Experience

Program Management

Program Manager (Key Person) (Senior)

BS or BA degree in Business Administration or other "Relevant Technical Discipline". An AS or AA degree and an additional four (4) years of experience may be substituted for a BA/BS or an additional eight (8) years of experience may be substituted for a BA/BS.
Of a minimum of 10 years’ experience, aAt least six (6) years of professional experience in the Defense acquisition, and three (3) years of experience in support of Navy Acquisition management. Experience with aircraft weapon systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability. Experience in initiating and maintaining technical direction within broad program objectives directly related to aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability. Knowledgeable of acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DOD 5000 series. Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management.

Project Management (Specialist)r (Key Person) (Senior)

BS or BA degree in engineering, computer science or information systems. ALLOWABLE SUBSTITUTION: an AS or AA degree in a "Relevant Technical Discipline" and eight (8) years of experience in engineering management and supervision of a project in systems engineering or the design of or field service of naval command and control, communication systems or other designated field.
Of a minimum of 10 years’ experience, Aat least five (5) years of experience in engineering management and supervision of a project in systems engineering or the design of or field service of naval command and control, communication systems or other "Relevant Technical Discipline".
Management Analyst (Project Analyst) (Journeyman)
BS or BA degree in a Business, Management or "Relevant Technical Discipline". ALLOWABLE SUBSTITUTION: An AS or AA degree and an additional four (4) years of experience; OR an additional eight (8) years of experience may be substituted for a BS or BA degree.
Of the up to 10 years’ experience, Aat least six (6) years of experience in large and complex problems associated to major weapons systems. Minimum two (2) years of experience of the last six (6) years must have been as a team leader. Demonstrate experience in cost/benefit analysis, quality control, successful completion of critical path events and project tracking. Familiarity with SECNAV, OPNAV and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work requests, Requisitions, Contract Data Requirements List, and DD 254.

Administrative Assistant I

High School diploma or GED.
At least one (1) year of experience in a customer and business oriented position.

Logistician II (Journeyman)
BS or BA degree; Working towards Professional Logistics Certification. ALLOWABLE SUBSTITUTION: An additional one (1) year of experience working in direct support of Defense life-cycle logistics can be substituted for a BS or BA degree.
Of the 3 to 10 years’ experience,At least three (3) years of experience in defense life-cycle (acquisition) logistics.
Logistician III (Senior)
BS or BA degree; Working towards Professional Logistics Certification. ALLOWABLE SUBSTITUTION: An additional two (2) years of experience working in direct support of Defense life-cycle logistics can be substituted for a BS or BA degree.
Of the at least 10 years’ experience, At least six (6) years of experience in defense life-cycle (acquisition) logistics.
Logistics Analyst (Journeyman)
BS or BA degree. ALLOWABLE SUBSTITUTION: An additional five (5) years of acquisition or operational logistics management experience may be substituted for a BS or BA degree.
Of the up to 10 years’ experience, aAt least six (6) years of experience in operational logistics support/maintenance engineering, or Demonstrated Master Logistician (DML) plus three (3) years of recent experience in acquisition logistics/maintenance engineering. Three (3) years of experience in technical analysis of operational ILS requirements. Three (3) years of specific experience in operational logistics planning. Experience or education demonstrating ability to perform ILS studies, analysis, and evaluations in support of DoD weapons systems/equipment. ALLOWABLE SUBSTITUTION: An MS or MA degree may be substituted for two (2) years of operations logistics experience.
Logistics Analyst, (Junior).
High School diploma or GED.
At Of the up to 3 years’ experience, at least four one (14) years of experience in conducting analytical studies applicable to ILS and demonstrated ability to conduct studies, analysis, or evaluations of DoD weapon Systems/equipment.

Technical Librarian Library Technician (Junior)

High School diploma or GED.
Of the up to 3 years’ experience, aAt least two (21) years of general experience in the engineering technical library in the acquisition, processing, storage and retrieval of technical documents.

Technical Writer II

High School diploma or GED; Vocational training commensurate with Department of Labor functional description.
Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.

Technical Writer III

(SCA 30463)

BS or BA degree; ALLOWABLE SUBSTITUTION: An additional one (1) year in preparing instructions manuals, how-to-guides, and other supporting may be substituted for a BS or BA degree.
At least four (4) years experience in preparing instructions manuals, how-to-guides, and other supporting documents to communicate complex and technical information more easily.
Equipment SpecialistComment by Little, Brianna N CIV USN NAWCWD (USA): What level is this? SCA or SOC?
High School diploma or GED; AND Technical Training in a RELEVANT TECHNICAL FIELD

Optional sources include:

- Navy "A" and/or "C" schools or service equivalent schools.

- Accredited Vocational Education Institutions

- OEM/Factory technical training programs related to the system(s)/equipment being supported At least five (5) years of practical (hands-on) experience within the past seven (7) years. Experience should be in direct support of the systems and/or equipment defined in the position. Two (2) years of this experience must have been at or above the military E6 level or the non-military equivalent. Non-military equivalent experience level is at or above senior journeyman level, Senior Electronics or Engineering Technician level, etc. Experience must have been at the organizational (O) or Intermediate (I) level of maintenance as required by the position. If the position requires both "O" and "I" level support functions, experience must include both.

Business Systems Analyst, (Senior)
BS or BA degree.
Of the at least 10 years’ experience, Aat least three (3) years of experience with translating system requirements and business processes into technical documentation, including use cases, process diagrams and functional design documents, and scorecards-3+ years of experience with modeling business processes process analysis methodologies, including but not limited to six-sigma, ITIL, CMMI-Experience with analyzing complex processes, systems or datasets using an array of methods and technologies, articulating findings in briefing materials, and contributing to the development of solutions based on analytical findings. Secret clearance required.

Engineering Services

Electronics Technician, Maintenance. II

(SCA 23182)

AS or AA degree in a "Relevant Technical Discipline".

ALLOWABLE SUBSTITUTION: Five (5) years of practical experience, to include laboratory testing, manufacturing, or maintenance At least three (3) years of practical experience, to include laboratory testing, manufacturing, or maintenance. .

Engineer/Scientist II
BS or BA degree in a "Relevant Engineering/Science Field".
At least three (3) years of experience in a Relevant Engineering/Science Field with the application of scientific knowledge, carrying out professional assignments that require use of conventional analysis programs, approaches, or techniques to support technical programs. Developed findings, conclusions and recommendations and prepares and presents client reports or sections thereof.
Engineer/Scientist III
BS or BA degree in a "Relevant Engineering/Science Field".
At least six (6) years of experience in a Relevant Engineering/Science Field with the application of scientific knowledge, carrying out professional assignments that require use of conventional analysis programs, approaches, or techniques to support technical programs. Engineering Technician I

High School diploma or GED; Vocational training commensurate with Department of Labor functional description.
At least three (3) years of practical experience, to include: laboratory testing, manufacturing, or maintenance. Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.

Engineering Technician II

(SCA 30082)

AS or AA degree in a "Relevant Technical Discipline".

ALLOWABLE SUBSTITUTION: Five (5) years of practical experience, to include laboratory testing, manufacturing, or maintenance.

At least three (3) years of practical experience, to include laboratory testing, manufacturing, or maintenance.

Engineering Technician III

(SCA 30083)

AS or AA degree in a "Relevant Technical Discipline".
At least ten (10) years of practical experience in "Relevant Technical Field". Four (4) years of experience, to include: installation of such equipment. One (1) year of experience, to include: design, preparation and modification of engineering documents, and drawings. Four (4) years of experience in "Specific Projects" discipline, of which 2 must have been performed within the last 3 years. Experience may be concurrent. Adequate experience performing the duties of the labor category as described in the Department of Labor functional description.
