H. SPECIFIC PROJECT DESCRIPTION:

Overview

NAS Key West has an active airfield consisting of runways and associated taxi and apron facilities.

This project consist of all equipment, materials, labor and supervision for the removal of rubber and paint from various airfield locations. It consist of repainting and painting of new markings compliant with most current version of FAA and Naval regulations.

Unit of measurement (For billing of rubber/painting removal and new painting/striping) Rubber Removal (ELIN E001)

The unit of measurement for rubber removal will be the number of square feet of the area that the government has determined to remove the black rubber on the runways. If new painting is required because of the rubber removal, the “square foot” method and payment shall apply and is a separate unit price for that task.

Paint Removal (ELIN E002)

The unit of measurement for paint/painting removal will be the number of square feet of the area that the government has determined to remove off on the runway or taxiways.

Paint (Painting-new or Re-painting) (ELINs E003 and E004)

The unit of measurement for new paint or repainting of existing marking will be the number of square feet of the area that the government has identified to be repainted. If repainting is required because of the rubber removal, the “square foot” method and payment shall apply.

Survey(layout) for new Markings (ELIN E005)

The unit of measurement the survey and layout of NEW painting is based on the linear footage of the overall perimeter of the new item being proposed. For example- For a new 200’ long by 2’ wide marking that has no prior layout, the total linear feet of surveying/layout effort shall be 404feet (200+200+2 +2). If the new marking is a round circle then the unit of measurement shall be the circumference of the circle. If new markings are adjoining and only one layout marking is required, then only one part of the perimeter calculation shall apply for payment. For example a 100’ long by 6inch wide line.

Projected Estimated Quantities

The government has developed an estimate of the anticipated services required each year. These are only estimates and no guarantees are made as to minimum or maximum ordering quantities.

Rubber and Paint Removal Requirements

The Contractor shall provide services required to conduct rubber removal, paint removal, surface painting and markings to designated areas of the airfield. Any existing damage to the pavement systems shall be documented by the KO (Contracting Officer) or designee during site visits. Any damage to the pavement surface, joints, crack seals, or other Government property incurred during the performance of the work shall be reported to the KO and repaired by the Contractor at the Contractor’s expense. Repair methods and materials shall be approved by the KO prior to performance of the repairs. Repairs shall be completed within the performance period for the Task Order..

The worksite shall be kept clean of debris and waste from the removal operations. Cleanup shall immediately follow removal operations. Contractor shall be responsible for advising the Government on suitable methods of removal. (note- Environmentally approved chemicals are authorized).

Rubber removal will be measured by the number of square feet of runway to be cleaned. Exercise close control of water pressure and blasting time/duration to prevent disintegration damage to asphalt and tar concretes. Exercise extremely good control for porous friction courses. Pavement surface temperature shall be at least 5 degrees C (40 degrees F) and rising at the beginning of operations. Operations shall cease during thunderstorms. Operations shall cease during rainfall, except for water blasting and removal of previously applied chemicals. Water blasting shall cease where surface water accumulation alters the effectiveness of material removal.

Rubber deposits, surface laitance, existing paint markings, and other paintings adhering to the pavement shall be completely removed with water blasting, scrapers, wire brushes or approved chemicals. Pavement surfaces shall be allowed to dry according to the manufacturer’s recommendations and specifications, when water is used for cleaning, prior to striping or marking.

Surfaces shall be re-cleaned when work has been stopped due to rain. Where early painting is required on rigid pavements, a pretreatment with an aqueous solution containing 3 percent phosphoric acid and 2 percent zinc chloride shall be applied to prepared pavement areas prior to painting. In general, markings shall not be placed over existing pavement marking patterns. Existing pavement markings, which are in good condition but interfere or conflict with the newly applied marking patterns, shall be removed. Deteriorated or obscured markings that are not misleading or confusing or interfere with the adhesion of the new marking material do not require removal.

Testing/Compliance Requirements

The government may perform compliance testing for any rubber or paint removal. The testing will be performed by the Contractor with the government’s inspector on site to witness the test. The method for compliance shall be by the “90% removal method” . Compliance with the 90 percent removal shall be determined by direct testing within the designated work area.

A 0.1 square meter (approximately one square foot) section of transparent material inscribed with a grid of 100 equal squares shall be used as a tool for quantitative measure of the 90 percent removal.

Place the grid pattern on the pavement surface at random locations. Then count the squares which contain (rubber (and) paint) deposits. The number of squares containing (rubber & paint) deposits shall not exceed 10 in each of the randomly selected locations.

Each work area designated for (rubber & paint) removal shall be divided into at least four equal zones for the purpose of compliance testing. Within each zone, a minimum of seven random locations shall be evaluated. At least 90 percent of the randomly selected areas within each zone must meet the requirement described in paragraph

Each zone shall be evaluated independently. A zone not meeting the 90 percent removal requirement shall be re-cleaned by the Contractor at the Contractor’s expense.

Painting and Striping Requirements

The runways, taxiways and airfield parking aprons periodically require repainting. Some of the repainting requires the removal of the existing painting to similar methods stated in the rubber removal process.

The Contractor shall repaint existing markings and/or paint new markings in compliance with the most current FAA, NAVAIR and UFC criteria as listed in Section 1 (Applicable Codes and standards) of this document.

All pavement markings and patterns shall be placed as shown on the plans included with each task order.

The typical paintings shall be reflective and non-reflective Type II paint (Federal Specification TT-P- 1952) in accordance with all the regulations stated within this document. The Contractor shall be expected to coat typical colors as per the FAA and Naval air requirements (i.e. white, yellow black and red).

Reflective paintings that require glass beads shall be applied to the paint immediately after application of paint to incorporate retro-reflective properties into the markings. The beads for this project shall be Type I in accordance with FAA AC 150/5370.10.

Apply markings at 12 to 14 mils (0.310 to 0.360 millimeters) wet-film thickness for coverage of 121 (±

6) square feet per gallon (2.970 square meters [± 165 square millimeters] per liter). Apply beads to permanent painted markings at the rate recommended for the type beads used. It is undesirable for painted markings to build up beyond a total thickness of approximately 40 mils (1.02 millimeters).

The paint shall be homogeneous, easily stirred to smooth consistency, and shall show no hard settlement or other objectionable characteristics during a storage period of 6 months. Paints for airfields, roads, parking areas, and streets shall conform to FS TT-P-1952, color as indicated.

Pavement marking paints shall comply with applicable state and local laws enacted to ensure compliance with Federal Clean Air Standards. Paint materials shall conform to the restrictions of the local Air Pollution Control District. Reflective media shall comply with FAA AC 150/5370.10.

All new and repainting/striping shall include cleaning of the surface in accordance with industry standards. This includes any concrete, asphalt or existing painting areas.

Foreign Objects Debris (FOD) Requirements

Contractor is responsible to ensure all vehicles tire treads are checked to be free of FOD before entering/operating on the flight line. Contractor will stop their vehicles and check the vehicle tires for rocks and metal, and then conduct a mandatory rollover check immediately after entering the airfield.

All articles located within a vehicle must be secured to preclude them from blowing out of the vehicle and causing damage to aircraft engines and/or tires. Contractor must also ensure any debris created by paint and rubber removal is promptly collected and removed from all airfield areas and disposed of properly. Contractor to provide disposal information to the government as stated in General Requirements, Section 10.

Pre-Performance Meeting Prior to beginning any work, the Contractor shall meet with the Contracting Officer/Contracting Officer’s representative (COR)/CM in order that an approved schedule and sequence of work may be arranged. This meeting shall be held within 14 calendar days after issue date of each task order(unless otherwise agreed upon by the Contracting Officer). The Contractor agrees to prosecute the work with sufficient diligence to ensure completion within the time specified.

Emergency Landings and Contractor Requirements

Emergencies shall take precedence over all Contractor operations. Upon notification from the Control Tower of emergency landing or imminent takeoff, all operations shall be stopped immediately and all personnel and equipment evacuated to an area not utilized for aircraft traffic that is at least 175 feet measured perpendicular to and away from the near edge of the runway. Equipment shall be able to clear the work area within 3 minutes.

Radio Communications

No personnel or equipment will be allowed on the runway until radio contact has been made with the Control Tower and permission is granted by the Control Tower. A radio for this purpose will be made available by the Government at building A-4203, Transient Line (T-Line) for use by the Contractor during performance of the work. The Contractor shall be in contact with the Control Tower at all times during work. When within the radio-controlled areas of the airfield, the Contractor shall maintain continuous verbal and visual contact with the Control Tower. The Contractor shall verbally inform the Control Tower and T-line, when the work has been completed and all equipment, labor, and materials have been removed from the airfield. Upon daily completion of work, the Contractor shall leave the work area in a clean, neat, and orderly condition satisfactory to the Contracting Officer. The Contractor shall verbally inform the Control Tower and T-Line that they are finished.

Materials All materials shall be delivered and stored in sealed containers that plainly show the designated name, formula or specification number, batch number, color, date of manufacture, manufacturer's name, and directions, all of which shall be plainly legible at time of use. Upon notification by the Contractor that the material is at the site or source of supply, a sample shall be taken by random selection from sealed containers by the Contractor in the presence of a representative of the Contracting Officer. Samples shall be clearly identified by designated name, specification number, batch number, manufacturer's formulation number, project contract number, intended use, and quantity involved. Materials may be independently sampled and tested by the Government. If the sample fails to meet specification requirements, the material represented by the sample shall be replaced and the new material will be tested. Testing shall be performed in an approved independent laboratory. If materials are approved based on reports furnished by the Contractor, samples will be retained by the Government for possible future testing should the material appear defective during or after application. Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017.If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts. .Additional information on Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate) Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example: PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG- OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations.

Write to:

Branch of Construction Wage Determinations

Wage and Hour Administrator

U.S. Department of Labor

200 Constitution Avenue, N.W. Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7).

Write to:

Wage and Hour Administrator

U.S. Department of Labor

200 Constitution Avenue, N.W. Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board

U.S. Department of Labor

200 Constitution Avenue, N.W. Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
