November 13, 2025
Questions and Answers
1. Can you explain what the Contracting team will request/require from contractors to receive the CUI documents? The typical CUI NDA? There was a note that contractors need to be NIST compliant, with the CMMC, confirm that Level 2 is not required for this solicitation.
ANS: Specific instructions on how to receive the CUI documents will be provided as part of the solicitation package. CMMC Level 2 (self) is required by this project.
2. I'd like to ask just for confirmation that there is not a PLA required with this contract.
ANS: Confirmed. There is no PLA requirement for this project.
3. Once the High Bay is complete and they start building PPTTS, does that change the site security requirements at all?
ANS: No. Security requirements remain the same.
4. Q: Is this a D Pass rating procurement?
ANS: This project has a DC02 rating.
5. Regarding Dominion Energy, if the utility requires any prepayment prior to start work, will NAVFAC pay the utility company?
ANS: The utility company has a payment schedule that will be carried over into the contract. The contractor will submit such required prepayment to the Government as an invoice and the Government will pay the invoice.
6. Will the Government accept storing electrical equipment off site, like transformers and electrical equipment, and providing payment?
ANS: ROICC office is accustomed to doing this and prepared to do it on this project.
7. Is there an opportunity for contractors to ask questions and get answers prior to the RFP release in January, between now and January?
ANS: Yes, send those questions to the Contracting Officer, Lindsay Betteridge, and
Contract Specialist, Dennis Bourgault. Responses will be published to the group.
8. Is there an opportunity for an extension in the bid due date?
ANS: We do want to have a lot of extensions. If there are a lot of pre-proposal inquiries and it takes the Government some time to respond to some of those, there may be an extension, but we cannot predict that.
