(1) Factor 1, Experience:

(i) Solicitation Submittal Requirements:

The Offeror shall submit the following information:

(a) Construction Experience: Submit a minimum of two (2) and a maximum of five (5) relevant construction projects of which your firm was the prime contractor. These projects shall be similar in scope, complexity, and of a size of approximately $8,000,000 or of similar square footage or acreage to the proposed Townsend Bombing Range project. A relevant project is further defined as a single project containing both horizontal and vertical elements. Projects shall have been completed within the last five years.

A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;

rather Offerors should submit the work performed under a single task order as a project.

The attached Construction & Design Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page or two (2) single-sided pages.

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods).

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity or the Joint Venture partners. Offerors are still limited a total of five (5) projects combined.

If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), The Offer must provide a letter of commitment and shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.

The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under this evaluation factor. The Offeror must provide a letter of commitment and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract.

(b) Key Personnel: Submit resumes for key personnel identified below. Resumes shall include the following: (i) professional licenses and certifications, if any; (ii) number of years of experience; (iii) firms they have worked for in chronological order with dates; and (iv) description of projects that they have worked on including their role on these projects. Resumes for each individual shall be limited to two pages in length.

• Construction Project Manager – responsible for all construction project management. Must meet the following minimum requirements; (i) ten years of construction management experience; (ii) five years of experience serving as Construction Project Manager; (iii) resume must include documentation to demonstrate construction experience on projects that were similar in size, scope and complexity to the proposed Townsend Bombing Range project; and completed in the last five years.

• Project Superintendent – responsible for all on-site construction operations. Must meet the following minimum requirements; (i) seven years of experience as Superintendent on construction projects;

(ii) resume must include documentation to demonstrate construction experience on projects that were similar in size, scope and complexity to the proposed Townsend Bombing Range project; and completed in the last five years.

(c) Construction Narrative: Submit a narrative describing the proposed primary construction firm and the primary subcontractors, for this contract and the rationale of proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms. The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. The technical narrative shall not exceed one (1) double-sided page or two (2) single-sided pages. Chart is not in this page count.

(ii) Basis of Evaluation:

The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five (5) projects. Any projects submitted in excess of the five (5) for Construction Experience will not be considered.

These projects shall be similar in scope, complexity, and of a size of approximately $8,000,000 or of similar square footage to the proposed Townsend Bombing Range project. A relevant project is further defined as a single project containing both horizontal and vertical elements. Projects shall have been completed within the last five years.
