There is no historical data due to this being an all newly installed fiber infrastructure. The previous infrastructure was a poorly maintained mix of fiber and copper.

3) What is the forecast volume of work for the period of performance of this contract solicitation?

There is no data to suggest any accurate information about the volume of work. The only work that has a clearly defined volume is the Periodic Maintenance. Which will be done once every 4 months on approximately 96 risers and enclosures and the testing of the fiber optic cable plant. The government estimates riser maintenance will require two persons each working two hours per riser.

4) How many “Outside Plant Fiber Optic Cable Splicing Technician” FTEs does NAVSUP NCTAMSLANT expect the awarded vendor to provide under this contract?

The government does not anticipate “full time equivalents” on this effort. Due to the nature of maintenance and testing, two technicians will be required to perform each action.

5) How many “Outside Plant Fiber Optic Cable Splicing Technician” FTEs were provided to NAVSUP NCTAMSLANT under the incumbent contract?

This is a new contract. There was no previous contract.

6) What are the specific Personnel Qualifications (App A) and are all elements required for all personnel?

The Personnel Qualification Statement applies to Outside Plant Fiber Optic Splicing Technicians that will be performing maintenance actions on the fiber optic infrastructure and equipment.

7) Why is SEICOR certification part of this solicitation when that certification no longer exists?

PWS has been updated. Appendix (A), paragraph (a)

8) How much of the requirement is NAVSEA/ship/pier specific fiber support versus regular commercial OSP fiber support?

The fiber optic infrastructure is all government owned. No shipboard work is required.

9) Referencing item (3) in the “Piers_NDA.docx” file, please provide a copy of the “Distribution Statement.”

Reference PWS section 2.8 and all subsections that follow in the solicitation.

10) Referencing item (9) in the “Piers_NDA.docx” file, please explain more fully the “destroy by shredding” requirement. We do not understand why an active contractor to the government should be shredding documents related to the work being performed during active delivery of contract services.

Reference PWS section 2.8 and all subsections that follow in the solicitation.

11) Referencing section “2.8.4 Non-Disclosure/Non-Use Agreements” in the “19Q0025_SOLICITATION.docx” file, please provide examples of the circumstances of the requirements quoted here:

"In the event that the Contractor, its personnel, and subcontractors obtain, receive, or learn data of other entities as a result of performance of this contract, the Contractor shall execute a non-disclosure/non-use agreement with each such entity prior to having access to the data provided by the entity."

We would like to fully understand the circumstances that necessitate this requirement.

The purpose is to protect the rights of other entities and the government as a preventive measure for unforeseen circumstances.

12) Would NCTAMSLANT include the language of section “2.8.6 Exception” in the “19Q0025_SOLICITATION.docx” file on the “Piers_NDA.docx” document? Since this is a contractual item related to the NDA, adding it to the NDA seems appropriate.

This is not appropriate for the NDA as the exception applies to knowledge or data obtained, received, or learned in a way other than as a result of performance of this contract. Purpose of the NDA applies to data not already obtained, received, or learned.

13) Why is there Phase-Out requirement but no Phase-In period?

The fiber infrastructure is new and there is no one currently performing any maintenance actions on it.

14) What is the name and DUNS Number for the incumbent contractor?

This is a new requirement.

15) What is the contract number and corresponding solicitation # for the incumbent contract?

This is a new requirement.

16) We would like to include "an assessment of condition of equipment with the site POC” prior to or during the initiation of the contract; when would NCTAMSLANT propose including that process during the contract initiation and/or Kick-Off meetings?

During Kick-Off meeting.

17) So that participating vendors can develop technically compliant proposals for NCTAMSLANT, when will the documents outlined in Section 4.0 APPLICABLE DOCUMENTS of the “19Q0025_SOLICITATION.docx” file be made available for review by the participating vendors?

After receipt of NDA disclosing pertinent parties.

18) Per section 6.0 CONTRACTOR-FURNISHED ITEMS of the “19Q0025_SOLICITATION.docx” file, how will the awarded vendor be reimbursed for materials required to complete the maintenance and repairs?

Reimbursed through invoice submission to WAWF

19) Can NCTAMSLAT add language to the solicitation that outlines situations (such as weather events or other circumstances) that would automatically suspend the section 7.2 Emergency Maintenance requirement to “be available 24/7/365.”

PWS has been updated. Section 7.2.2

20) Referencing section 7.6 Preventive Maintenance (PM) in the “19Q0025_SOLICITATION.docx” file, please provide copies of ALL Preventative Maintenance (PM) requirements as soon as possible so that vendors can review and understand those requirements prior to submitting our proposals.

Preventive maintenance will be done once every 4 months in accordance with industry standards and guidelines. There is no current PM plan as this is a new effort.

21) Section 7.6.3 Preventive Maintenance Records states that PM records “shall remain on-site and become property of the government.” What does on-site mean in this case? We believe that it is on-site at the contractor facility.

PWS has been updated. Section 7.6.3

22) Please answer each of the following questions regarding section 7.8 Cooperation with Other Contractors in the “19Q0025_SOLICITATION.docx” file:

a) What are some examples of the types of contractor interaction and cooperation that are anticipated?

b) What additional language will NCTAMSLANT add to the solicitation to indicate that such cooperation may postpone or significantly delay both routine and emergency maintenance and repairs?

PWS has been updated. Section 7.8

23) How does section 7.9.1 Base Access in the “19Q0025_SOLICITATION.docx” file need to be updated to reflect the new DBIDS badging systems that have replaced RAPIDGATE?

PWS has been updated. Section 7.9.1

24) Per section 7.9.2 Building Access in the “19Q0025_SOLICITATION.docx” file and so that delays to the delivery of required routine and emergency maintenance and repair services can be prevented, what role will NCTAMSLANT take for identifying and providing to the awarded vendor the “site points of contact to obtain building access requirements of equipment locations?”

NCTAMS LANT will provide site points of contact.

25) Referencing section 7.10 Pre-Existing Conditions in the “19Q0025_SOLICITATION.docx” file, when would NCTAMSLANT propose including a joint review of all equipment and sites so that the awarded vendor may “provide a written report of any pre-existing conditions within thirty (30) calendar days of start performance period?” Our team would suggest that this joint review should be scheduled during the first week of the period of performance and that any delays to this schedule will extend the deadline for providing the required report.

Agree, already stated in PWS 7.13 that kick-off meeting will occur within one-week of start of performance.

26) Referencing section 7.11 Lock and Key Control in the “19Q0025_SOLICITATION.docx” file, please provide “NCTAMS LANT Security Piers Riser Terminals Lock and Key Control Standard Operating Procedures Oscar 235A” so that participating vendors can incorporate these requirements and the associated levels of service into our proposals to NCTAMSLANT.

SOP Oscar 235A will be provided to the contract awardee at time of kick off meeting.

27) Please resolve the conflicting information in section 8.1 Security Clearance and Special Requirements in the “19Q0025_SOLICITATION.docx” file:

- the first paragraph states 'This contract does not require a DD Form 254 "Contract Security Classification Specification.”'

- the last paragraph states “Proof of security clearance shall be provided to the Government prior to the Government granting unescorted access to work spaces.”

DD Form 254 is not required.

Contractor personnel will be escorted in classified areas.

28) Following the prior question, what changes are required for section 8.2 Information and Personnel Security in the “19Q0025_SOLICITATION.docx” file?

No changes required.

29) Referencing section 10.0 ENVIRONMENTAL PROGRAM REQUIREMENTS in the “19Q0025_SOLICITATION.docx” file, please provide copies of ALL requirements documents that must be followed.

Safety program attached with amendment, all other guidance is open to the public on the internet.

30) Referencing section 14.2.1 NCTAMS LANT WAWF-RA Coordinator in the “19Q0025_SOLICITATION.docx” file, please replace “????” with the required information.

WAWF Instructions are located in the solicitation on page 45 under DFARS 252.232-7006, as well as NCTAMS LANT WAWF instructions on page 47.
