PRE-PROPOSAL INQUIRY #1

N6945022R0146 – SHERMAN FIELD TREE CLEARING

Questions with Answers

Q1. In wetland areas, are we to cut only trees 20 feet tall and taller (clarification of site visit discussion)?

A1. Cutting within Wetlands. Tree cutting will only be permitted within wetlands. Any tree or vegetation extending a height of 25’ or greater shall be cut. Cutting shall consist of cutting trees 6” above grade / waterline and allow felled tree to remain in place. Felled trees shall be dropped to prevent impacts to the natural water or stormwater flow direction.

Q2. Which CLIN should costs associated with eagle’s nest be included?

A2. CLIN 0002 – Tree Clearing SOUTH RW01.

Q3. Is a full NEPA Environmental Assessment required?

A3. No. Upon completing the Surveying requirements a meeting with NASP Environmental and NEPA agencies will review surveys and determine if any potential impacts exists and determine remedies. But, no full NEPA EA will be required. NEPA directs federal agencies, when planning projects or issuing permits. Therefore, the contractor or contractor representative shall address NEPA requirements. Contractor shall conduct environmental reviews in coordination with NASP Environmental Department to consider the potential impacts on the environment by their proposed actions. The key elements of this process shall include determining potential environmental impacts on Gopher Tortoises, BASH issues, Eagle Nesting and Cultural Resources including the wetland delineations and stormwater controls.

Q4. Should the 3 past performance references be submitted as CPARs?

A4. Since past performance is not an evaluation factor, there is no required format. Any documentation is acceptable, to include CPARs, COR reports, past performance questionnaires, or emails from references that can be verified.

Q5. Page 16 of Statement of Work, last bullet, list ‘as-built survey’. Is an as-built survey required at completion?

A5. Yes. As-Built Survey(s) and Certification of Completion addressing the documents outlined within this Proposal and Section 8.4.

Q6. Where the data came from of the mapped wetlands on those maps? Was a previous delineation done for the site, if so, what year was it done. Or if the data isn't from a previous delineation, what source was the information retrieved from? It doesn’t seem to match the National Wetlands Inventory of mapped wetlands so it must originate elsewhere.

A6. Wetland data is approximately 25 years old and only to be used a guidance. A Wetland Survey will be required and approved by NASP Environmental.

Q7. Are there any specs for this project?

A7. All required documentation has been provided. Specifications are not required as it is the expectation that prospective offerors will follow standard industry commercial practices.

Q8. Please confirm that a “triple-hat” can manage this project.

A8. Yes a triple hat can manage project and shall be onsite during any activities. Recommend having additional substitutes approved.

Q9. Has there been initial communication with SHPO (state historic preservation office) regarding the cultural resources?

A9. Yes. NASP Environmental has a Cultural Resource Officer on staff.

Q10. Are there specific requirements/qualifications field staff needs in regards to the cultural resources?

A10. Yes. The person involved with these activities would need to have and show qualifications and/or experience.

Q11. Has there been initial communication with agencies in regards to the potential environmental impacts to the Gopher Tortoises, BASH (bird air strike hazard) issues and Eagle Nesting? Are there permits, if any, already obtained?

A11. Yes. NASP Environmental (EV) and US Fish & Wildlife have permits. If any new environmental impacts are discovered, Contractor shall notify NASP EV and contractor shall avoid these areas. NASP will be responsible for securing these approvals / permits. However, please note contractor remains responsible for surveying in and around these areas.

Q12. In the Wetlands, what if the 6” mark to cut the tree is underwater?

A12. All tree cuts within wetlands will be 6” above water and ground surface.

Q13. In reference to Section 6.1 Boundary Survey, will we be given a CAD drawing or a coordinate file with each boundary perimeter to be staked?

A13. Contractor will only be provided with control points or GPS Coordinates for each RW Approach Centerline. The remaining boundaries shall be located as per dimensions provided.

Q14. In reference to Section 6.1 Boundary Survey, what size should the concrete monument be? Are there any dimension specs for the concrete monuments? How deep into the ground will the concrete monuments need to be set?

A14. This should be a typical Survey Concrete Monument (4” x 4” 18” deep) flush with grade and marked with metal tab noting “RW CL”.

Q15. In reference to Section 6.1 Boundary Survey, will an escort be required when setting perimeter stakes on the boundary closest to the runway threshold?

A15. No, the Surveyor shall take Airfield Access training and will be required to communicate via radio with Tower when surveying within 200’ of RW.

Q16. In reference to Section 6.2 Topographic Survey, are we just confirming the existing contours shown on the exhibits and adjusting as needed? Do we know how the contours on the exhibits were generated? LiDAR?

A16. Contours were derived from old maps and old LiDAR imaging. New contours shall be obtained and shown on Certified Boundary & Topography Survey. Contours shall be within one foot increments.
