Endangered Species Habitats: Do not initiate any action that may disturb, endanger, or damage to any degree the habitat of a threatened and endangered species.
Wetlands: Do not excavate or take any action that could fill or damage any wetland unless working under a project specific Corps of Engineers 404 permit. Wetlands include streams, riparian areas, bogs, marshes and swamps.
20.13. Drinking Water – Utilization of the Installation’s water distribution system for contractor activities requires written Government authorization. The presence of a back-flow preventer or air gap (as defined in TCEQ RG-195) must be verified before written authorization will be provided.
20.13.1. NOT APPLICABLE TO THIS SOW. Distribution System Repairs: All drinking water system repairs shall be performed in accordance with 30 TAC §290.47(e) and NAVMED P5010.
All newly installed pipes must be adequately flushed before putting on line to remove dirt or debris and after chlorination to reduce excess chlorine residual. After chlorination, flush until the chlorine residual of the repaired/new line is no greater than 3.0 ppm. When making a repair (not replacement, e.g., installing a utility clamp) of existing water lines that do not come in contact with either the ground or internal flooring, flushing is sufficient without chlorination. However, the interior of all pipe and fittings (particularly couplings and sleeves) used to make a repair must be thoroughly swabbed or sprayed with a 10,000 ppm (1 percent) chlorine solution. When disinfecting a section of pipe too long to be swabbed or sprayed, the slug method as detailed in AWWA Standard C651-14, or most recent edition, can be used for repairs.
The water line directly upstream of the repair and the closest water line downstream of the repair must be flushed for a minimum of 30 minutes or until all water is clear.
Immediately after disinfecting and flushing, the water samples should be collected and sent to a State certified laboratory for coliform analysis. The first sample should be collected immediately after the repair (at a representative point downstream of the repair) and a second sample must follow 24 hours later. Unless necessary, the water should not be returned to service until the results of the first sample are known (usually 24 hours after the sample is taken). If the water service must be resumed before that time, verify in writing, that correct disinfection and flushing procedures were followed. The laboratory being used must contact sampling personnel immediately upon knowledge of a positive result. If either the first or the second bacteriological sample is positive, immediately notify the FEAD POC in order to coordinate corrective action.
The PWO or designated individuals will control all actions until two consecutive negative samples are achieved. When bacteriological sample results will not be known, within 24 hours of the repair, and/or samples cannot be delivered to a certified laboratory, ensure the flushing and disinfection procedures above have been followed. Bacteriological samples must be collected the first normal work day and immediately delivered to a certified laboratory
20.13.2. NOT APPLICABLE TO THIS SOW. Distribution System Repairs: All drinking water system repairs shall be performed in accordance with 30 TAC §290.46, AWWA C651, and UFC 2-230-01. When installing new water lines (as part of a repair, not a new installation) 10 or greater in length, the slug method of chlorination should be used. A slug of chlorine solution (usually 300 to 500 ppm) will be flushed through the pipe to waste. When this is done, it is important to flush all the super-chlorinated water out of the line. NAVMED P5010, Table 5-17- 1 provides chlorine dosage guidance. When installing water lines for new installations, chlorine must be added to the line to bring the residual up to 25 ppm. The chlorinated water must be held for 24 hours; at the end of 24 hours the chlorine residual must be checked, and must be at least 10 ppm. If the chlorine residual is at least 10 ppm after 24 hours, the flushing and bacteriological sampling phases begin. If the residual is less than 10 ppm, the line must be re-chlorinated. When disinfecting lines is warranted, use the Quick Chart (NAVMED P5010, Table 5-17-1) for Potable Water Piping Disinfection.
When chlorinating, the system not affected by the repair or the new installation must be isolated from the work. This is to ensure that the part of the system still being used by customers will not become contaminated or subject to super- chlorinated water (which can cause extreme illness).
20.13.3. NOT APPLICABLE TO THIS SOW. Drinking water service shall not be restored to consumers until the Government reviews the bacteriological monitoring data and provides written authorization to restore service. If any bacteriological samples are positive for fecal coliforms, the contractor shall notify the FEAD POC immediately.
20.13.4. NOT APPLICABLE TO THIS SOW. Lead Free Plumbing: Effective January 4, 2014, the EPA mandated that only “lead free” products complying with the Reduction of Lead in Drinking Water Act of 2011 which amended Section 1417 to the Safe Drinking Water Act shall be used in the installation or repair of any public water system; or any plumbing in a residential or non-residential facility providing water for human consumption. Contractor shall provide product manufacturer specifications and a copy of NSF/ANSI Standard 61 Section 9 certification markings from product packaging as documentation attesting to the contracting officer products compliance with the Reduction of Lead in Drinking water Act.
20.14. NOT APPLICABLE TO THIS SOW. Installation Restoration site guidelines for excavation and soil disturbances within regulated waste sites on the installation have been established to ensure protection of installation personnel and contract employees performing soil-disturbing activities.
Contractor shall complete a Public Works “Application for Excavation Permit” for all soil-disturbing activities.
Contractor shall provide at least one HAZWOPER certified on-site worker that must be present at the work site during all soil-disturbing activities. Contractor shall provide employees with appropriate personal protective equipment to minimize exposure to potentially hazardous chemicals. All soils or groundwater removed from the excavation site should be analyzed prior to disposal to ensure compliance with local, state, and federal requirements for proper disposal.
20.15. Storm water Pollution Prevention: Discharge to the storm water system of hazardous substances or not anything other than storm water or de-chlorinated potable water will NOT be permitted under any circumstances. Store hazardous materials in a centralized location indoors, undercover, or in lockers that prevent contact with storm water. Locate storage areas away from drains. Collect and properly dispose non-hazardous construction wastes, trash, and debris throughout the site at least once a day and before storm events.
Disposal of concrete washout to the soil or storm water system is prohibited. Wash out concrete chutes, hoppers, and other containers off Government property or collect concrete washout liquids and solids in pre-fabricated or field erected washout facilities. Washout facilities must be sited and constructed to resist damage and prevent spills and leaks. Excess concrete shall not be dumped on site.
Contain slurry and sediment from concrete saw cutting or boring operations to the immediate work area. Shovel or vacuum these materials and remove from the site. If residue remains after drying, sweep the area and remove residue to avoid contact with storm water or entering a storm drain.
Prior to soil disturbance and during construction, implement and maintain all erosion and sediment control measures (best management practices) required to retain sediment on-site and to prevent violations of state water quality standards. Best management practices may include temporary seeding, construction of sediment basins, diversion channels, berms, inlet protection, and use of silt fences, and synthetic or straw bales to retard and divert runoff to protected drainage courses.
