About this file
This is a Request for Information (RFI) questionnaire issued by NAVFAC Southeast Jacksonville for pre-solicitation market research regarding Critical HVAC/DDC (Heating, Ventilation, Air Conditioning/Direct Digital Controls) Maintenance Services at Naval Air Station Jacksonville and its areas of responsibility. The RFI is exclusively open to U.S. Small Business Administration (SBA) certified 8(a) business development program participants and seeks to identify qualified contractors capable of providing preventative maintenance services for HVAC systems and direct digital controls operations.
Respondents must provide company registration information including entity ID, CAGE code, SAM database registration status, and 8(a) program exit date, along with current Cybersecurity Maturity Model Certification (CMMC) level. Companies should identify applicable socioeconomic categories such as HUBZone, WOSB, VOSB, or SDVOSB status. The questionnaire requires submission of a capability statement documenting relevant experience from the past three years, including contract numbers, titles, locations, work scope, facility types, contract values, and prime versus subcontractor status. The Government anticipates potential single-award or combination firm fixed-price/IDIQ contracts with estimated values ranging from $200,000 to $4,500,000, though this RFI does not guarantee future contract awards. Responses are voluntary and non-binding, and the information will support procurement decisions and market research. Preferred 8(a) participants should possess certified factory-trained Trane Summit Controls personnel to support HVAC system operations and maintenance requirements.
