GOVERNMENT RESPONSE
Please confirm the criteria stated in Criterion 1, Section 2.3 Structural Engineering is correct.
Criterion 1, Section 2, c. Structural Engineering is revised as follows:
c. Structural Engineering– Provide two (2) Licensed Professional Structural Engineers.
One of the two Licensed Professional Structural Engineers shall demonstrate experience performing seismic evaluations of existing facilities per ASCE/SEI 31 and experience performing Seismic Rehabilitation per ASCE/SEI 41-13.
The Synopsis for N69450-22-R-0015 includes the following sentences in Criterion 2 - Specialized Experience:
“Provide a minimum of five (5) example projects that have achieved construction completion (construction contract completion date (CCD)). The remaining projects submitted must be at least “design complete” (or “RFP complete” for Item 2d).”
“Projects shall be submitted on the SF-330 at Part I, Section F and shall be construction complete for Design-Bid-Build projects or design complete for Design-Build projects.
Projects not final construction complete or design complete will be excluded from evaluation consideration.”
These sentences seem to be contradictory, so the question is as follows:
For projects to be include in SF330, Part I, Section F: is it permissible for any Design-Bid- Build projects to be “design complete” only?
Criterion 2 - Submission Requirements, Para 4 is revised as follows: "Projects shall be submitted on the SF 330 at Part I, Section F and shall be completed projects as defined above. Projects not completed as defined will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered one (1) project, as is a stand-alone contract award, for the purpose of demonstrating “Project Experience.” Project experience demonstrating completion of 100% Plans and Specifications for a Design-Build contract will be considered equivalent to completing these documents for a Design-Bid-Build contract. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated. "
Design Bid Build projects that are "design complete" are permissible in addition to the required minimum five (5) example projects.
Under SF-330 Submission Requirements, it states that ‘Introductions shall be included in Sections E and F.’ No reference to the Introductions is provided in the Submission Requirements for Criterion 1 – Professional Qualifications and Technical Competence (SF330, Part I, Sections E & G), or Criterion 2 – Specialized Experience (SF 330, Part I, Section F).
a. Will information provided in these introductions be included in the evaluation of Criterion 1 and Criterion 2 against the specific selection criteria?
b. Are there any limitations to the information that we can provide in these sections?
c. Given the number of required resumes (24 pages), project descriptions (10 pages), and other solicitation requirements that must fit within the 45-page limit for Part I of the SF330, would NAVFAC exclude the introductions to Sections E and F from the page count or increase the page limits?
a. Information provided in Section E and F Introductions will be taken into consideration in the overall evaluation of SF 330 submissions.
b. Comply with the submission requirements of the Synopsis.
c. The page limit for Part I is increased to include two (2) additional pages in Section E and two (2) additional pages in Section F for Introductions. The page limitation for Part I is also increased to fifty-five (55) pages to accommodate additional information in Sections E & H.
Question No.
QUESTION
The solicitation requires one ‘Licensed’ Architect or Engineer to fill the Cost Estimator and Scheduler position. Typically, these services are not provided by the same individual, but are two distinct roles, with one individual providing cost estimating and another providing scheduling. In addition, a license in architecture or engineering is not a requirement for individuals to receive industry-recognized professional certifications for cost estimators and project and cost controls professionals. As such, would NAVFAC consider the following?
a. Removing the licensing requirement for this position or replacing it with requirements for certification in this role (e.g., Certified Cost Professional (CCP)).
b. Splitting this position into two: a Cost Estimator and a Scheduler.
Criterion 1 — Professional Qualifications and Technical Competence, Part 3 is revised as follows:
f. Cost Estimator: Provide one (1) Cost Estimator with a minimum of five (5) years demonstrated professional experience performing cost estimating services.
Professionals should have active certification as Certified Cost Professional (CCP) through AACE, International and/or Certified Professional Estimator (CPE) through the American Society of Professional Estimators (ASPE). Experience performing cost analyses for Navy and DoD facilities similar to those anticipated for this contract will be evaluated more favorably.
g. Scheduler: Provide one (1) Scheduler with a minimum of five (5) years demonstrated professional experience performing scheduling services. Experience performing scheduling analyses for Navy and DoD facilities similar to those anticipated for this contract will be evaluated more favorably.
Professional licensure as an Architect or Professional Engineer is not a requirement.
The minimum number of resumes is increase to twenty-five (25) for the addition of a resume for Scheduler.
Resumes are required for one Task Order Manager and three Project Managers. Please clarify how the roles and responsibilities for these two positions are distinguished from each other.
The Task Order Manager is a Licensed Professional Architect or Engineer and principal point of contact to the government for this contract. Project Managers who are responsible for managing the deliverables provided to the government.
Due to the large number of resumes, projects, and other specific solicitation requirements required for this SF330, would the government increase the page limits to 55 pages?
The page limitation for Part I is increased to fifty-five (55) pages to accommodate additional information in Sections E & H.
Page 9, #4: The synopsis states that the resumes listed under Specialists are not required for submission.
Page 10 under resumes, the synopsis states to include resumes for Specialists. Please clarify.
Resumes for Specialists in Part 3 are required. Resumes for Specialists in Part 4 are not required.
Criterion 1 - Professional Qualifications and Technical Competence states to “Provide one (1) Task Order Manager who is a Licensed Professional Architect or Engineer. (Note:
The Task Order Manager may not also serve in the role of Project Manager).” Can you provide clarification for the role of Task Order Manager? Is this to be understood as a role comparable to a Program Manager or Principal-In-Charge?
The Task Order Manager is a Licensed Professional Architect or Engineer and principal point of contact to the government for this contract. Project Managers who are responsible for managing the deliverables provided to the government.
Criterion 2 – Specialized Experience has two apparently conflicting requirements. Under “Submission Requirements” it states to “Provide a minimum of five (5) example projects that have achieved construction completion (construction contract completion date (CCD). The remaining projects submitted must be at least “design complete” (or “RFP complete” for Item 2d).” Later in this same section it states “Projects shall be submitted on the SF-330 at Part I, Section F and shall be construction complete for Design-Bid- Build projects or design complete for Design-Build projects. Projects not final construction complete or design complete will be excluded from evaluation consideration.” Is the intent for all Design-Bid-Build projects to be construction complete or only 5 projects to be construction complete?
Criterion 2 - Submission Requirements, Para 4 is revised as follows: "Projects shall be submitted on the SF 330 at Part I, Section F and shall be completed projects as defined above. Projects not completed as defined will be excluded from evaluation consideration.
For submittal purposes, a task order on an IDIQ contract is considered one (1) project, as is a stand-alone contract award, for the purpose of demonstrating “Project Experience.”
Project experience demonstrating completion of 100% Plans and Specifications for a Design-Build contract will be considered equivalent to completing these documents for a Design-Bid-Build contract. Do not submit an IDIQ contract as an example project.
Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated. "
Therefore, Design Bid Build projects that are "design complete" are permissible in addition to the required minimum five (5) example projects.
Criterion 2 – Specialized Experience requires “All of the example projects shall have met their design completion or construction completion milestones within seven (7) years immediately preceding the date of issuance of this notice…” and further requires all projects to be either design complete (for Design-Build) or construction complete (for Design-Bid-Build). Criterion 1 – Professional Qualifications and Technical Competence requires “recent (within the last five (5) years) project-specific experience”. What is the meaning of within the last five years for Criterion 1? Is this design completion? The Section E projects won’t include DBB projects used in section F if the Section F projects must be construction complete and the Section E projects must be design complete within the last 5 years, since construction can take 2-3 years and award of the construction project may be delayed from completion of design.
" Therefore, Design Bid Build projects that are "design complete" are permissible in addition to the required minimum five (5) example projects.
Can an additional 10 pages be provided to increase the page limit for Part I to 55 pages total?
The page limitation for Part I is increased to fifty-five (55) pages to accommodate additional information in Sections E & H.
Does a cover letter count towards the page limit (currently 45 pages)? A Cover Letter will not count toward the submission page limit. Cover letters are not to exceed one (1) page in length.
SF-330 Submission requirements states that, “font limitations do not apply to graphics, captions or tables.” Please confirm this statement applies to the entire SF-330 submission and not just the Organizational Chart.
For clarification, font limitations do not apply to graphics, captions or tables within the SF330 submission.
Criterion 1 Professional Qualifications and Technical Competence, Submission Requirements
• Per the solicitation, resumes should cite recent (within the past 5 years) project-specific experience (minimum of two (2) projects) in work relevant to the services required under this project. Based on this requirement. are all proposed key personnel required to tie to two Section F projects?
Per Criterion 1 Submission Requirements, "Key Personnel experience may be considered more favorably by demonstrating the following:
e. Experience of the AE team in the example projects submitted in the SF 330, Section G.
Participation of Prime Contractor personnel will be evaluated more favorably than experience of their Subcontractor(s)." Key Personnel Participation for example projects submitted in Section F is summarized in Section G.
SF-330 Submission Requirements
• Per the solicitation, SF330s may be delivered via commercial couriers, postal service, or hand delivered. For hand delivery, are offerors required to request hand delivery via the Contracting Specialist or fill out paperwork in order to request gate/base access to hand deliver the SF330 proposal? If yes, please indicate paperwork, due date, and a method of requesting hand delivery.
If you would like to submit your SF330 by hand delivery, please contact the Contract Specialist, Nicole Jackson at nicole.m.jackson49.civ@us.navy.mil by 21 January 2022 to coordinate paperwork.
Criterion 2, Specialized Experience Submission Requirements
• If a firm has one design TO that has three separate design deliverables and three separate construction bids, can a firm show this TO as three separate projects in Section F or is it only to be shown as one project in Section F?
• Per the solicitation, Projects shall be submitted on the SF-330, Part I, Section F and shall be construction complete for Design-Bid-Build projects or design complete for Design- Build Projects. To clarify, did the Government intend for the solicitation to state that design must be complete for Design-Build RFP Projects not Design-Build Projects?
• Per the solicitation, Provide a minimum of five (5) example projects that have achieved construction completion (construction contract completion date (CCD)). The remaining projects submitted must be at least “design complete” (or “RFP complete” for Item 2d).
The solicitation further states, Projects shall be submitted on the SF-330, Part I, Section F and shall be construction complete for Design-Bid-Build projects or design complete for Design-Build Projects. Projects not final construction complete or design complete will be excluded from evaluation consideration. This seems to contradict the earlier instructions for a minimum of five (5) example projects that have achieved construction completion. Will the government please confirm how many projects in Section F must be final construction complete?
• For submittal purposes, a task order on an IDIQ contract is considered one (1) project, as is a stand-alone contract award, for the purpose of demonstrating “Project Experience.”
• At least five (5) of the example projects must be construction complete, and the remaining projects must be at least design complete (or RFP complete). Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered.
• Criterion 2 - Submission Requirements, Para 4 is revised as follows: "Projects shall be submitted on the SF 330 at Part I, Section F and shall be completed projects as defined above.
Under Criterion 2-Specialized Experience (SF330, Part I, Section F), the solicitation indicates that ‘Firms may be considered more favorably by demonstrating’ experience or qualifications in eight (8) areas listed as ‘a.’ through ‘h.’ Some of the listed items indicate that experience of ‘A-E staff, key personnel, and sub-consultants’ demonstrates capabilities in these areas. Specifically, items e., g., and h.
At the end of the Submission Requirements for Criterion 2, the solicitation states: ‘All information for Criterion 2 should be submitted in the SF330, Part I, Section F of the. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 2.’
a. Please confirm that information provided in other sections of the proposal including Section E, where we provide resumes of key personnel, and Sections C and H, where we would provide information on sub-consultants, will be taken into account in the scoring of the areas listed as receiving more favorable consideration based on experience of ‘A-E staff, key personnel, and sub-consultants.’
b. Otherwise, we request that the evaluation criteria of other sections be modified to include these items.
The government evaluation of Criterion 2 will be based on all information submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 2.
In the second to the last paragraph in Criterion 2, the solicitation states: ‘Projects shall be submitted on the SF-330 at Part I, Section F and shall be construction complete for Design-Bid-Build projects or design complete for Design-Build projects. Projects not final construction complete or design complete will be excluded from evaluation consideration.’ This seems to be inconsistent with the Submission Requirements for this section, which indicate that a minimum of 5 projects must have achieved construction completion, with the remaining achieving design or RFP complete.
a. Please confirm that Design-Bid-Build projects may be submitted that are design complete, but not construction complete, as long as there are 5 other projects that are construction complete.
b. Please confirm that the 5 projects that are construction complete can include both DBB and DB projects.
a. Design Bid Build projects that are "design complete" are permissible in addition to the required minimum five (5) example projects.
b. Refer to Criterion 2, Para 1, a. through e. for representative project submission requirements.
Could this requirement be revised to allow credentialed cost estimators (AACEI, CCP, CEP, etc.) and scheduling professionals (PSP) to match industry standards? Qualified and experienced professionals are not licensed, architects or engineers.
f. Cost Estimator and Scheduler: Provide one (1) Licensed Architect or Engineer with a minimum of 5 years demonstrated professional experience performing cost and scheduling services. Experience performing cost and schedule risk analyses for Navy and DoD facilities will be evaluated more favorably.
Criterion 2 – Specialized Experience. Please confirm that design complete for 100% Full Plans and Specifications is achieved when the plans and specs of the final design is signed and sealed?
Design completion is determined by the date of design acceptance by the client or customer.
Criterion 2 – Specialized Experience, submission requirements indicates that all example projects shall have met their design completion or construction completion milestones within seven (7) years of the synopsis issue date. Five (5) of the example projects must have achieved construction completion. Would a project delivered under the design-build delivery method, where 100% Plans and Specifications were prepared, be considered a relevant example project if the construction completion is within seven years even though the design completion date exceeds seven years?
Criterion 2, Submission Requirements, Para 1 is revised as follows: Provide a minimum of five (5) example projects that have achieved construction completion (defined as the construction contract completion date (CCD)). The remaining projects submitted must be at least “design complete” (or “RFP complete”). All of the example projects shall have met their design completion milestones within seven (7) years immediately preceding the date of issuance of this notice and best demonstrate specialized experience of the proposed team in the areas outlined above. Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered. If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.
Criterion 2 – Specialized Experience, submission requirements indicate, “Projects shall be submitted on the SF-330 at Part I, Section F and shall be construction complete for Design-Bid-Build projects or design complete for Design-Build projects.” This appears to constrain the relevancy of full plans and specification projects based on their delivery method. Please confirm that projects delivered under either delivery method (DB or DBB) can qualify as a relevant project as long as the projects meet one of the two completion dates (design complete or construction complete)?
a. Design Bid Build projects that are "design complete" are permissible in addition to the required minimum five (5) example projects.
b. Refer to Criterion 2, Para 1, a. through e. for representative project submission requirements.
Criterion 1 — Professional Qualifications and Technical Competence (SF330, Part I, Sections E & G): The synopsis states, “Indicate the professional registration held (PE, RA, NCIDQ, etc.) for each person on the organizational chart and the name of the company they work for. “Please confirm that employees of a Joint Venture partnership (unpopulated) can be reported as JV employees, not employees of their individual firms”.
Per Criterion 1, Submission Requirements, Para 2: Indicate the professional registration held (PE, RA, NCIDQ, etc.) for each person on the organizational chart and the name of the company they work for.
Criterion 1 — Professional Qualifications and Technical Competence (SF330, Part I, Sections E & G): The synopsis states, “ A minimum of one (1) of the three (3) Licensed Professional Mechanical Engineers shall be an Energy Specialist who is an Accredited Professional with experience providing facility energy assessments and Whole Building Energy Simulations as part of the integrated design process beginning with the project’s initial conceptual design. The energy specialist should have documented experience on at least two (2) large, (30,000 sf minimum), and complex projects. Attainment of a CEM certification through American Energy Engineers or an ASHRAE certified BEMP may be considered more favorably in evaluating the total submittal package.” What does accredited professional mean with respect to the Energy Specialist? Simply a P.E.?
Criterion 1, Part 2, d. is revised as follows: Mechanical Engineering - Provide three (3) Licensed Professional Mechanical Engineers. A minimum of one (1) of the three (3) Licensed Professional Mechanical Engineers shall be an Energy Specialist who is a US Green Building Council (USGBC) and/or Green Building Initiative (GBI) Accredited Professional with experience providing facility energy assessments and Whole Building Energy Simulations as part of the integrated design process beginning with the project’s initial conceptual design. The energy specialist should have documented experience on at least two (2) large, (30,000 sf minimum), and complex projects. Attainment of a CEM certification through American Energy Engineers or an ASHRAE certified BEMP may be considered more favorably in evaluating the total submittal package.
The Accredited Professional is a PE holding an active accreditation through the US Green Building Council (USGBC) and/or Green Building Initiative (GBI).
Criterion 1 — Professional Qualifications and Technical Competence (SF330, Part I, Sections E & G): Please confirm that a licensed professional Architect can fulfill the key personnel roles of both a Project Manager and Architect since this is a regular practice of SB AE firms?
Refer to Criterion 1 — Professional Qualifications and Technical Competence for Key Personnel requirements. Per Submission Requirements, Para 2, A single person in a Primary Discipline may fill the role of a Specialist and a Licensed Professional if they meet all necessary qualifications. This provision does not apply to Management personnel including Project Managers.
Criterion 1 — Professional Qualifications and Technical Competence (SF330, Part I, Sections E & G): Please confirm that project experience provided for resumed key personnel in the last five years from the issue date of the synopsis does not have to be design complete or construction complete. If it does, please define complete for the different types of relevant AE services.
Criterion 1, Submission Requirements, Para 1 is revised as follows: SF330, Part I, Section E. Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes are limited to one (1) page and must indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite project specific experience on a minimum of two (2) representative projects having met their design completion milestones within five (5) years preceding the date of issuance of this notice and relevant to the services required under this contract; and indicate proposed role in this contract. Indicate participation of key personnel in example projects in the SF330, Part 1, Section G.
Criterion 1 – Section 3. Specialists
• It is indicated that a Licensed Architect or Professional Engineer is required for the Cost Estimator & Scheduler. This is atypical for US DoD - NAVFAC AE opportunities as an engineering and/or construction management degree and an industry recognized certification through AACE International (Certified Cost Professional) has greater relevancy than a traditional Professional Engineer. Will the Government consider removing the Architect/PE requirement and update to reflect a CCP or CPE certification requirement by AACE International and/or ASPE.
Criterion 1 – Section 3. Specialists
• It is indicated that a Licensed Architect or Professional Engineer is required for the Cost Estimator & Scheduler. Industry standard would be for these to be two separate personnel.
Will the Government consider splitting these specialists, accepting one resume for Cost Estimator and another resume for Scheduler and increasing the minimum resumes to 25?
Criterion 1 – Submission Requirements
• Per the solicitation, “Resumes are limited to one (1) page and should indicate:
professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past five (5) years) project-specific experience (minimum of two (2) projects) in work relevant to the services required under this contract; and indicate proposed role in this contract. Indicate participation of key personnel in example projects in the SF330, Part 1, Section G.” As Section F projects are allowed to go back 7 years, will the Government please confirm if a minimum of two projects must be within 5 years and the rest can be within 7 years or whether all projects must be within 5 years?
Criterion 2 – Specialized Experience
• Per the solicitation, “All information for Criterion 2 should be submitted in the SF330, Part I, Section F of the [word omitted in solicitation]. The Government WILL NOT consider information submission in addition to Part 1, Section F in the evaluation of Criterion 2.” Will the Government please confirm whether they will accept additional information from Section E included in Section H?
Per Criterion 2 – Specialized Experience, all information for Criterion 2 should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 2.
Additional information from SF330, Section E related to Key Personnel Professional Qualifications and Technical Competence may be included in Sections E & H.
SF-330 Submission Requirements
• Per the solicitation, “Introductions shall be included in Sections E and F.” Will the Government accept additional two pages in Section H in lieu of introductions to Sections E and F so long as the 45 page limit is not exceeded for Part I?
The page limit for Part I is increased to include up to two (2) additional pages in Section E and up to two (2) additional pages in Section F for Introductions.
The page limitation for Part I is also increased to fifty-five (55) pages to accommodate additional information in Sections E & H.
Due to the recent and upcoming Federal holidays as well as pending RFI responses, would the Government consider granting an extension to the proposal due date?
Responses to the synopsis are due no later than 2:00pm ET, 28 January 2022.
Criterion 1 indicates that the personnel resumes shall cite projects within the past five (5) years. Criterion 2 indicates that the example projects shall have met their design completion or construction completion milestones within seven (7) years immediately preceding the date of issuance of the synopsis. This may cause some of the Section F Projects to not appear on the Section E Resumes. Is this acceptable to the Government, or will the Government allow projects up to seven (7) years old to be cited on the Section E Resumes?
Criterion 1 – 3.f. Cost Estimator and Scheduler:
It is indicated that a P.E. is required for Cost Engineering. This is atypical for USACE AE opportunities as an engineering and/or construction management degree and an industry recognized certification through AACE International (Certified Cost Professional) has greater relevancy than a traditional Professional Engineer. Would you consider removing the P.E. requirement and update to reflect a CCP or CPE certification requirement by AACE International and/or ASPE

Criterion 1 – Section 3. Specialists. It is indicated that a Licensed Architect or Professional Engineer is required for the Cost Estimator & Scheduler. This is atypical for US DoD NAVFAC AE opportunities as an engineering and/or construction management degree with an industry recognized certification through AACE International (Certified Cost Professional) has greater relevancy than a traditional Professional Engineer. Would you consider removing the Architect/PE requirement and update to reflect a CCP or CPE certification requirement by AACE International and/or ASPE?

1st statement below suggests to include minimum 5 construction completed projects and remaining must be at least design or RFP complete. However, 2nd statement below indicates that all D-B-B RFP projects should be construction complete.
Can you please clarify on this requirement.
Page 12 of 17 | Submission requirements: Provide a minimum of five (5) example projects that have achieved construction completion (construction contract completion date (CCD)). The remaining projects submitted must be at least “design complete” (or “RFP complete” for Item 2d).
Page 13 of 17, 2nd paragraph | Projects shall be submitted on the SF-330 at Part I, Section F and shall be construction complete for Design-Bid-Build projects or design complete for Design-Build projects.

Under Criterion 1 Submission Requirements, the solicitation states that "Key Personnel experience may be considered more favorably by demonstrating..." several types of experience. Item e. states that "Participation of Prime Contractor personnel will be evaluated more favorably than experience of their Subcontractor(s)." Will the Navy apply the same approach when evaluating Criterion 2, Specialized Experience? In other words, will a Section F project that was performed by the Small Business Prime Contractor be considered more favorably than a project performed by a Team Member/Subcontractor?
Firms may be considered more favorably by demonstrating the experience outlined in Criterion 2, Specialized Experience. Requirements for "firms" responding to this synopsis is provided in the Criterion 2, Submission Requirements, Para 3.
Criterion 1 - Paragraph 3. Specialists, subparagraph f. Cost Estimator and Scheduler:
