About this file

This document is an industry engagement briefing for the P-200 Nuclear Power Training Facility Simulation Expansion project at Joint Base Charleston in South Carolina. The project, managed by Naval Facilities Engineering Systems Command (NAVFAC), involves constructing a new nuclear power training facility with multiple buildings: a two-story Training Support Building (TSB), a multi-story High Bay to house propulsion plant team trainers, and a Mechanical Building. The total project scope includes site work, utility upgrades, causeway widening, road improvements, and construction of an electrical power substation.

The procurement is planned as a Design-Bid-Build contract with a firm-fixed-price and award fee incentive. The project budget is between $250-500 million, with an anticipated solicitation release in January 2026, proposals due in February 2026, and contract award expected in September 2026. Construction is scheduled to begin in September 2026 and complete by June 2030. The source selection will use a best-value tradeoff process, evaluating factors such as price, experience, past performance, safety, technical approach, and small business utilization. Interested contractors should monitor SAM.gov for the official solicitation and follow the small business engagement guidelines provided by NAVFAC Southeast.

❑ FAR 15.1 Competitive acquisitions

▪ Proposals will be evaluated in an impartial and comprehensive manner, ultimately leading to the selection of the proposal that represents the best value to the Government.

▪ Best value - the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.

❑ FAR 15.101-1 – Tradeoff process

▪ Used when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. The Government can pay a higher price to receive certain perceived benefits (e.g., better past performance record providing a lower risk of performance issues in executing our requirements).

▪ All evaluation factors that will affect contract award and their relative importance shall be clearly stated in the solicitation.

▪ Past performance will be evaluated in accordance with FAR 15.305.

Best Value – Tradeoffs

72 P-200 Nuclear Power Training Facility Simulation Expansion, Joint Base Charleston, Charleston, South Carolina

❑ FAR 15.101-1 – Tradeoff process

▪ Potential Evaluation Factors:

• Price

• Non-Price:

– Factor 1 – Experience: Focuses on the experience an Offeror has on relevant projects. A relevant project will be one that is similar in nature to the RFP based on a comparison of the size, scope, and complexity.

– Factor 2 – Past Performance: Focuses on how well the Offeror performed on relevant projects.

Contractor Performance Assessment Reporting System (CPARS) ratings and Past Performance

Questionnaires (PPQs) specific to the relevant projects submitted at minimum. Other performance statements and CPARS in the system will be considered.

– Factor 3 – Safety: Focuses on the safety record of the Offeror and how they will manage safety on this project.

78 P-200 Nuclear Power Training Facility Simulation Expansion, Joint Base Charleston, Charleston, South Carolina

❑ The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors; and to award the contract to the offeror submitting the proposal determined to represent the best value—the proposal most advantageous to the Government, price and other factors considered.

❑ The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

❑ The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.

❑ All technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.
