SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

ANSWERS TO QUESTIONS

RFIs – Any Requests For Information/questions regarding this solicitation or the proposed work MUST be submitted in writing via email to the POC’s listed no later than 10:00 AM on 18 NOVEMBER 2019. Answers to offerors' questions will be posted to FEDBIZOPS in an amendment to the solicitation as needed.

Answers to Questions/RFIs:

1. Are permits needed for this work? If so do we need to secure them locally or does the base have its own permitting department?

No permits are required for this work.

2. Can the waste water from the water blasting operations be discharged to grade/grass provided it is first filtered?

The government has no objection to the contractor de-watering the pressure washer tank on-site provided the following conditions are met. All water to be discharged on-site must go through the pressure washer filter panel. The filter panel must be maintained/cleaned/replaced when no longer removing solids or performing as designed. The first day's discharge of de-water should be onto an impervious surface (i.e., Dead 8 Area pavement). This will give the environmental division an opportunity to inspect the pavement for any solids that may be discharged during de-watering. If there are no observable solids in the discharge after this first day, the environmental division has no objection to the discharge of filtered water onto pervious or impervious areas on the airfield. The environmental division does not approve of the direct discharge of filtered water into surface waters or down storm drains.

3. What type of water filling station can/will the government provide? i.e. fire hydrant. The daily use can be

5,000 - 8,000 gallons

Yes. The government will allow the contractor to fill his equipment from the fill stand that the Fire Department uses. The cost for the water will be at no charge. The fill location is near the Arresting gear shop, near the runway building A126. Contractor will be required to provide the government a daily report on the number of gallons of water it obtains.

4. Section L and M: The Technical Experience and Past Performance sections of the proposal have very similar requirements. When you compare the requirements for Factor II Technical Experience and Factor III Past Performance, the list for the technical section includes all of the items listed on the Past Performance Questionnaire of the past performance section. Can the same information be provided for both sections, i.e. the completed Past Performance Questionnaire and still be considered responsive?

The government requires both sections be addressed in the proposal, but the same information may be used as long as all requirements of are addressed.

5. In accordance with FAR 36.204, could you please indicate what the magnitude of construction range is for the Airfield Rubber/Paint Removal and Surface Painting project? I f this requirement is a services or supply contract (not construction), please indicate so and disregard this request for magnitude.

N6945020R0008

This requirement is being solicited as a commercial service, there is no magnitude of construction range.
