About this file

This document contains questions and responses regarding an amendment to a solicitation for indefinite delivery/indefinite quantity contracts for architect-engineer design and related services. The solicitation, issued by the Department of the Navy Naval Facilities Engineering Command, seeks up to three IDIQ contracts for multi-discipline architect-engineer services including design-bid-build documents and design-build requests for proposal for various project types within the Naval Facilities Engineering Systems Command Southeast area of responsibility. One question seeks clarification on state registration requirements to demonstrate licensure to perform architect and engineering services within the region as stipulated in the solicitation. The amendment provides responses to clarify that one state registration number for each participating firm office or branch location is sufficient proof of licensure.

GOVERNMENT RESPONSE

SF330 Submission Requirements states “In accordance with the FAR 36.601-4(b) the AE firm must be a registered/licensed Architectural and/or Engineering firm to be eligible for award. Provide proof that the firm is permitted by law to practice the professions of Architecture or Engineering, (e.g., state registration number, or a brief explanation of the firm’s licensing in jurisdictions that do not register firms, etc.).” FAR 36.601-4(b) states “Contracting officers may award contracts for architect-engineer services to any firm permitted by law to practice the professions of architecture or engineering.” Please clarify what documents you require for sufficient proof that the firm is permitted by law to practice the professions of architecture or engineering. Does one (1) state registration for each of the Firm’s participating office/branch locations provide sufficient proof? Are you requiring firms to provide licensure for each state in the NAVFAC SE AOR in which the firm is licensed to practice?
