1.3 Work Required. Construct South Field Sidewalk along USS Ranger St. and along

USS Long Island St. as described herein.

The primary purpose of this project is to enhance the pedestrian pathways around the new Simulator Building (B.3200). The new building will raise pedestrian draw to the area, which is currently underserviced since the construction of the coffee shop. The intent is to enhance the campus feel on this portion of the base.

The work shall include construction of new sidewalks, new pedestrian marked crossings and pedestrian crossing signs. The new pedestrian crossing signs shall be complete with solar powered flashing lights.

The new concrete sidewalk shall begin at the corner of USS Langley St.

and USS Ranger St. The new sidewalk shall run south along Ranger St.

on the east side of the street. The sidewalk shall terminate north of Building 2994 and tie into the existing sidewalk. See Attachment 4.1 for the sidewalk location.

A new concrete sidewalk shall be constructed along USS Long Island St.

along the south side of the street. The new sidewalk shall tie into the new sidewalk along Ranger St. See Attachment 4.1 for the sidewalk location and the extents of construction.

CONSTRUCTION:

2.4 Asbestos and Lead There is NO known asbestos containing material (ACM) on project site and no lead based paint on this project. If materials are encountered which may contain ACM and/or lead, DO NOT TOUCH THE MATERIAL. IMMEDIATELY NOTIFY THE CONTRACTING OFFICER IN WRITING. Within a reasonable time, the Government will perform tests to determine if asbestos or lead is present. If the materials

01010 - 11 are determined not to contain ACM or lead, the Contractor shall proceed without change.

If it is determined that ACM and/lead are present and must be disturbed, the Contracting Officer may direct a change accordingly.

2.5 Hazardous Waste All Hazardous waste shall be collected, manifested, and disposed of in accordance with the requirements of the Public Works Environmental Department. Coordinate with the Public Works Environmental Director (850-623-7017) for proper disposal of hazardous waste.

2.6 Sanitation and Cleanliness The Contractor shall maintain all of its assigned work areas in a neat, clean, orderly, and sanitary condition. The premises shall be kept free at all times from the accumulation of waste material and/or rubbish resulting from the work.

The work areas will be subject to fire safety and health inspections by Government personnel. The Contractor shall be responsible for correcting any violation cited.

Combustibles shall be removed daily, and upon completion of the work, all debris, tools, and other surplus materials shall be removed and the premises left in approved condition.

2.7 Storm Protection When warnings of gale force winds or stronger are issued, the Contractor shall take every practical precaution to minimize danger to persons, the work and adjacent property. These precautions shall include closing all openings, removing all loose materials, tools and equipment from exposed locations, and removing or securing scaffolds and other temporary work.

2.8 Removal of Materials All materials deemed hazardous by OSHA that are encountered during Contractor modifications shall be identified and referred to the FEAD POC. All other materials removed during Contractor modifications shall be removed from the work area daily by the Contractor and disposed of in accordance with Federal, state, and local regulations. All costs and liability associated with the disposal of materials shall be borne by the Contractor. The recycling of construction and demolition debris is encouraged when feasible.

2.9 Solid Waste Tracking All contractors shall provide tracking for all solid waste and/or recycling material generated on base. The Contractor shall submit tracking documentation prior to project completion. A sample form is attached below that will meet all documentation requirements of the Contractor. The documentation shall be submitted to the Public Works Department (PWD) Environmental Division.

2.10 Permits and Outages Any man-made cut, cavity, trench or depression in the earth’s surface formed by earth removal requires an excavation permit. In addition, the Contractor shall provide a third party utility location. Any utility or HVAC outage affecting inhabited work space, inhabited living space, or exit from an inhabited work space/living space requires an Outage Permit. Any “Hot Work” (welding, cutting, soldering/brazing, blow torches, etc.) requires a “Hot Work” permit issued to the Contractor by the Fire Prevention office (850-623-7856). Permission to interrupt any utility, communication, operational or traffic service or pattern shall be requested in writing at least 10 working

01010 - 12 days prior to the date of the desired interruption. The Contractor shall receive approval in writing from the Contracting Officer and/or FEAD POC before requested interruption may be implemented.

2.11 Energy Conservation The Contractor shall use energy efficient products to the maximum extent feasible. 2.12 Utility Location and Damage Avoidance For all excavation and subsurface work, the contractor shall physically verify underground utility locations, including utility depth, by hand digging using wood or fiberglass handled tools when any adjacent construction work is expected to come within 3 feet of the underground system.

Contractor shall perform a Utility Quality Level A survey prior to any excavations as defined in ASCE 38-02.

Contractors are reminded that Utility Quality Level A surveys involves precise horizontal and vertical locations of utilities at a level of accuracy (15mm) that can normally only be achieved through the use of test holes. Sunshine 811 or equivalent utility coordinator services alone do not meet the Utility Quality Level A requirement.

In addition to the Utility Quality Level A survey, contractor shall enlist a third party, independent, private utility locating company to confirm the non-existence of subsurface utilities in all excavation areas.

Whenever contract work involves chipping, saw cutting, or core drilling through concrete, bituminous asphalt or other impervious surfaces, the existing utility location must be coordinated with station utility departments in addition to location and depth verification by a third party, independent, private locating company. The third party, independent, private locating company must locate utility depth by use of Ground Penetrating Radar (GPR), X-ray, bore scope, or ultrasound prior to the start of demolition and construction. Outages to isolate utility systems must be used in circumstances where utilities are unable to be positively identified. The use of historical drawings does not alleviate the Contractor from meeting this requirement.

Contractor shall maintain survey-verified markings throughout the duration of the project. RETURN AREAS DAMAGED AS A RESULT OF CONSTRUCTION UNDER

THIS CONTRACT TO THEIR ORIGINAL CONDITION AT NO ADDITIONAL COST TO

THE GOVERNMENT.
