About this file
This is a Justification and Approval (J&A) document for sole source procurement authority filed by the Naval Air Warfare Center Weapons Division (NAWCWD) in China Lake, California. The document authorizes a sole source contract for annual renewal of Siemens software licenses for the Aeromechanics and Thermal Analysis branch (Code D555100). The requirement encompasses both renewal of existing software licenses and purchase of brand-new licenses to support growth within the branch. The Siemens software licenses enable multiphysics analysis and simulation solvers used to assess weapon designs and performance for Navy weapons programs and other customers. The estimated total dollar value for FY26-30 is redacted in the document.
The justification for sole source procurement is based on 10 U.S.C. 3204(a)(1), citing that only one responsible source exists and no other supplies or services will satisfy agency requirements. NAWCWD argues that the software is manufacturer-specific, with only authorized retailers permitted to distribute and provide technical support. The branch has utilized these licenses for the past decade to develop over 200 simulation models in Siemens proprietary file formats. Alternative software is incompatible with these existing models, and converting to another platform would require substantial duplication of costs—estimated at $5 million and at least two man-weeks of labor per model to recreate approximately 200 models. Additional barriers to competition include technical challenges with software compatibility on RDT&E computer networks, security concerns, and personnel training requirements. A Sources Sought announcement was posted to SAM.gov on December 12, 2025, receiving one response, and the requirement was synopsized on February 20, 2026, with no additional interested parties identified. The Contracting Officer has determined the anticipated cost to be fair and reasonable. NAWCWD currently has no plans to compete future contracts for these supplies unless another potential source emerges.

5. Rationale Justifying Use of Cited Statutory Authority.
The required software is specific to one manufacturer; therefore, only a brand name sole source is available. Only authorized retailers have the right to distribute, sell licenses and provide technical support for the software packages.
The software licenses provide various Multiphysics analysis and simulation solvers utilized by D555100 to assess weapon designs and performance. The software licenses have been in use for the past decade to build over 200 various simulation models. Other software licenses are not compatible with Siemens proprietary file formats, and any existing models would require a significant amount of time and effort to re-create in other software codes if a suitable replacement were to be available. In accordance with FAR 6.302-1(a)(2)(iii)(A), a substantial duplication of cost is estimated if another source were to be required. It is estimated that the redevelopment of simulation models compatible with alternative licensing constraints, would require at least two man-weeks of labor (at a cost of $24K) per model to re-create any model. In order to redevelop the over 200 previously completed simulation models, it is estimated that it would cost an additional $5M to replace these models, of which the cost duplication would result in expending Government in an amount more than the cost of renewing the existing licenses.
This cost duplication does not factor in the technical challenges associated with software compatibility on current Research, Development, Test, and Evaluation (RDT&E) computer networks, security issues, and the training cost of the D555100 personnel in its use. Additionally, any current tasking being performed on Siemens software would stop in response to the changeover, causing significant programmatic costs to high priority data products for programs capabilities research currently being conducted. Therefore, identifying alternative software solutions is neither cost effective or practical and would significantly impact these programs.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
In accordance with DFARS PGI 206.302-1(d), a Sources Sought announcement was posted to Contract Opportunities in SAM.gov on December 12, 2025. One response was received;
however, market research found two companies capable of producing Siemens software licenses.
Therefore, a Request for Quote will be solicited amongst authorized Siemens distributors. In accordance with FAR 5.201(b)(1), the proposed contract was synopsized in SAM.gov on February 20, 2026 and no other potential sources expressed an interest in this requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Siemens to provide the required supplies. Any future responses will be evaluated by the Contracting Officer prior to contract award.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
J&A Number: 26-0085
8. Actions to Remove Barriers to Future Competition.
For reasons set forth in Paragraph 5, NAWCWD has no plans at this time to compete future contracts for the types of supplies covered by this document. If another potential source emerges, NAWCWD will assess whether competition for future requirements is feasible.
