NAVFAC SOUTHEAST

Solicitation Number: N69450-17-R-0117 – Amendment 0002 – Request for Information (RFI) Agency: Department of Navy Office: Naval Facilities Engineering Command Location: NAVFAC Southeast

General Information

Document Type: Pre-solicitation

Solicitation Number: N69450-17-R-0117

SF 330 Due Date: 31 January 2018 at 2:00PM (EDT)

Set Aside: Small Business Set-Aside

Classification Code: C – Architect and Engineering Services

NAICS Code: 541330 – Engineering Services

Type of contract: Firm Fixed-Price, Indefinite-Delivery Indefinite-Quantity Contract.

Estimated start date: September 2018

Amendment 02

AMENDMENT 0002: This amendment is being issued for the following Request for Information (RFIs):

RFI 1: I notice that the NAICS Code is for “Engineering Services” while the title of the solicitation states “Architect-Engineer design and related services”. Also in the ‘description’ it says “Architectural-Engineering Services, size standard: $15M.” Does the ‘engineering firm’ have to be the prime? Or can a joint venture “architect and engineer” be the prime?

RFI 1 RESPONSE: SAM must show NAICS 541330 to be considered. When a JV is formed and registered in SAM, you'll get a unique DUNS number for the JV. If the JV is an AE, then yes, they can be the 'prime' so long as they show NAICS 541330, has the size standard of $15M and is Total Small Business (as stated in the synopsis).

Synopsis for N69450-17-R-0117 2

RFI 2: If the “architect and engineer” do form a joint venture, does the combined revenue of both firms need to stay within the $15M cap?

RFI 2 RESPONSE: Yes. Combined revenue is used. Please discuss with your SB representative if you have questions.

RFI 3: If the “architect and engineer” do form a joint venture and wish to ‘sub-contract’ to a larger Architecture and Engineering firm, can that larger firm’s project experience be included in the SF 330?

RFI 3 RESPONSE: Yes. However, the prime should show their experience and not completely rely on the large or other subcontractor experience.

RFI 4: The solicitation asks for one (1) original plus three (3) paper hard copies of the SF330 and one (1) CD. When referencing the original should that document be signed with wet ink or will digital signatures be acceptable for the original?

RFI 4 RESPONSE: Digital signatures are recognized as original, therefore, either one is accepted.

RFI 5: On page 11 of the RFP it states "Evaluation of firms will include consideration of their location within the primary geographic area of the anticipated projects, primarily in Alabama, [..other NAVFAC SE AOR states/territories]..". Are firms pursuing this RFP as prime required to have an office, either main or branch, within one of these states or territories within the Southeast AOR?

RFI 5 RESPONSE: Paragraph 3. Page 11 States: Provide the location of the office(s) that will be performing the work, including main offices, branch offices, and offices of team members.

Evaluation of firms will include consideration of their location within the primary geographic area of the anticipated projects, primarily in Alabama, Andros Island Bahamas, Arkansas, Florida, Georgia, Guantanamo Bay Cuba, Kansas, Louisiana, Mississippi, Missouri, Oklahoma, South Carolina, Tennessee, and Texas. It is anticipated that most work will be in the Southeast AOR;

however, the contract may also be used at other DoD or non-DoD facilities in the geographic area for which NAVFAC Southeast performs work. These actions will be decided on a case-by-case basis approved by the contracting officer.

It is not a requirement. The Government utilizes the information to determine the perspective knowledge of the geographic area by the firms. The requirement is that you list where your main office, field office, consultants, etc., are located, i.e., provide the address(es) of those locations.

RFI 6: In accordance with the FAR 36.601-4(b) the AE firm must be a registered/licensed architectural and/or engineering firm to be eligible for award. Provide proof that the firm is permitted by law to practice the professions of architecture or engineering, (e.g., state registration number, or a brief explanation of the firm's licensing in jurisdictions that do not register firms, etc.). Failure to submit the required proof could result in a firm's elimination from consideration.

Synopsis for N69450-17-R-0117 3

Will the individual PE Registration #'s be adequate proof? Or does the firm need to have a business license or authorization to do business (provide professional services) in the individual states? In some cases, these registrations or authorizations are not secured until after a project is awarded. Otherwise, where architectural and engineering firms are doing business with national or international corporations, they would need to be registered to do business in every state.

RFI 6 RESPONSE: FAR 36.601-4(a)(1) States:

Contracting officers should consider the following services to be “architect-engineer services” subject to the procedures of this subpart:

(1) Professional services of an architectural or engineering nature, as defined by applicable State law, which the State law requires to be performed or approved by a registered architect or engineer. Therefore, an individual's PE Registration number from the state is adequate proof.

In addition, the proposed team's Key Personnel shall include: b. Primary Disciplines:

Professional licensure and ...(Criterion 1 Page 6 of 14).

NAVFAC SE would assume that on the required discipline’s resume, the Key Personnel would list their registration/license, showing that they are the professional who is registered to work for a particular firm or in a specific state.

RFI 7: It appears from reading Criterion 1 "Resumes" that NAVFAC is requesting resumes for a total of 10 Key Personnel. However, the paragraph on Submission Requirements suggests "Provide resumes for all key personnel......" which could infer providing resumes for professionals identified under "Primary Disciplines" as well. Can NAVFAC please clarify.

RFI 7 RESPONSE: Resumes shall be no more than 2 pages each for the following disciplines:

PRIMARY DISCIPLINE (Pg 6, section b)

Number LENGTH TOTAL Of Resumes In Pages Pages

1. Architecture* 3 2 6

2. Civil Engineering 1 2 2

3. Structural Engineering 1 2 2

4. Mechanical Engineering* 3 2 6

5. Electrical Engineering* 3 2 6 *Min of 3 licensed professionals Minimum 11 resumes 22 pages

Then 7 more under the SPECIALISTS. 7 2 14 pages Minimum 18 total resumes.

Changes made in the Amended Synopis.

RFI 8: Are subcontractors and teaming partners required to be registered through SAM

a. prior to submission of SF 330's or,

b. prior to contract award?

Synopsis for N69450-17-R-0117 4

RFI 8 RESPONSE:

1a. If you are in PENDING status after registering with SAM, you will have to provide proof in the way of a screen print when you submit your SF330 packages. Your subcontractors are NOT required to have SAM registration, as Acquisitions is not privy to the subcontractors. Only the Prime is required to have proof of their SAM registration by way of CAGE or DUNS numbers and SAM registration.

Letters of agreements from your subcontracting engineering consultants are acceptable.

RFI 9: Is a Firm Team Arrangement narrative required

a. for all submissions or

b. only Joint Ventures?

RFI 9 RESPONSE: 2 a & b. Please include the Teaming arrangement (Teams usually use one of the Team's CAGE code and SAM registration with the others included in a written agreement) and JV Agreement (JVs have its own DUNS number and SAM registration with a unique CAGE code).

RFI 10: In the absence of stipulated selection criteria in the NECO advertisement of the above-referenced project, can we assume the following?

Specific selection criteria include:

1. Specialized Experience

2. Professional Qualifications & Technical Competence

3. Past Performance

4. Scheduling and Capacity

5. Quality Control

6. Firm Location

7. Safety

8. Volume of Work

RFI 10 RESPONSE:

The Specific Selection Criteria is located on page 6 of 14 in the first paragraph.

1. Professional Qualifications and Technical Competence

2. Specialized Experience

3. Past Performance

4. Quality Control Program Management

5. Program Management and Capacity and Location

6. Sustainable Design

7. Volume of Work With an explanation to each Criterion on pages 6 thru 12.

Synopsis for N69450-17-R-0117 5

RFI 11:

1. Is this simply a market survey in which the attempt is simply to see what firms are out there or is this an opportunity to throw a name in the hat for future consideration?

2. Is this designed to be for individual disciplines or should the firms be full Architectural and Engineering Firms including mechanical, civil, structural, and electrical engineering capabilities.

3. If teams or subcontractors are allowed to be considered should these teams be fully formed for this submission or just the capability be in place to form a team based on the future work to be done.

RFI 11 RESPONSE:

1. A Sources Sought was conducted in Aug 2017. This is a request for the SF330s in order to make a selection for up to three new IDIQs.

2. Please see the EVALUATION CRITERIA in the synopsis.

3. Your firm/team should be registered at SAM.gov to be able to conduct business with the Government. You will have a valid CAGE and DUNS. If you are forming a Joint Venture or Mentor/Protégé and have registered with SAM.gov and are in PENDING status awaiting complete registration, you must provide a printout, which will be proof that you have registered and are waiting on SAM completion.

RFI 12: If submitting as a Joint Venture, and you do not yet have DUNS, CAGE, and TIN for the Joint Venture, can we show ‘Pending’ or can we show the DUNS, CAGE and TIN for each firm of the Joint Venture?

RFI 12 RESPONSE: You may submit your SF330 package with proof, in the form of a printout/screen shot (showing the date) that shows PENDING status of your CAGE/DUNS code along with your SAM.gov registration/status.

RFI 13: Is it acceptable for the firms to hand deliver the submissions?

RFI 13 RESPONSE: The SF 330 package can be hand delivered to me NLT the cutoff time/date. I will provide you with a hand receipt showing the time and date I had accepted the package. See change in the Amended Synopsis.

RFI 14: Are you looking for complete A/E teams on this or can we submit alone, as a structural engineer?

RFI 14 RESPONSE: We are looking for complete A/E services provided under the realm of the IDIQ(s) that will be put in place.
