N69450-18-Q-1711 Guard Services, El Salvador

GOVERNMENT PRE AWARD INQUIRY FORM

Page Section Para.

Is there an incumbent contract associated to the requirement? If yes, can you kindly provide the incumbent contractor and incumbent contract number? Any information that you may provide will be greatly appreciated.

The incumbent contract is N68836-14-C-0025. An extension to this contract was issued under purchase order N69450-18-P-1707. The incumbent contractor is Genesis International Management Group.

2 10 Exhibit

A 8.2

"The Contractor shall provide fully-trained and qualified relief personnel to allow for comfort, personnel needs, stress, meals, or other required or requested absences of the assigned personnel...".

Background: We understand we must provide fully-trained and qualified relief personnel for shift change (i.e. "other required") and absences (scheduled and unscheduled); however, due to the nature of vehicular mobile patrols our experience is that the Mobile Patrol Units typically self-break for the 15 minute breaks and 30 minute meal breaks during their assigned shifts. Question: Is a separate Mobile Patrol Unit required for relief when assigned Mobile Patrol Unit takes 15 minute and 30 minute breaks

A separate mobile patrol unit is not required. Units can take self- break for the 15 minute and 30 minute meal breaks with the caveat that they will respond if an emergency should arise.

3 20 Exhibit

C

"Each guard will carry either a handgun or a pistol but not both" Question: Is the USG intent that each guard will carry a handgun/pistol or shotgun but not both?

Correct. Each guard will carry a handgun/pistol or shotgun, but not both. See updated attachment N6945018Q1711_ PWS_0001.pdf

Request for proposal due date extension due to responses to Offerors’ questions, and the forthcoming amendment, have not yet been released

Due to the nature of the questions submitted, a time extension will not be given as sufficient time remains.

PWS,

Section

Section 1 of the PWS states that “The Government intends to award a 9-month FFP contract with services beginning 1 March 2018 through 30 November 2018.” Can you please confirm that the contract is for a 9-month period and provide updated start and end dates for the contract? Slide 9 of the attached briefing states a one-year Base Year and four Option Years.

The PWS incorrectly states the nine month period of performance. Please refer to RFQ for the period of performance which states one-year Base and four Option Years. See updated attachment N6945018Q1711_ PWS_0001.pdf

There are some additional discrepancies between the attached site visit briefing provided on May 24 and the revised RFP (also attached). For instance, the site visit briefing references several Annexes as well as a pricing spreadsheet that should be used in the proposal. It also provides different proposal requirements than what is in the RFP. Please clarify if we should use the requirements listed in the RFP and PWS, versus the requirements listed in the site visit briefing.

The information in the site visit brief was accurate as of the site visit; it has since been updated as demonstrated through the updated information provided in the solicitation.

Offerors should refer to the RFQ, as amended, for requirements, attachments, and instructions.

Slide 4,5,7

Site Visit Brief

Slides 4, 5 and 7 of the briefing reference the following Annexes and Section which were not provided in the RFP or PWS. Please advise where they are located, or if they are no longer relevant.

ii. Annex 2 (0200000) – Management and Administration relevant to the entire scope of the contract (including mobilization/demobilization)

iii. Annex 4 (0400000) – Public Safety – provides the technical information and requirements peculiar to Public Safety

iv. Section C, Sub-Annex 0401000 – Force Protection – contains the technical information and requirements peculiar to Guard Services.

Please see the answer to question #6. The template structure for the PWS which includes annexes was not utilized for this requirement since it is being procured commercially.
