About this file

This is a Questions and Answers document for a Naval Air Warfare Center, Weapons Division helium procurement (Solicitation Number N6893626Q5106). The document addresses three key clarifications regarding the helium specifications and delivery requirements. The government requires Ultra High Purity (UHP) grade helium rather than balloon or lift grade, and has clarified that while cylinders may be refurbished units with a 5-year warranty, all valves must be brand new. In response to industry feedback regarding non-standard tank sizes, the government has revised its requirement to specify T-size tanks at 291 cubic feet capacity, which is the standard industry size, rather than the initially requested H-size tanks at 244 cubic feet.

This small business set-aside procurement will be conducted on a full and open competition basis with the Request for Quote (RFQ) posted on SAM.gov on or about March 25, 2026. All interested contractors must be registered in the System for Award Management (SAM) database and certified through the Defense Logistics Information Services (DLIS) to access controlled unclassified information. Prospective contractors should direct inquiries to Yvonne Stockwell at yvonne.c.stockwell.civ@us.navy.mil. The amendment serves to incorporate clarifying questions and answers into the solicitation prior to the official posting date.

Question

Answer

1. What Grade of Helium is needed? UHP or Balloon? (UHP is for scientific instruments normally, and Balloon grade or Lift grade is not)

UHP

1. Are cylinders and valves to be brand new? Or are refurbished with 5-year warranty acceptable?

The cylinders do not have to be brand new. They can be refurbished with a 5-year warranty. The valves have to be brand new.

1. The RFQ indicated a non-standard volume/size. Most of the industry uses K-size (218 c.f.) and T-size (291 c.f.) (also known as 200s, or 300s by some companies). The H-size was a size in the past and it is 244 c.f., but that is likely a special order, as we do not use those currently.

We would like the T-size tanks at 291cu. ft.
