About this file
This is a Questions and Answers document providing clarifications on an AV System Installation solicitation (N6893626Q5111) for the Naval Air Warfare Center, Weapons Division, China Lake, CA. The document addresses vendor inquiries across five categories: equipment and configuration, cabling and infrastructure, installation and logistics, and project management and compliance.
Regarding equipment specifications, QB-series displays are preferred over BE-series, with the front-left 85-inch display and both 75-inch side displays mirrored to show identical content while the front-right 85-inch display displays independent video. The system requires hardware configuration and audio tuning for microphone LED functionality in muted and unmuted states, but no separate control system is needed. The HP Thunderbolt Dock 280W G4, if unavailable, may be substituted with the HP Thunderbolt 4 Ultra 280W G6 with combo cable. All cabling must be Kramer brand as specified; other brands are not acceptable. The system operates as "bring your own device" with no laptop provided by the government. A wall-to-under-table conduit and cable access point already exist in the conference room. The vendor must designate placement and mounting of all devices to ensure professional appearance. Installation must be completed in a single day, with work occurring during core hours of 0600 to 1600 hours, and the room must be left in a professionally completed state. All non-DoD personnel require a mandatory automated criminal background check and valid REAL ID-compliant identification at the Visitor Control Center. TAA compliance for individual components is not required. This is a firm fixed-price contract with no prevailing wage, bonds, insurance, or liquidated damages applicable, and contract award is anticipated within one month of the closing date with completion desired as soon as possible thereafter. The new deadline for quote submissions is May 26, 2026, at 12:00 Pacific Time.

AV System Installation Questions and Answers Equipment & Configuration
· Q: The equipment list specifies Samsung BE-series displays, while the system drawing references QB-series displays. Because this is a federal installation, we assume TAA-compliant QB-series displays (or non-wireless equivalents) are required. Please confirm.
A: QB-Series preferred. BE was a cost-saving possibility.
· Q: The SOW outlines connecting the HP Dock's primary output to the Atlona AT-HDR-CAT-2 distribution amplifier to feed the front-left 85" display and both 75" side displays. Please confirm that the operational goal is for the front-left 85" display and both 75" side displays to always show the exact same mirrored video content, while the front-right 85" display shows a separate, independent video channel.
A: Correct, side displays follow/mirror the Left display.
· Q: The SOW mentions equipment 'programming', but the specified hardware functions on native configuration. Could you please clarify if there is a requirement for an unlisted control system (such as a Crestron or Extron touch panel), or if we should assume only hardware configuration and audio tuning are required?
A: No control system is in place for this room, but the items need to be configured for mic LEDs to operate in muted and unmuted states and other features selected for room configuration.
· Q: The equipment list does not include a PC/Laptop to host the conferencing call. Will it be provided by the Client?
A: This system is a "bring your own device" system. A government employee with access to the NMCI network will be available to help with test calls upon completion of the installation.
· Q: How will the displays be turned on and off? There is no control system included.
A: Displays will be controlled by their set remotes.
· Q: Aside from the displays and speakers, where will most of the devices be placed? A. Vendor’s responsibility to ensure the room looks professional and designate where and how devices will be mounted and installed. Previous vendors have placed items such as the Atlona’s etc behind the display/TV’s Q: Will the client be providing internet connection and network?
A. Conference room has NMCI internet connection however vendor will have to work with government employees when testing the system on our network. Other vendors have used their own hotspot to test system and then we come in and tested on the government network. Vendor is not allowed to plug into the government network.
· Q: What is the required warranty period?
A: Whatever manufacture warranty is on all items installed Cabling & Infrastructure
· Q: Could you please confirm if there is an existing under-carpet trench, floor poke-through, or cable conduit path connecting the wall display location to the underside of the conference table?
A: A wall-to-under-table conduit is in place.
· Q: Could you please clarify if the existing conference table is already equipped with a cable cubby/architectural grommet for surface-level cable access?
A: The table has a cable access point.
· Q: As per the Installation Services instruction "Connect the HP dock's HDMI 2 output to be viewable on the front-right 85" display," the HP dock does not have an HDMI 2. Are you referring to a DisplayPort?
A: The vendor can choose to run a DisplayPort cable to the TV or run an HDMI cable and use an HDMI to DisplayPort converter to connect to the docking station.
· Q: The bid documents mentioned "All necessary Kramer HDMI/USB cables..." Are we allowed to use other cable brands?
A: No, we do not want inferior or lesser products installed in our command conference rooms.
· Q: Who is responsible for conduit/raceway for low voltage?
A: Conduit/raceway is already installed in the room. Government facilities will install any required power or additional conduit.
· Q: Who will have the responsibility for electrical work for the AV system?
A: There should be no electrical work required. If it is determined that additional electrical is required, then facilities would perform that work.
· Q: Is the room ceiling plenum or non-plenum rated?
A: The ceiling is a T-Bar system.
Installation & Logistics
· Q: Will this project require the technicians to de-install any existing displays and equipment?
A: Nothing to remove.
· Q: Are the technicians required to have any special security clearances to access the location? If so, what do the security clearances entail?
A: A mandatory automated criminal background check is required for all non-Department of Defense (DoD) ID card holders. Visitors must present a valid, REAL ID-compliant driver's license or passport at the Visitor Control Center (VCC) to be vetted. The vendor will work with our office manager to provide all necessary details via DOD Safe for personnel that will be on-site doing the installation.
· Q: Who is responsible for all post-demolition finish work (e.g., drywall repair, wall patching, painting, and firestopping)?
A: The vendor is required to leave the room in a professionally completed state when finished. There should be no need for drywall repair, wall patching, painting, etc., if the job is done right.

A: The room should be completed in a single day.
Q: Will there be a designated person to receive equipment?
A: A designated POC will be provided as the on-site POC. For all shipped items if you include his and the room/building number he will ensure all packages get delivered to the appropriate location
· Q: Will this space only be available for the contractor work during the installation period?
A: Contractors will be the only ones working in this room while the installation is happening.
· Q: Are there any other existing device we need to consider that will be integrated in the new system?
A. No
· Q: Will there be a removal of existing system?
A. Equipment has already been removed from existing room
· Q: What is the required maintenance frequency (e.g., annually, bi-annually, quarterly, or monthly) and for how many years?
A: N/A
