About this file

This is a Questions and Answers document for a Naval Air Warfare Center, Weapons Division helium procurement (Solicitation N6893626Q5106). The document addresses clarifications on product specifications, packaging, and delivery requirements for Ultra High Purity (UHP) helium cylinders organized in 16-cylinder racks.

Key technical specifications clarified include: UHP grade helium is required (not balloon grade); cylinders may be refurbished with a 5-year warranty but valves must be brand new; T-size tanks at 291 cubic feet are specified instead of the non-standard H-size originally listed; standard service pressure of approximately 2400 PSI is acceptable instead of the 1500 PSI specification; and cylinders will be delivered on steel racks configured with three closed sides and one open side for loading/unloading, with the 16 tanks arranged in 4 rows and 4 columns and secured by straps. The racks feature bolted connections between the three closed sides and bottom but do not include manifold connections. This is a small business set-aside procurement. Interested parties must be registered in SAM.gov and should direct inquiries to Yvonne Stockwell at yvonne.c.stockwell.civ@us.navy.mil. Question submissions closed on March 31, 2026 at 0900 PST.

Question

Answer

1. What Grade of Helium is needed? UHP or Balloon? (UHP is for scientific instruments normally, and Balloon grade or Lift grade is not)

UHP

1. Are cylinders and valves to be brand new? Or are refurbished with 5-year warranty acceptable?

The cylinders do not have to be brand new. They can be refurbished with a 5-year warranty. The valves have to be brand new.

1. The RFQ indicated a non-standard volume/size. Most of the industry uses K-size (218 c.f.) and T-size (291 c.f.) (also known as 200s, or 300s by some companies). The H-size was a size in the past and it is 244 c.f., but that is likely a special order, as we do not use those currently.

We would like the T-size tanks at 291cu. ft.

1. Are these 6 cylinder racks, or 16 cylinder racks

16 cylinder racks

1. If these are 16 cylinder racks, is this a manifold rack and do you have pictures of either that have used in the past?
The steel racks will resemble traditional wooden pallets at the bottom but they are boarded up on three sides, they need to have one open side for easy loading and unloading of the 16 helium tanks (4 rows and 4 columns). Not the manifold racks, see below.
1. Please confirm whether the 1500 PSI specification is driven by operation or equipment limitations. If not, we would propose providing cylinders at standard service pressure (approx. 2400 PSI), which would exceed the required capacity and optimize performance of the UHP helium supply.
We will accept the cylinders at the standard service pressure (approximately 2400 PSI)
1. Are you just talking about a pallet with 3 sides and strap? Or did you want a 16 pack that has all sides bolted together and the cylinders connected by a manifold?
Yes. Three closed sides, with one opening for easy access to the tanks and straps will be used to keep the tanks in place. The three sides are bolted to each other and to the bottom of the racks but not connected by a manifold. See below.
