Section of RFP Question Answer

Scope of Work

CLIN 0001

Do you have a specific coating you would like to see installed? Mesh can be incorporated into most coating systems.

The SOW states “The contractor shall prepare existing roof surface and apply a Mesh

Reinforced Elastomeric Roof Coating (MERC) to the roof”. We are not specifying any particular name-brand product.

CLIN 0001

What is the substrate this is going to? The tower is a concrete roof with a bituminous roof system installed.

CLIN 0001

Is there a warranty you are looking for? We require a 2yr labor warranty for roofs. The manufacturer warranties that come with the roof system must be provided as a part of closeout.

CLIN 0002

The specs mention that interior painting may only be done on the weekend, due to the tower remaining in use during the week.

a. What is the earliest day and time that work may start on the weekend, and

b. what is the latest day and time that work may continue during the weekend?

c. What hours are allowed during the weekend? Is working nights acceptable?

a. Airfield is closed Saturday and Sunday so it will be up to the NAVFAC

Engineering Technician however long he will be escorting, assume Sat & Sun, 0800-1630.

b. Airfield is closed Saturday and Sunday so it will be up to the NAVFAC

Engineering Technician however long he will be escorting, assume Sat & Sun, 0800-1630.

c. All hours are available, working nights would only be reasonable if it were due to environmental concerns

CLIN 0001

Does the roofing work have to take place during the weekend? Can roofing work take place while the facility is in use?

Yes the Tower roof can be worked on during weekdays while occupied. However coordination with Ground Electronics will be the deciding factor due to multiple RF antennas concerning proximity and hazards.

CLIN 0001

If roofing work can take place while the facility is in use, is access available to the roof via the inside of the tower, that can be used while the facility is in use?

Tower roof is accessible from the tower cab only. Yes the tower roof is accessible while in use but space is limited due to the angle of the stair case.

CLIN 0002

What kind of paint is currently on the walls? Unknown. It might be latex, but we do not know for sure.

CLIN 0002

What is the thickness of the current coating system?

Currently a thin white layer is cracking and flaking/peeling away from the walls and the primer underneath as well

CLIN 0002

What condition is the current coating system in?

dry cracking flacking and peeling away on its own from the wall surface the entire stairwell height.

10 Scope of Work Are there any pictures available of the job site? And more specifically, of

A typical segment of wall

A particularly damaged segment of wall

A typical segment of roof

A particularly damaged segment of roof

Exterior shot of the site

Additional pictures provided via separate attachment.

11 Scope of Work

CLIN 0001

CLIN #1 reference's design under 2. Scope of Work. This is the only reference to design in the RFP. Can the Gov. clarify if design is required and what the requirements are for a design.

There is no design requirement.

12 Scope of Work

CLIN 0001 &

CLIN 0002

There is no mention of weekend work in

SOW

however it was mentioned in walk thru that would more likely be case due to the view not being disturbed. Please verify working days and the time that the work can be done on the Towers Roofing.

CLIN 0001-The roof coating can happen during flight operations as long as there is limited disturbance to the Air Traffic Controllers.

OG- CLIN 0002-Painting weekend work is mentioned in SOW. Contractor will have to accomplish all work on the weekends due to day/night flight operations during the work-week.

The painting of the OG ATCT stairwell must be on the weekend but flight operations typically end at 1700 on Friday and do not begin until

0800 on Monday morning.

13 Scope of Work

CLIN 0002

SOW does not mention painting the ceiling or the blue borders on the base of steps of stairwell. Will the blue border be removed and replaced?

Where is the cutoff for painting the stairwells? If not CMU walls... are other walls painted also?

SOW does not mention of sheet rock only

CMU. Will the CMU only be encapsulated and painted?

The blue border on the base of the steps will be abated and encapsulated with the eggshell color, the same as the rest of the walls. All walls in the stairwell will be painted.

The walls are not CMU, they are sheet rock and plaster.

14 Scope of Work

CLIN 0002

SOW states to apply 2 coats of primer and 1 topcoat. That seems to be backwards but maybe they have a purpose. Normally you apply one coat of primer and 2 topcoats.

Yes, two coats primer one coat paint. The primer must be suitable for encapsulating lead based paint.

15 Scope of Work

The color requested is egg-shell white in color, but no sheen was requested.

Was “Egg-shell” the sheen or the color? If it is the color, what sheen is to be painted?

Match Existing

16 Scope of Work

The contractor shall paint 4,800 SF of walls.

So, we are to assume that we are not painting the ceilings?

The Ceiling Should be painted

17 Scope of Work

Handrails and stairs need to be protected from overspray. When the abatement is performed, it is going to affect the blue runner up the side of the stairs, are we to touch this up, or is the runner getting painted

The blue runner should be painted over with the

Eggshell color.

“Egg-shell” as well?

18 Scope of Work

CLIN 0002

Will the stairs get painted? The underside of the stairs will be painted, but the stair tread, riser and handrail will NOT be painted.

19 Scope of Work

CLIN 0002

Will the Handrail get painted? The stair tread, riser and handrail will NOT be painted.

20 Scope of Work

Also, it says to prep the walls with water blast, CMU should be fine but not the drywall once wet.

The walls are not CMU, they are sheet rock and plaster.

The contractor shall prep all surfaces via low volume high pressure water blasting, scraping, or power/hand tool cleaning per (NFGS-13283) with appropriate environmental and worker safety controls prior to painting.

21 Scope of Work

CLIN 0002

After all the abatement is performed, are we to float and texture walls to match existing or do we need to float and texture the drywall completely to make look smooth and uniform?

The walls should have a smooth finish.
