“RFP N69450-20-R-0005, IDIQ DB/DBB KINGS BAY MACC, ATTN: YARITZA ACTON, DO NOT OPEN
IN MAIL ROOM.”
Offerors shall ensure that proposals are received by mail or hand delivery to the NAVFAC Southeast facility no later than the date and time stated in Block 13 of the SF 1442. Ultimately, it is the offeror’s responsibility to ensure timely proposal submission to the specified location. This includes allowing a reasonable amount of time for delivery of the proposal.
Offerors intending to hand-deliver the proposal are cautioned that this NAVFAC Southeast facility is located aboard Naval Air Station (NAS) Jacksonville, a secure military base with heightened security and access requirements.
Hand-carried proposals will require access to NAS Jacksonville.
An offeror risks the late receipt and rejection of a proposal where it delays delivering its proposal until the last few minutes before the time set for receipt of proposals. It is recommended that the offeror allow ample time for delays, including but not limited to: base-related traffic, heightened security, long lines and paperwork requirements at the Pass & ID office, and the possibility of rejection by Security. Offerors may wish to consider utilizing a delivery service such as the U.S. Postal Service, FedEx, UPS, etc. The use of delivery confirmation receipt and signature-required services is highly recommended.
BASE ACCESS REQUIREMENTS (for hand-delivered proposals)
If the offeror intends to deliver the proposal in person and does not already have a vehicle pass to access the base, the offeror MUST submit the NAS JAX Base Access AMAG Form (Exhibit E) for the individual who will be "driving a vehicle" onto the base. Passengers do not have to submit an AMAG Form. AMAG Forms must be submitted via email no later than five (5) business days prior to the closing date of the solicitation to Yaritza Acton at yaritza.acton@navy.mil. Vehicle pass requests after the deadline will not be accepted. The submitted AMAG form is only good for the proposal due date. If the proposal due date is extended, the offeror must submit a new AMAG form. If any other information listed on a submitted AMAG form changes (i.e., name, driver’s license, address, etc.), the offeror must submit an updated AMAG form.
Submission of an AMAG form is no guarantee that an individual will be able to get onto the base. If for any reason the individual arrives at the gate and is not allowed onto the base (even if the offeror has submitted an AMAG form), the offeror will need to find another way to get the proposal delivered. Government personnel may not be able to sponsor the individual on base to deliver the proposal.
The Pass and ID Office is located in Building 9, which is the first building on the right just outside of the Yorktown Gate at the Main Entrance to NAS Jacksonville. Vehicles without a pass will not be permitted on the base. In order to obtain a vehicle pass, the driver must enter the Pass and ID Office, and must provide a valid driver’s license, vehicle registration, and proof of automobile insurance. All passengers in the vehicle must have picture ID.
Offerors are advised to arrive early as it may take a significant amount of time to obtain the vehicle pass.
In addition to the AMAG form, a SECNAV 5512/1 Department of the Navy Local Population ID Card/Base Access Pass Registration (Exhibit F) is required for access to NAS Jacksonville. All visitors to NAS Jacksonville must complete the SECNAV 5512 and bring it to the Pass and ID Office. DO NOT SIGN the form. The form will be signed in front of a government witness. The visitor must show one (1) document from List A OR one (1) Document from List B establishing identity AND one (1) from List C establishing employability. Please see page 3 of Exhibit F for complete instructions. If the proper documents are not provided with the SECNAV 5512, Security will not issue a pass.
All visitors MUST know the name of the command they are visiting, which is NAVFAC SE (Naval Facilities Engineering Command Southeast), and MUST provide the last six numbers of their SSN to the security clerk at the Pass & ID window.
Be advised that ALL visitors entering NAS Jacksonville are subject to a background investigation. All vehicles are subject to random searches. Visitors may be asked to fill out additional paperwork and Security may make a copy of their driver’s license and other identification documentation. If the visitor refuses the investigation, they will be denied access to the base.
Again, be advised that the base access process may take a significant amount of time and is not guaranteed. Please plan accordingly.
TIMELY RECEIPT OF PROPOSALS
PROPOSALS SUBMITTED IN RESPONSE TO THIS REQUEST FOR PROPOSAL MUST BE RECEIVED NO
LATER THAN THE DATE AND TIME SPECIFIED IN BLOCK 13A OF THE SF1442. Proposals not received by the time and date specified shall be treated in accordance with FAR 52.215-1 “Instruction to Offerors - Competitive Acquisitions” and may be rejected.

SECTION 000150 EVALUATION FACTORS FOR AWARD
I. INTRODUCTION
A. Intentionally left blank
B. DESCRIPTION OF ACQUISITION
1. This acquisition will result in the award of a Design-Build (DB) and Design-Bid-Build (DBB) Firm- Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for Naval Submarine Base (NSB) Kings Bay Area of Operations managed by NAVFAC SE.
2. Construction projects to be performed will primarily consist of general building type projects (new construction, renovation, alteration, demolition, and repair work) including but not limited to: aviation and aircraft facilities, marine facilities, industrial, aircraft hangar, aircraft traffic control, administrative, training, dormitory, waterfront and community support facilities. Projects will require either single discipline or multi-discipline design services or may include 100% construction performance specifications. Projects can be based on design-build, modified design-build or full plans and specifications format and may also require comprehensive interior design and incorporation of sustainable features.
Work will be performed for Department of Defense (DoD) activities in the Kings Bay, GA area managed by NAVFAC SE. Work may be required in other locations in the area of responsibility of NAVFAC SE if deemed necessary and approved by the NAVFAC SE Chief of Contracting Office.
The planned seed project for this solicitation will be Missile Assembly Building 2 (MAB 2) Renovations located in NSB Kings Bay. This project is for the renovation of a single story, metal sided facility that is a combination of production area (environmentally-controlled open work place) and limited office/admin spaces.
The magnitude of construction for this project is between $5,000,000 and $10,000,000.
3. The description of the basic contract award CLIN is as follows:
CLIN 0001 – General Construction Projects for a period not-to-exceed (NTE) five (5) years
4. Each MACC contract duration will be for period of five (5) years or an aggregate maximum value of $99,000,000 for all contracts, whichever comes first.
5. The Government’s cost estimate for this work and total aggregate for all years is not-to-exceed $99M for all MACCs awarded. Each MACC will include a minimum guarantee of $1,000 with a five (5) year ordering period. There is no yearly or per contractor limit except for the total five-year maximum of $99M. Task orders will be firm-fixed-priced, normally in the range of $150,000 to $10,000,000 per order. However, task orders under or over these amounts may be considered if deemed to be in the Government’s best interest and approved by the NAVFAC SE Chief of Contracting Office.
6. The Government intends to award approximately five (5) contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors in the solicitation.
7. This acquisition will be solicited as a Service-Disabled Veteran-Owned small business set-aside as authorized in the approved acquisition plan.
8. Intentionally left blank
II. Intentionally left blank
III. EVALUATION
A. BASIS FOR AWARD
1. In accordance with the Federal Acquisition Regulation (FAR) the Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contracts; to negotiate with offerors in the competitive range; and to award the contracts to the offerors submitting the proposals determined to represent the best value—the proposals most advantageous to the Government, price and other factors considered.
2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3. The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
4. As stated in the solicitation, all technical factors when combined are of equal importance to the performance confidence assessment (past performance) rating; and all technical factors and the performance confidence assessment (past performance) rating, when combined are approximately equal to price.
5. Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified weakness(s) and the associated risk to successful contract performance resulting from the weakness(s). This assessment must provide the rationale for proceeding to award without discussions.
B. Intentionally left blank C. Intentionally left blank D. Intentionally left blank
E. EVALUATION FACTORS FOR AWARD
1. The solicitation requires the evaluation of price and the following non-price factors:
Phase One:
Factor 1 – Technical Approach Factor 2 – Experience Factor 3 – Safety Factor 4 – Past Performance
Phase Two:
Factor 5 – Technical Solution Factor 6 – Energy Design Reduction
In accordance with FAR 36.3, this procurement will use Two-Phase Design-Build Selection Procedures.
Phase One of the procurement process is a narrowing phase of offerors up to ten (10) offerors (design-build teams) who offer the best technical value to the government, unless the Government determines that a number greater or less than ten (10) is in the Government's best interest. Only those offerors selected in Phase One will be allowed to proceed into Phase Two. In Phase Two, the successful Phase One offerors will be required to submit technical and price proposals for a seed project. Offerors who fail to submit technical and price proposals for the seed project will not be considered for a MACC award.
The distinction between experience and past performance is that experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
2. The relative order of importance of the non-price evaluation factors is the technical factors (Factors, 1, 2, 3, 5 and 6) are of equal importance to each other and, when combined are equal in importance to the past performance evaluation/performance confidence assessment factor (Factor 4). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-price evaluation factors) are approximately equal to price.
For the two-phase design-build procurement, Factors 1-4 will be evaluated in Phase One, and Factors 5 and 6 will be evaluated in Phase Two. Factor 1 will only be rated Acceptable or Unacceptable. If an Offeror is rated Unacceptable in Factor 1, they will not be considered for Phase Two. In making the best value award decision after Phase Two, the Government will consider Factors 2-6 and price.
Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
3. Basis of Evaluation and Submittal Requirements for Each Factor.
(a) Submission Requirements (Phase One):
(i) Solicitation Submittal Requirements:

The composition and management of the firms proposed as the design-build (DB) team for this contract will be evaluated in this factor.
The Offeror shall submit the following information:
(1) Provide a narrative describing the proposed primary construction firms and primary design firms for this contract and the rationale for proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms (see FAR Subpart 9.6). The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. If the experience of an entity is being claimed in Factor 2, that entity must be named in the above narrative and organizational chart.
The technical approach narrative shall be limited to one (1) double-sided page (or two (2) single-sided pages) including the organizational chart. The information requested in item #2 below is not included in this page limitation.
(2) In addition to the narrative, the Offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the Offeror’s team identified above (e.g., joint venture member, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.).
(ii) Basis of Evaluation:
The assessment of the Offeror’s technical approach will be used as a means to evaluate the organizational structure and teaming relationships proposed by the Offeror. This factor will be rated on an Acceptable or Unacceptable basis.
(2) Factor 2-Experience:
(i) Solicitation Submittal Requirements:
(1) Construction Experience:
Submit a minimum of three (3) and a maximum of five (5) projects demonstrating Prime Contractor multi-discipline construction experience on projects with a contract value of one million ($1M) or greater. Projects submitted for the Prime Offeror shall be completed within the past five (5) years of issuance of this RFP and be similar in size, scope and complexity to the RFP. Projects submitted for consideration shall include at least one (1) new construction and one (1) renovation.
Submitted construction projects must have been performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;
rather Offerors shall submit the work performed under a single task order as a project.
The attached Construction & Design Experience Project Data Sheet (Exhibit A) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Provide applicable documentation on projects that were validated and/or certified through U.S. Green Building Council (USGBC) or the equivalent organization or process.
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower.
Offerors are still limited to a total of five (5) projects combined.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
The Offeror MAY NOT utilize experience of a subcontractor to demonstrate construction experience under this evaluation factor.
(2) Design Experience:
Submit a minimum of three (3) and a maximum of five (5) projects demonstrating multi-discipline design experience on projects with a contract value of one million ($1M) or greater. Projects submitted for the Offeror shall be completed within the past five (5) years of issuance of this RFP be similar in size, scope and complexity to the RFP. For design/build projects, the design portion of the contract shall have been completed within the past five
(5) years of the date of issuance of this RFP. Projects submitted for consideration shall include at least one (1) new construction and one (1) renovation.
A project is defined as a complete design effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a single task order as a project.
The Offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor
(ii) Basis of Evaluation:
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five projects for construction and five for design. Any projects submitted in excess of the five (5) for Construction Experience and five (5) for Design Experience will not be considered.
Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.
Relevant projects that demonstrate design-build experience may be considered more favorably than those that do not have design-build experience.
Relevant projects that demonstrate experience with Department of Defense construction contracts may be considered more favorably than those that do not demonstrate experience with Department of Defense construction contracts.
Relevant projects that demonstrate experience with sustainable features may be considered more favorably than those that do not demonstrate experience with sustainable features.
(3) Factor 3-Safety
The Offeror shall submit a narrative that fully describes the safety management system that will be used to oversee the safety compliance and performance of self-performed and sub-contractor performed work and the Offeror’s method for qualifying, evaluating, selecting all tiers of sub-contractors.
The Offeror shall also submit the following information:
(1) Experience Modification Rate (EMR); include three previous complete calendar years’ (2018, 2017, 2016) worth of data. This rate compares company’s annual losses in insurance claims against its policy premiums. The Offeror may submit an insurance company-provided equivalent rate if no EMR exists. If there is no EMR premium, for any year, affirmatively state so and explain why. Any extenuating circumstances that affect the EMR and negative trends should be addressed as part of this element.
(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) and Total Recordable Case (TRC) Rates; submit three previous complete calendar years’ (2018, 2017, 2016) worth of data. If the
OSHA DART and TRC rates cannot be submitted, affirmatively state so and explanation must be provided. Any extenuating circumstances that affected the OSHA DART and TRC rate data negatively should be addressed as part of this element.
(3) Technical Approach for Safety must describe the plan for safety that will be implemented to evaluate safety performance of potential subcontractors as part of the selection process for all levels of subcontractors. Fully describe the safety management system that will be used to oversee safety compliance and performance of self-performed and sub-contractor performed work. Also describe any innovative methods that the Offeror will employ to ensure and monitor safe work practices at self-performed and all subcontractor levels. Additionally, describe the methodology to execute an effective program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. The technical approach to safety narrative must be limited to two pages.
Note: For a partnership or joint venture, the submittal requirements are required for each contractor who is part of the partnership or joint venture; however, only one safety narrative is required. Safety narratives for joint ventures may be up to four pages in length.
A copy of the Safety Data Sheet to be used for submission of safety information is included as Exhibit B.
(ii) Basis of Evaluation:
The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for its self-performed work and the work of its sub-contractors. The Government will evaluate the Offeror’s overall safety management system, safety performance record, and the Offeror’s methodology of qualifying, evaluating, selecting and overseeing its subcontractors. The Government’s sources of information for evaluating safety will include, but are not limited to:
OSHA, NAVFAC’s Enterprise Safety Applications Management System (ESAMS) database, NAVFAC’s Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), and other related databases. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete safety information regarding these submittal requirements rests with the Offeror. The Government will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project and the specific management practices that will be in place for providing deliberate safety program management and mishap prevention support.
Offeror’s Experience Modification Rates (EMR) will be evaluated against the following Navy standards:
Risk: EMR Rate Very Low Risk Less than 0.6;
Low Risk From 0.6 to less than 0.8;

Moderate Risk From 3.5 to 4.49;
High Risk From 4.5 to 5.99;
Extremely High Risk Greater Than 6.0.
(4) Factor 4- Past Performance:
If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it must be submitted with the proposal for each project included in Factor 2 for construction experience. If a completed AE Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it must be submitted with the proposal for each project included in Factor 2 for design experience. If there is not a completed CPARS evaluation then offerors shall submit a Past Performance Questionnaires (Exhibit C) for each project included in Factor 2 for both Construction Experience and Design Experience. The Offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors may not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Yaritza Acton at yaritza.acton@navy.mil. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE. PPQs and CPARS/ACASS evaluation forms do not count towards the overall page limitation.
Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 2 – Experience. Offerors may also address any adverse past performance issues.
